SUBJECT:Ordinance 480-RRR (1 Reading), Amendment to the
Comprehensive Zoning Ordinance No. 480, as amended as it

pertains to Oil & Gas Drilling and Ordinance 880-A (1 Reading),
Amendment to Article IV “Gas and Oil Well Drilling and
Production” of Chapter 9.5 of the Southlake City Code.

Action Requested:
Consider (1 Reading) approval of Ordinance 480-RRR and
Ordinance 880-A.
Background:
In November of 2007, the City Council appointed a Gas Drilling
Task Force made of three City Council members (Carolyn Morris,
Virginia Muzyka and John Terrell). During the past months, the
task force has had a series of meetings with staff and the City
Attorney’s office in order to develop modifications and revisions to
the City’s Land Use Plan, Zoning Ordinance and City Code to
address gas drilling and production. The task force has completed
its work and has forwarded it recommendations to City Council for
consideration. On April 15th, City Council will consider approval

(1 Reading) of Ordinance 480-RRR (SUP section of the Zoning
Ordinance) and Ordinance 880-A (Chapter 9.5 of the Southlake
City Code). The land use element (CPA 07- 005- Amendment of
the City’s Master Plan as it pertains to Oil and Gas Drilling and

Production) will not be considered on April 15. The land use
element only requires one reading and will be considered in
conjunction with the second reading of ordinances 480-RRR and
th
880-A (Scheduled for May 6). However, the land use plan
element has been included in your packet for review. Staff will
provide a detailed presentation to City Council on the proposed

changes to the Zoning Ordinance and City Code at its April 15
meeting.
The following documents are attached:
Attachment A-Proposed Land Use Plan Amendment (CPA 07-
005- Amendment of the City’s Master Plan as it pertains to Oil and
Gas Drilling and Production) – No discussion or action will be

taken on this proposed amendment at City Council’s April 15
meeting. This item will be considered in conjunction with the
second reading of ordinances 480-RRR & 880-A.

Review:
Planning & Zoning Commission held a public hearing on
Ordinance 480-RRR on August 23, 2007 and approved (6-0)
subject to adding language providing a minimum 600’ distance
from all structures; permit in all zoning districts; provide more
information/ recommendations regarding distance criteria.
Ordinance 880-A is an amendment to the City Code and the
Planning and Zoning Commission is not required to provide a
recommendation on this item
City Council:
Tabled both items (Ordinance 480-RRR & Ordinance 880-A) to the
October 2, 2007 meeting.
