Continental Boulevard with 6 lots. Staff presentation: Destiny Woods • Future Land Use: Medium Density Residential • Zoning: TZD and Sf-30 • Summary: The applicant is proposing to rezone a 3.5-acre property from TZD and SF-30 to SF-20A to develop 6 residential lots. Questions for Staff and Applicant Daniel Kubiak Okay, so kind of the same consistent, same 20,000-square-foot or bigger lots, consistent with the land use. Kathy Talley What was the size of the property on the left that was originally approved? Destiny Woods It was about 2.5 acres, but I can confirm that again. Daniel Kubiak Because I thought the spirit of the discussion at council, while it got turned down, was to have lots 20,000 square feet or greater. Was that—? Frances Scharli What about that shared driveway easement that goes into the retail area there? Destiny Woods It looks like that is still planned to remain. It appears on the previously approved development plan and is still on the proposed plan. The applicant might be able to speak more to that. Frances Scharli So it would remain, and you would be able to go into either that house or the commercial building. Southlake Corridor Planning Committee Item #4 – 2100 & 2300 W. Continental Blvd. Meeting #60 – August 17, 2026 Page 4 Daniel Kubiak No, there is a fence there. This view shows it—you can kind of see it. It has been there for a while. David Cunningham So really, it is a 5-lot development because Lot 6, as drawn with that easement and the detention pond on it, is not a buildable, high-quality residential lot. Daniel Kubiak Said another way, in fairness, it is unchanged from the previous approval. David Cunningham That is not totally true. If you look at the other proposal, Lot 4 is much deeper, so the detention area still leaves a more buildable area for the house. Daniel Kubiak I guess it is just a subjective thing. I have zero doubt it would sell. Zero doubt. David Cunningham Yeah. Gina Cannova I mean, if you look at the 25-foot building setback on Lot 1, it is not that much less deep than that detention pond area. Daniel Kubiak Anyway, we are arguing before the applicant even gets up. Any other questions for staff? Anybody? Good. Okay, all right. We will ask the applicant to come up, state his name and address for the record, if he doesn't mind. And feel free—since we are running a bit long here—to address the Q&A you just heard up here. Osama Nashed Thank you. Good evening. My name is Osama Nashed with ANA Consultants, 5000 Thompson Terrace, Colleyville, Texas 76034. We were actually working on this property when it was zoned for four lots, right when the extra piece of land became available. After we submitted the preliminary plan, we pulled it back out. Adding the extra land actually gives us several advantages. Southlake Corridor Planning Committee Item #4 – 2100 & 2300 W. Continental Blvd. Meeting #60 – August 17, 2026 Page 5 In the previous layout, because the lots were so shallow, the distance between the buildable area—I think it was 10 feet or so—put it really close to the commercial property. That made those two lots far less desirable because if you wanted to put in a swimming pool, it had to be on the side of the house instead of behind it. Adding the extra land solves several issues: 1. Sewer Infrastructure: When this was previously approved, Continental Boulevard was not under construction and there was no sewer line in the street. We submitted a plan to bring a sewer line from Davis Boulevard all the way up, but it would have slowed down the city's project timeline, which staff wanted to avoid. With this extra property, there is an existing C1 line in the corner that allows us to develop the whole site without interfering with the city's Continental Boulevard schedule. 2. Site Depth & Pool Placement: As shown in our AI rendering concept, the deeper lots allow us to pull the homes away from the commercial boundary and place swimming pools in the back yards rather than the side or front yards. 3. Access & Traffic Flow: It eliminates an extra entrance on Continental Boulevard. Instead of having an individual driveway for a house—which would be problematic given that the state denied full access on Davis (allowing right-in access, but no exit onto Davis)—all traffic won't be conflicting with truck traffic leaving the commercial site. Consolidating to six lots with one main entrance creates a cohesive community rather than just four isolated lots. With that, I would be happy to answer any questions. Kathy Talley I really like the elevation and the look of the six-lot concept. With this presentation and layout, would you be willing to commit to this specific elevation and architectural style rather than a different design? I think that is super important. Osama Nashed Absolutely. We expect this to be a high-end development, especially with the improvements being made to Continental Boulevard. This will be one of the premier subdivisions in the area. Kathy Talley Well, I do like it. It matches up much better with the homes nearby—even the newer ones in the area. I really like that elevation. Southlake Corridor Planning Committee Item #4 – 2100 & 2300 W. Continental Blvd. Meeting #60 – August 17, 2026 Page 6 Daniel Kubiak And that was something I forgot to ask staff. Dennis, can you remind me—the homes immediately to the east, are those lots around 20,000 square feet, plus or minus? Dennis Killough Yes, that is right. Daniel Kubiak That is why there was a desire to increase the lot size. Osama Nashed Right, it matches the neighboring properties exactly, so the home sizes will be very comparable. Daniel Kubiak It's interesting seeing AI renderings versus traditional architect renderings—this is the second one in a row I've seen tonight. Frances Scharli Just as a heads-up for when you go before City Council: make sure all your setbacks are fully squared away. Looking at Lot 4 at the top left, you have a smaller setback in what would technically be the back, but a wider setback on the side where you are showing the main backyard area, correct? Osama Nashed Looking at the zoning ordinance, for a cul-de-sac lot, the rear setback is 35 feet, which is what I showed. Along the straight street section, it is 40 feet. I believe I matched the zoning code requirements, unless there is something different... Frances Scharli I will say it again—you are going to be asked about setbacks, so make sure you are true to them. You are also going to be asked about drainage. Both of these properties drain toward Continental Boulevard. What is your plan for that? Osama Nashed When the original proposal came forward, there were no drainage improvements along Continental, so everything drained into roadside ditches toward Davis Boulevard. Southlake Corridor Planning Committee Item #4 – 2100 & 2300 W. Continental Blvd. Meeting #60 – August 17, 2026 Page 7 With the new Continental Boulevard improvement project, the city is extending a storm drain line directly to the edge of the property. From an engineering perspective, the additional runoff from this development is very minor—maybe a couple of extra CFS (cubic feet per second). The city's new storm system has more than enough capacity to handle that flow undetained. As an engineer with 30 years of experience, I do not believe a detention pond is necessary or adds to anyone's safety here. An 18-inch pipe can carry about 50 CFS, and we are talking about a total flow of around 7 CFS. Detaining it would only reduce it from 7 to 5 CFS in a system with massive overhead capacity. Keeping that area as a green space with trees would be a better land use. However, if the city requires a detention pond, we will gladly comply and build it. Frances Scharli I highly encourage you not to ignore it. You are adding impervious surface, which increases runoff. Be fully prepared to address that in detail when you get to City Council. Osama Nashed We are open to either approach and will comply with whatever staff or council requires. Daniel Kubiak Any other feedback for the applicant? Gina Cannova I had a question regarding the access easement. Has there been any thought about dedicating or deeding that area directly to the adjoining commercial property owner so that the future buyer of Lot 6 doesn't have to pay property taxes on land they cannot use? Osama Nashed You mean this access strip right here? Gina Cannova Yes, the access easement area. Osama Nashed I know it is dedicated as an easement for their use, but I am not sure of the current tax structure on it. Southlake Corridor Planning Committee Item #4 – 2100 & 2300 W. Continental Blvd. Meeting #60 – August 17, 2026 Page 8 Gina Cannova Since the commercial owner doesn't own it in fee simple, Lot 6 would currently be paying property taxes on it. Deeding it to them in fee simple would remove the easement burden and the tax liability from Lot 6. Just a thought. Daniel Kubiak That's why the commercial owner doesn't want it in fee—they don't want the tax bill! Gina Cannova If I were buying Lot 6, I wouldn't want to pay property taxes on it given local tax rates! Osama Nashed I would love for them to adjust that boundary and leave that piece out entirely. We can certainly approach the developer and the adjacent owner about that. I agree it makes no sense for the homeowner to pay taxes on land they cannot utilize. David Cunningham I like the pocket development overall and think it looks very nice. However, I dislike Lot 6. I feel we are creating an inferior lot. Someone might buy it today, but eventually, they will realize they bought an inferior lot. I don't think we should approve inferior lots, which is why I won't be supporting it. Osama Nashed Lot 6 has the same square footage as the previously approved lot—it is 24,000 square feet. With proper landscaping around that perimeter, it will still be a very strong, high- quality lot. Daniel Kubiak Any other feedback? Magdalena Battles Your rendering shows a lot of lush greenery and mature trees. Is the plan to bring in mature trees and preserve that look? It looks beautiful. Osama Nashed The surrounding neighborhood has many mature trees, and we expect every lot to be professionally landscaped. These homes are expected to sell for $2.5 million and up, so Southlake Corridor Planning Committee Item #4 – 2100 & 2300 W. Continental Blvd. Meeting #60 – August 17, 2026 Page 9 no builder is going to skimp on landscaping. We anticipate at least two substantial trees in the front yard of every home, plus quality landscaping in the back. It will not be lacking in greenery. Daniel Kubiak Definitely bring a robust, detailed landscape plan—that is the main takeaway. So you have your feedback: double-check setbacks, prepare a solid drainage defense, provide a complete landscape plan, and consider the easement tax issue. Osama Nashed Thank you. Trying to offload that easement piece is a very good suggestion. Daniel Kubiak Regarding the fence along that easement—would that be a masonry wall? Something durable in case a vehicle strays off the drive? I'm getting nods from the gallery, so I'll put it on the record. In case someone leaves the Italian restaurant nearby after having some nice wine and forgets to turn, it would be better if they hit a wall rather than a wooden fence. Osama Nashed I can't commit to that tonight, but I will definitely look into it. Southlake Corridor Planning Committee Item #4 – 2100 & 2300 W.
