Item 6 - Narrative 5000 Thompson Terrace Colleyville, Texas 76034 (817) 335-9900 Fax (817) 335-9955 October 05, 2026 TO: Southlake City Council City of Southlake 1400 Main Street Southlake, TX 76092 Re: Liberty Place – 2300 & 2100 West Continental Boulevard Dear Mayor and members of the City Council: We respectfully submit the proposed Liberty Place on behalf of Mr. Kevin William; a small, high- quality residential subdivision located at 2300 & 2100 West Continental Boulevard. The approximately 3.520-acre property is comprised of the property described as Tract 1B01B, Thomas J. Thompson Survey Abstract No. 1502. current Zoning: “TZD” Transition Zoning District. SPIN Neighborhood #10 and LOT 1, Thomas J. Thompson Survey Abstract No. 1502 Current zoning is SF- 30 Single Family Residential District Requested Zoning SF-20A. The development is designed as an intimate low density six-lot residential community served by a single internal street terminating in a cul-de-sac. The six proposed residential lots range from approximately 20,518 square feet to 24,653 square feet. These lot sizes are intended to accommodate substantial custom homes while providing appropriate building setbacks, landscaping, and usable yard areas. Access to the subdivision will be provided from West Continental Boulevard. The entrance is planned with a standard, clearly defined roadway, sidewalks along both sides of the internal street, and accessible curb ramps at the intersection. Individual driveways will connect each residence directly to the internal street, reducing driveway conflicts along West Continental Boulevard and supporting safe vehicle and pedestrian movement. The layout also includes landscape easements along W. Continental Boulevard. The architectural concept is intended to reflect the quality and character expected in Southlake. The homes are anticipated to feature a coordinated combination of stucco, natural stone, articulated rooflines, high-quality windows, and professionally designed landscaping. Although the residences will be architecturally compatible, each home will incorporate individualized design elements to avoid a repetitive appearance. A masonry entrance monument sign bearing the name “Liberty Place” is proposed at the subdivision entrance. The entrance treatment may include natural stone, ornamental metal fencing, landscaped planting beds, and decorative lighting designed to provide an attractive transition from West Continental Boulevard into the neighborhood. Drainage, grading, Water, Sewer, and Stormwater improvements will be designed in accordance with applicable City of Southlake requirements and coordinated with the final engineering plans. Overall, Liberty Place is intended to provide carefully planned, low-density residential development that enhances the West Continental Boulevard corridor. The project combines large residential lots, high-quality architecture, coordinated landscaping, pedestrian improvements, controlled access, and an attractive neighborhood entrance. We believe the proposal will be compatible with the surrounding area and will contribute positively to the long-term character of Southlake. Thank you for your consideration. We appreciate the opportunity to present the project and receive the Committee’s comments and recommendations. Should you require any additional information, please do not hesitate to contact me.
