side of Southlake Blvd. to serve this property.
DRAINAGE ANALYSIS: Drainage from this development will be to the detention pond in the southwest
corner of the site.

1. Provide a note that the detention pond easement is to be owned and maintained by owners
association or by the owner of Lot 4 if no owners association exists.
2. A variance to the Subdivision Ordinance requirement for street frontage was approved with this
property’s zoning change and site plan (ZA07-129). The common access easement must be built
to street standards.
3. Provide a cross-access and reciprocal parking agreement prior to filing plat. Agreement must
cover the maintenance and use of parking, trash enclosure, detention, etc.
* Please submit a revised "check print" prior to submitting blackline mylars with original signatures.
* A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor/Collector’s Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service

* Original signatures and seals will be required three mylars prior to filing the plat. Also
required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original
signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than
signatures or seals, appear on the plat.
* We recommend this plat not be filed until the construction plans have been substantially approved.
This will ensure adequate easements and finish floor elevations. Minimum finish floor elevations may
be required on the following lots pending review of construction plans:
* A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off-site sewer extensions, off-site drainage and utility easements and impact fees.

TREE CONSERVATION COMMENTS:
1. The submitted Grading Plan and Utility Plan does not match the previously submitted Site Plan and
Tree Conservation Plan. Retaining walls are proposed throughout the development to attempt to
preserve the existing trees as shown on the Tree Conservation Plan but the amount of cut across the
property is too great and the amount of remaining area within the confines of the retaining walls
proposed to preserve the trees is not enough to preserve an adequate amount of root area to
successfully preserve the trees. Even with the construction of the retention walls, the proposed
grading across the site will kill the existing trees proposed to be preserved within the interior of the
development. A good example is the grading and retention wall around the 36” Oak on the northeast
corner of Building #4; the tree will be sitting on a seven foot (7’) pedestal surrounded by a seven foot
(7’) retaining wall located approximately three feet 3’ from the building and encasing approximately 340
square feet of surface root area. A 36” diameter trees would need a minimum of 432 square feet of
surface root area maintained to preserve it if all the necessary measures were taken to properly
preserve it, and it would most likely still die. The rest of the retained areas are approximately three feet
above grade.
2. A water line and fire hydrant is proposed within the median on the north side of Building #3 where an
existing tree is shown to be preserved. Not only can the water line not be placed through a tree but the
fire hydrant would be four feet (4’) above grade. The area of 78 square feet shown to contain the
existing tree within the median is also not sufficient. Please relocate the water line and the fire hydrant
to another location and it is suggested that if the grade around the tree is going to change, that a
sufficient amount of root zone area be maintained to properly preserve it.
Please be aware that all existing trees shown to be preserved on the City Council approved Tree
Conservation Plan must be preserved and protected during all phases and construction of the
development. Alteration or removal of any of the existing trees shown to be preserved on the approved
Tree Conservation Plan is a violation of the Tree Preservation Ordinance and the zoning as approved
by the Southlake City Council. Please ensure that the layout of all structures, easements, utilities,
structures grading, and any other structure proposed to be constructed do not conflict with existing
trees intended to be preserved.

GENERAL COMMENTS:
1. A ROW permit shall be obtained from the Public Works Operations Department for connections with
the City’s sewer, water or storm drain inlets. Contact Public Works Operations at (817) 748-8082.
2. The driveways ingress and egress lanes must be 18’ in width maximum.
3. Show proposed sidewalks per the Master Pathways Plan if applicable.
* Use the City of Southlake GPS monuments whenever possible.
EASEMENTS:
1. Provide all necessary easements the sanitary sewer line. Easements shall be 15’ minimum. A 10 foot
easement on one lot and a 5 foot easement on the second lot was to be provided for the sanitary
sewer line per the meeting with the City.
2. There is an enclosure for a dumpster as well as a retaining wall shown on the utility plan to be
constructed over the proposed utilities within the proposed utility easement.

WATER COMMENTS:
1. The minimum size for water lines is 8”.
2. Although the waterline easement is shown to be looped throughout the development, 45 degree bends
are preferred over 90 degree bends.
3. For all commercial and industrial uses, fire hydrant shall be spaced a maximum of 300 linear feet
apart, or 600 linear feet if buildings are sprinklered.
* There is a 12” diameter waterline located on the north side of Southlake Blvd to serve this
development.
* The water meters must be located in an easement or right-of-way.
* The size of the public water line tap and the size of the water meter must be the same.
SANITARY SEWER COMMENTS:
1. The minimum size for sanitary sewer lines is 8”. All sanitary service lines must connect to a public
sanitary system line that is built to City standards.
* All sewer lines in easements or ROW must be constructed to City standards.
* There is an 8” diameter sewer line located on the north side of Southlake Blvd to serve this
development.
DRAINAGE COMMENTS:
1. The difference between pre and post development runoff shall be captured in the detention pond(s).
The proposed detention pond shall control the discharge of the 2, 10 and 100 year storm events
when detailed plans are prepared
. Detention may be required with any new proposed building
construction. Describe how increased runoff from site is being detained. Access easements are
needed for maintenance of the detention pond.
* Provide a grading plan which includes drainage arrows and 2’ or 5’ contours. Contours may be
obtained from the City of Southlake.
* This property drains into a Critical Drainage Structure and requires a fee to be paid prior to
beginning construction.
* The drainage from this development is generally to the south west. There is an existing 30” storm
sewer pipe located on the south west corner to serve this development.
* The discharge of post development runoff must have no adverse impact on downstream properties
and meet the provisions of Ordinance # 605.
INFORMATIONAL COMMENTS:
* Submit civil construction plans (22” X 34” full size sheets) and a completed Construction Plan
Checklist directly to the Public Works Administration Department for review. The plans shall
conform to the most recent construction plan checklist, standard details and general notes
which are located on the City’s website.
* An access permit from TxDOT is required prior to construction of a driveway on FM 1709, FM
1938 or SH 114. Submit application and plans directly to TxDOT for review.
* A ROW permit shall be obtained from the Public Works Operations Department (817) 748-8082
to connect to the City’s sewer, water or storm sewer system.
* A Developer’s Agreement may be required for this development and may need to be approved
by the City Council prior to any construction of public infrastructure. Construction plans for
these improvements must be acceptable to Public Works prior to placing the Developer’s
Agreement on the City Council agenda for consideration.
* Any hazardous waste being discharged must be pretreated Ordinance No. 836.
* This review is preliminary. Additional requirements may be necessary with the review of
construction plans.
