Action
Requested: Ordinance No. 954, 1 St Reading, Approve a Speed Limit on
State Highway 114 from Southlake- Westlake boundary to
the South lake-Grapevine boundary.
Background
Information: A regulatory speed zone is the application, by Transportation
Commission minute order, city ordinance, or county
ordinance, of posted legal speed limits to sections of
roadway where the numerical values of these special speed
limits have been determined through engineering
investigations of traffic and physical conditions.
TxDOT strives to maintain the highest standards of safety on
our highways and to ensure that all posted speed limits on
the state highway system are in accordance with state law
and established speed zoning procedures.
Speed limits on Texas highways are set by the 85th
percentile method, which represents the speed the majority
of drivers will be traveling at or below. This is a sound
engineering principle by which speed limits have been set on
highways nationwide for the past 60 years.
TxDOT performs the speed studies and presents
recommendations to the city for their acceptance and
passage of a city ordinance to establish city speed zones.
TxDOT makes every effort to secure the cooperation of the
city so that speed zones of 60 miles per hour or less will be
set by city ordinance.
Any speed limit over 60 miles per hour inside the city will be
set by Texas Transportation Commission minute order. The
Transportation Commission has the authority to alter the
speed limits on highways within the corporate limits of cities
or override a speed limit set by city ordinance on such
highways.
TxDOT has performed the necessary speed studies on the
section of the SH 114 Frontage Roads through Southlake
and submitted their recommendations for the speed limit
ordinance. TxDOT generally recommends that the
westbound frontage road be zoned for 45 miles per hour
(mph) through the length of the highway in Southlake. They
further recommend that the eastbound frontage road speed
zone be graduated from 50 mph at Dove Road to a point
approximately halfway between White Chapel Boulevard and
Carroll Avenue. The speed zone would be 45 mph from that
point east to approximately 0.24 miles west of Gateway and
would be 40 mph from there to the east city limits.

Strategic Link: The ordinance altering the prima facie speed limit links to the
City's strategy map relative to the focus areas of Safety and
Security and Mobility. The specific corporate objectives that
are met by this agreement include: Achieve the highest
standards of safety and security and Provide travel
convenience within city and region.

Considering engineering and traffic investigations by our Traffic Operations Section, we recommend that the
posted speed limits be as follows on SH 114 FR in Southlake:
Control- Section: 0353 -03 (SH 114 WBFR Only)
• MP 1.229 east 0.101 miles to MP 1.330, zoned at 45 -MPH.
• MP 2.277 east 3.678 miles to MP 5.955, zoned at 45 -MPH.
Control - Section: 0353 -03 (SH 114 EBFR Only)
• MP 2.277 east 1.323 miles to MP 3.600, zoned at 50 -MPH.
• MP 3.600 east 2.555 miles to MP 6.155, zoned at 45 -MPH.
• MP 6.155 east 0.596 miles to MP 6.751, zoned at 40 -MPH.
We are enclosing a copy of the updated strip map reflecting the changes. if the City Council concurs with our
recommendations, we ask that the City pass an ordinance establishing the proposed speed zones. We are also
enclosing a copy of a typical speed zone ordinance for their consideration. Please send a copy of the ordinance
to this office when it is passed.

SH 114 Frontage Roads
AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS
ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF THE
TRANSPORTAITON CODE, CHAPTER 545, SECTION 545.356, UPON
THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION
UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF,
WITHIN THE CORPORATE LIMITS OF THE CITY OF SOUTHLAKE, AS
SET OUT IN THE ORDINANCE AND PROVIDING A PENALTY OF A
FINE NOT TO EXCEED $500.00 FOR VIOLATION OF THIS
ORDINANCE.
WHEREAS, the Texas Transportation Code, Chapter 545 Paragraph 545.356,
provides that whenever the governing body of the City shall determine upon the basis of
an engineering and traffic investigation that any prima facie speed therein set forth is
greater or less than is reasonable or safe under the conditions found to exist at any
intersection or other place or upon any part of a street or highway, with the City taking
into consideration the width and condition of the pavement and other circumstances on
such portion of said street or highway, as well as the usual traffic thereon, said
governing body may determine and declare a reasonable and safe prima facie speed
limit thereat or thereon by the passage of an ordinance, which shall be effective when
appropriate signs giving notice thereof are erected at such intersection or other place or
part of the street or highway, now therefore,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS:
SECTION 1
Upon the basis of an engineering and traffic investigation heretofore made as
authorized by the provisions of the Texas Transportation Code, Chapter 545, Paragraph
545.356, the following prima facie speed limits hereafter indicated for vehicles are
hereby determined and declared to be reasonable and safe; and such speed limits are
hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets
and highways, or parts thereof, described as follows:

SECTION 2
Any person violating any of the provisions of this ordinance shall be deemed
guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not more
than five - hundred ($500.00) dollars.
This ordinance modifies previous ordinances pertaining to the above referenced
highway.
