Item 3C Southlake Arts Council Board Report – July 2009 Updates  The Arts Council is currently working on developing an Arts Masterplan. The Masterplan subgroup has met a number of times and is prepared to move forward with developing a comprehensive plan for the arts in Southlake.  Work has also begun on developing a system by which artists can be chosen to produce concepts and art for the city. The process would involve a Call-to-Artists where concepts would be requested for a particular project. The system being developed would be related to choosing the concept and artist for a project. It would all be web based and allow for an effective review of concepts, and an aid in choosing artists for particular project.  The Arts Council has reviewed concepts in the past related to art for the Roundabouts. At this stage we are simply waiting for the final landscaping plans so we can see what art would best fit the particulars of each space. We will be ready to move pretty quickly, and with the money currently available purchase art – utilizing the process we are developing that is indicated above.  Arts Council Chair Jeff Walter has been asking civic groups that are related to the Arts in Southlake to visit with the Arts Council so they can explain what and how they do what they do, but also how they can work with the city and the Arts Council. This is also part of the Master planning process as well. The City and Arts Council will be working closely with the CISD Arts programs to look into opportunities for the city and school district to work together, much as we did at Art in the Square where we utilized Town Hall to display art from across the district. The Library also provides space for the schools to display art, as well as other local artists.  The Arts Council is also working with staff to develop a process or policy for the display of Art in Town Hall and other facilities. There is an interest in using Town Hall as an occasional gallery space for local or otherwise renowned artist. The policy is not completed at this time, but we will give a heads up as we define it.  There is one project that the Arts Council is looking at currently with regard to public art and that is to create some “wraps” if you will to cover selected stainless steel traffic light controller boxes with art from local artists or from students at CISD. We are finalizing what concepts will work and possible locations. Examples can be seen in North Richland Hills where they had a contest for art to be placed in various locations. One example of the “wrap” process would be the new library drive up book drop behind Crate and Barrel – take a look at it if you have a chance. Any art can be put on the materials that wrap the boxes, and it would tend to beautify the ugly stainless steel boxes throughout town.
