Item 4J Department of Planning & Development Services S T A F F R E P O R T February 25, 2009 CASE NO:SV08-001 PROJECT:Amendment to the Sign Variance for North Country Office Building Tower Monument Sign REQUEST: Integrity Development Inc. is requesting an amendment to the approved sign variance for a tower monument sign for North Country Office building located at 1050 East S.H. 114 in the Cedar Ridge development. The tower monument sign is proposed at the northwest corner of the S.H. 114 frontage road and North Carroll Avenue. On January 6, 2009, variances were granted for the tower monument sign to reduce the minimum setback from 15 feet to 5 feet and to increase the maximum total sign height from 12 feet to 18 feet. The approval stipulated that the only signage allowed on the tower would be a “North Country” sign and the city’s logo. The building was also limited to two attached entrance signs. The purpose of this request is to add “Cedar Ridge” to the tower. No other changes are proposed. The applicant is submitting this request in order to fulfill a requirement set by the owner’s association to identify the marketed development name “Cedar Ridge” on the tower sign. The owner’s association has architectural review authority of all signs within this development. ACTION NEEDED:Consider sign variance amendment. OWNER: Xaris Investment LLC PROPERTY SITUATION: The property address is 1050 East S.H. 114. STAFF COMMENTS: The sign criteria, site plan and application are attached to this report. HISTORY: Upon consideration of the site plan for this development (Case No. ZA07-167), the Planning & Zoning Commission and City Council recommended that the monument sign at the corner be designed in accordance with the guidelines set in the Urban Design Plan. Although renderings of the corner sign feature were presented at the City Council meeting on June 3, 2008, the sign was not approved with the site plan. On January 6, 2009, City Council approved (7-0) variances to reduce the setback of the tower monument sign, to increase the maximum height of the tower monument sign, and to allow two monument signs on the site. The following conditions were placed on the approval:  Noting the applicant’s agreement that there will not be any tenant signs on the tower monument sign except for the North Country sign as shown on the exhibit;  Accepting the applicant’s agreement to limiting the building signs to two entrance signs;  Applicant will provide and install the Southlake logo on the tower monument sign with staff’s review and approval of the logo.
