Price, P.E., Public Works Director Subject: Approve amendment for design services on F.M. 1709 deceleration lanes to the existing Professional Services Agreement with Transystems Corporation in the amount of $7,735.00 Action Requested: Approve amendment for design services on F.M. 1709 deceleration lanes to the existing Professional Services Agreement with Transystems Corporation in the amount of $7,735.00 Background Information: In December 2006, Transystems Corporation was hired to design the FM1709 Deceleration Lanes. The professional services agreement included design of right turn deceleration lanes at 16 locations along FM1709. Upon review of the design plans, TxDOT determined that utilities would need to be relocated at several locations. An amendment to the contract was approved by the City Manager in March 2008 in the amount of $48,996.00 to prepare design plans for the required utility relocations. During negotiations with a property owner to acquire a necessary easement, staff agreed to widen an existing driveway to accommodate ingress/egress to the property because the deceleration lane design required closure of a second driveway to the property. The redesigned driveway will provide similar access to the property as previously provided by the two driveways. The redesign of the driveway necessitated the redesign of the sidewalk and retaining wall to comply with the Texas Accessibility Standards (TAS) of the Architectural Barriers Act. This redesign necessitates the proposed amendment. TxDOT bid letting will be in September 2009 with construction anticipated to begin shortly thereafter. Financial Considerations: The current amendment to the contract puts the total amendment amount of $56,731 above the City Manager's signature authority. Funds for the engineering design of the FM1709 Deceleration Lanes are included in the 1999 Traffic Management Bond Program. Strategic Link: The FM 1709 deceleration lane project links to the city's strategy map relative to the focus areas of Safety and Security and Infrastructure. The specific corporate objectives that are met by the implementation of this project include: Achieving the highest standards of safety and security by constructing deceleration lanes which provide safe haven for vehicles which are in the process of exiting the corridor. In addition, the project assists in providing travel convenience within the city and region.
