SPECIAL CITY COUNCIL MEETING MINUTES: APRIL 23, 2008

Agenda Item No. 1. Call to order. The work session was called to order by Mayor Pro
Tem Morris at 6:08 p.m.
The Executive Session was held at the end of the meeting.
Agenda Item No. 4. Discussion and public input on the following items:
a. Ordinance No. 480-RRR, Amending the Comprehensive Zoning
Ordinance No. 480, as amended, as it pertains to oil and gas drilling and
production.
b. Amendment to the City’s Master Comprehensive Plan as it pertains to oil
and gas drilling production, oil and gas production pad sites and natural
resource extraction activities.
c. Ordinance No. 880-A, Amending Section 9.5, Article IV, of the Southlake
City Code regarding oil and gas well drilling and production.
d. Road Repair Agreement
Mayor Pro Tem Morris stated that staff will show a couple of videos relating to oil and
gas drilling. She then allowed the public to comment on the oil and gas issues.
The following persons spoke on the oil and gas issues:

Mayor Pro Tem Morris called for a break at 7:54 p.m. and reconvened the meeting at
8:21 p.m.
Public comments continued and the following persons spoke:
Del Gabaldon, 2968 Mesa Verde Trail, Grapevine, Texas; and
August Schilling, 1260 Taylor Street, Southlake, Texas.
Council discussed the issues and suggestions raised by the speakers.
Agenda Item No. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter
551 of the Texas Government Code, Section 551.071, consultation with attorney, an
Executive Session may be held to seek advice from the city attorney as to the posted
subject matter of this meeting. Mayor Pro Tem Morris announced City Council would be
going into Executive Session pursuant to the Texas Government Code Section 551.071,
consultation with attorney.
City Council adjourned for Executive Session at 8:44 p.m. Executive Session began at
9:10 p.m. and ended at 10:25 p.m.
Agenda Item No. 3. Reconvene: Action necessary on any item discussed in Executive
Session. Mayor Pro Tem Morris reconvened the special meeting at 10:28 p.m.
Councilmember Terrell stated that Council wants to move these items forward with a
few modifications at the second reading to include: adding a distance notification the
greater of 200’ from the property boundary or 1,000’ from the actual pad, the pipeline or
the access road; including in any variance request that it be signed off on by the surface

owner; and recommending that a city-wide public information or gas summit
presentation be put together by city staff to allow the gas companies and the public to
come together for presentations at that time.
Agenda Item No. 5. Meeting adjourned. Mayor Pro Tem Morris adjourned the meeting
at 10:31 p.m.
