Item 4J Department of Planning & Development Services S T A F F R E P O R T April 1, 2009 CASE NO:ZA08-033 PROJECT:Plat Extension for Winfield Estates REQUEST: Carroll Avenue / Dove Road Development is requesting approval of a Plat Extension for the Final Plat for Winfield Estates, a development of 12 residential lots and 2 open space lots on 9.145 acres located at the southwest corner of E. Dove Rd and N. Carroll Ave. Section 4.01(I) of Subdivision Ordinance No. 483 states that a Final Plat which has not been recorded in the County Plat Records within one (1) year of the date of approval shall expire and that City Council may extend the expiration date of an approved plat but not to exceed one (1) year. The plat was approved by the Planning & Zoning Commission on May 8, 2008. Final plats for subdivisions requiring the installation of streets and utilities are typically not recorded until these improvements have been installed and are ready to be accepted by the City. This insures that street rights-of-way and easements are correctly shown based on as-built conditions and also insures that all new lots of record are properly served by streets and utilities. The final plat for this development has not been recorded due to construction delays. A Preliminary Plat (ZA08-014) was approved by City Council on May 6, 2008 . The Final Plat (ZA08-033) for Winfield Estates was approved by the Planning & Zoning Commission (5-0) on May 8, 2008.
