Action Requested: ApproveResolution No. 09-021, Appoint members to the SPIN Standing Committee. Background Information: The City Council will be considering approval of this item on nd 2 Reading of Ordinance No. 598-C which governs the SPIN program. Due to revisions to the SPIN Map which is Exhibit “A” of that ordinance, it is necessary to reappoint all SPIN Representatives: “Members of the Standing Committee shall be appointed by a majority vote of the City Council for a term of two (2) years and shall serve until their successors are appointed and qualify. Members who are neighborhood representatives shall be appointed to positions identified by place number. Neighborhood representatives appointed to odd-numbered places shall be appointed in odd-numbered years, and neighborhood representatives appointed to even-numbered places shall be appointed in even-numbered years, provided, however, that the initial term of the even-numbered places shall be one (1) year. All members who are appointed to at-large positions shall be appointed for terms of two (2) st years which expire on May 31 at the end of their second year of service. Terms of office for all members of the st Standing Committee shall commence on June 1 and expire st on May 31. Any prior appointments will automatically st extend through May 31 of the final year of said appointment. If a member fails to complete the term to which he or she was appointed, a successor shall be appointed to complete the unexpired balance of his or her term.” According to the boundaries as proposed on Exhibit “A,” there are now 11 SPIN Neighborhoods. SPINs 1 and 11 do not currently have representation and based on attendance records, SPIN does not recommend reappointing the current Youth Representative. Therefore, SPIN is recommending that council appoint nine neighborhood representatives as well as the Senior position. Shana K. RESOLUTION NO. 09-021 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, PROVIDING FOR THE APPOINTMENT OF REPRESENTATIVES TO THE STANDING COMMITTEE OF THE SOUTHLAKE PROGRAM FOR THE INVOLVEMENT OF NEIGHBORHOODS (SPIN); PROVIDING AN EFFECTIVE DATE. WHEREAS , the City Council of the City of Southlake, Texas, established the Southlake Program for the Involvement of Neighborhoods (SPIN) to provide a more available form of resident participation in the affairs of the City Council; and WHEREAS , the SPIN Mission Statement is to provide a forum which fosters open and timely communication between citizens of the City of Southlake and City Government regarding programs, activities, and issues that affect the quality of life in the community and fosters a stronger sense of community; and WHEREAS , under Ordinance No. 598-C, the City Council created the SPIN Standing Committee to represent each of the designated SPIN neighborhoods with residents from each SPIN area selecting a representative; and WHEREAS , the City Council officially names the SPIN Standing Committee members through a resolution after the SPIN area has selected a representative; now THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS THAT : Section 1.
