Item 9CM E M O R A N D U M April 7, 2008 To: Shana Yelverton, City Manager From: Steve Polasek, Director of Community Services Subject: Approve SPDC Matching Funds request from the Southlake DPS Citizens Association in the amount of $100,000 for the construction of Bicentennial Park Safety Town Action Requested: City Council review and approval the SPDC Matching Funds request from the Southlake DPS Citizens Association in the amount of $100,000 for the construction of Bicentennial Park Safety Town. Background Information: Southlake DPS Citizens Association (SDCA) is a non-profit organization in Southlake that has been working with the City’s Public Safety and Community Services departments to construct a Safety Town facility in Bicentennial Park. Safety Town will be a miniaturized version of a downtown, used to promote and teach safe practices for children within the community through educational programs and interactive facilities. The City has approved Bicentennial Park as the site for Safety Town. The estimated construction budget for the project is approximately $500,000. Funding for the project in the amount of $300,000 ($150,000 each from the Park Dedication Fund and the SPDC Fund) has been budgeted. The remaining balance for construction is anticipated to come from an SPDC Matching Funds request from SDCA. To date, SDCA has raised approximately $50,000 towards the project from such sponsors as WFAA Channel 8, Central Market, and Sabre Holdings. They are actively seeking an additional $50,000 in sponsorships which they hope to raise over the next several months. As such, the SDCA is requesting a commitment for the full $100,000 in order to allow the project to move forward with the bid process in conjunction with their on-going sponsorship campaign. Financial Considerations: SPDC Matching Funds in the amount of $200,000 are identified in the proposed Fiscal Year 2007-08 budget. To date, $36,838 has been allocated for other projects. If approved in the amount of $100,000 ($200,000 total), an unencumbered balance of negative ($36,838) would remain; however, funding is available in SPDC reserves to cover the projected shortfall. Further, an SPDC budget amendment request would be presented to City Council at a future meeting if this request is approved. Citizen Input/ Board Review: Parks Board will review this item at their April 14, 2008 meeting. SPDC will consider just prior to City Council on April 15, 2008. Legal Review: Not applicable.
