Subject: Award construction contract for Segments A and F of the
T.W. King 30 inch water supply line to Circle C Construction,
Ltd., in the amount of $2,635,235 and authorize construction
phase contingencies.

amount of $2,635,235 and authorize construction phase
contingencies.
Background
Information: The FY 2007 and FY 2008 Capital Improvements Program (CIP)
budget included funds for the construction of segments A and F of
the T.W. King 30 inch water supply line.
Currently, the City of Southlake purchases water on a wholesale
basis from the City of Fort Worth. The water is received and
temporarily stored in two 5 MDG ground storage tanks located
near the northeast corner of Pearson and Southlake Blvd (FM
1709). The water is pumped to the Miron elevated storage tank
and ultimately to the Dove elevated storage tank on the north side
of the city. The city's water master plan calls for a new
transmission water line to be constructed that will supply water
directly to the TW King pump station that feeds the north side of
the city.
On February 20, 2007, the City Council awarded a contract to
Freese and Nichols to perform a Route Analysis Study to
determine possible alignments for the new water supply pipeline to
the T.W. King Pump Station located in the northern part of the city.
The exact alignment of entire water line is yet to be determined;
however, segments A and F are common to both alignments
outlined in the route study and therefore construction of these
segments can proceed without risk.
Segment A will be constructed from the intersection of Pearson
Lane and Florence Road at the end of the existing 42" water line
and to the intersection of Randol Mill Road (FM 1938) and
Florence Road. The second portion of this design project,
Segment F, begins at the north side of SH 114 and T.W. King
intersection and connects to the T.W. King Pump Station. The
total scope of this portion of the project is the construction of
approximately 7,500 If of 30" water transmission line.
On December 18, 2007, the City Council approved a professional
services agreement with Freese and Nichols, Inc. for the design
and preparation of construction plans for these improvements.
Six (6) bids were received on January 20, 2009. The bids have
been reviewed by Freese and Nichols, Inc. and the City Staff and
are tabulated as follows:

Freese and Nichols, Inc. recommends award of the contract to the
low bidder, Circle C Construction. The City Staff concurs in this
recommendation.
Financial
Considerations: The recommended award amount is $2,635,235. Staff also
recommends that the City Council approve approximately a 10%
construction phase contingency of $263,565 in addition to the
award of $2,635,235 for a total project budget of $2,898,800.
The FY 2007 and FY 2008 Capital Improvements Program (CIP)
included funds for the construction of the T.W. King 30 inch water
supply line. The unencumbered funding available for Segments A
and F is $4,254,230.
The FY 2009 CIP included an additional $4,500,000 for
construction of the T. W. King water line. This provides
$8,754,230.00 in total unencumbered budgeted funding available
for the entire length of the 30 inch water supply line. The most
recent engineer's opinion of probable cost is $10,853,300 including
engineering and right of way /easements. Additional funds will be
requested in the upcoming FY 2010 CIP budget.
Strategic Link: The construction of the new 30 inch water supply line links to the
city's strategy map relative to the focus areas of Infrastructure and
Performance Management and Service Delivery. The specific
corporate objectives that are met by the construction of this new
water transmission infrastructure include: Providing High Quality
Customer Service and Investing to provide and maintain high
quality public assets.

Board Review: None
Legal Review: This is the standard construction services contract that has been
previously reviewed by the City Attorney.
Alternatives: The Council may award the contract to Circle C Construction or
reject all bids.

Project
Schedule: 275 calendar days are allotted from the date of Notice to Proceed
for this project. It is anticipated that construction of segments A
and F will begin in March of 2009 and be completed in November
of 2009.

Dear Mr. Price:
On January 20, 2009 bids were submitted, opened, and read for the referenced project. We have
tabulated the bids and have found that Circle C Construction is the low bidder, with the bid
proposal total of $2,635,235.00 for 275 calendar days of construction time. The City received six
bids for this project.
FNI tabulated all of the bid proposals submitted for this project to insure accuracy in the bid
totals. We confirm that Circle C Construction submitted the lowest bid in the amount of
$2,635,235.00. Circle C Construction has constructed several similar projects to referenced
project. FNI contacted several references to verify quality of work. We received positive feed
back concerning their recent work.
FNI recommends awarding The T.W. King 30 -inch Transmission Main, Segments A and F
Project, to Circle C Construction for the amount of $2,635,235.00.
