Item 8A - Memo Item 8A
CITY OF
. SOUTHLAICE
MEMORANDUM
October 13, 2026
To: Alison Ortowski, City Manager
From: Sharen Jackson, Chief Financial Officer
Subject: Resolution No. 26-034, amending the City Fee Schedule, including the
Stormwater Utility Fee.
Action
Requested: City Council approval of Resolution No. 26-034, amending the City Fee
Schedule, including the Stormwater Utility Fee.
Background
Information: The City of Southlake maintains a comprehensive Municipal Fee Schedule
that establishes fees for various municipal services, permits, applications,
facility rentals, inspections, and other services provided to residents,
businesses, and developers.
Each year, the City reviews its Fee Schedule to ensure fees remain
appropriate, reflect the cost of providing municipal services, respond to
customer needs, and align with market conditions and applicable regulations.
The annual review also provides an opportunity to eliminate outdated fees,
clarify existing charges, and establish fees for new or expanded services.
For FY2027, staff recommends several adjustments intended to improve cost
recovery, maintain competitive pricing, simplify administration, and support
responsible financial management.
The following changes are recommended:
Administrative Services
• Remove obsolete fees and provisions, alcoholic beverage permits,
condition of premises, house moving permits, seasonal permits, and
wrecker permits, to reflect current services and administrative practices.
(General Fund Revenue)
• Adjust ambulance service fees by approximately 2.4% to reflect updated
service costs. (General Fund Revenue)
• Add a new Special Event Permit Application Fee of $500 to recover
administrative costs associated with application review and coordination.
(General Fund Revenue)
Item 8A
• Add a new Public Investment Request Fee of $1,500 plus 0.05% of the
total incentive value to support the review and evaluation of economic
development incentive requests. (General Fund Revenue)
Planning and Development Services
• Increase selected zoning, platting, site plan, comprehensive plan
amendment, and variance-related application fees to better align with the
level of staff review and administrative resources required. (General
Fund Revenue)
• Increase the Board of Adjustment Request fee from $305 to $500 and
the Comprehensive Plan Amendment fee from $305 to $1,000. (General
Fund Revenue)
• Adjust platting fees, including increases to preliminary, final, amended,
revision, and plat showing applications, to improve cost recovery and
simplify the fee structure. (General Fund Revenue)
• Increase Site Plan fees from $305 to $750, plus an increase in the per-
acre fee from $10 to $35. (General Fund Revenue)
• Increase selected zoning application fees, including Zoning and Concept
Plan from $405 to $750 and Zoning and Development or Site Plan from
$405 to $1,000. (General Fund Revenue)
• Revise the Street Name Change fee structure and make other
administrative clarifications. (General Fund Revenue)
Fire Services
The proposed new Fire Services fee adjustments were previously presented
to City Council during the winter and summer workshop for review and
discussion. These fees are now being incorporated into the FY2027
Municipal Fee Schedule for formal consideration and approval.
• Remove certain outdated operational permit fees to reflect current
permitting practices and eliminate unnecessary charges. (General Fund
Revenue)
• Add a new fee structure for emergency response services, including
motor vehicle accidents, hazardous materials incidents, gas leaks,
specialized equipment, and other emergency operations, to provide a
mechanism for recovering eligible response costs. Residents will not
incur any additional cost above insurance payments. This will be
zero-balance billing for Southlake residents. (General Fund
Revenue)
• Establish or revise fire new construction permit fees for sprinkler
systems, fire alarms, standpipes, fire suppression systems, storage
tanks, and related installations. (General Fund Revenue)
• Establish a tiered fire inspection fee structure based on occupancy
classification and building size to better reflect the level of inspection
effort required. (General Fund Revenue)
Item 8A
• Add new reinspection fees and penalties for work performed without
required permits to encourage compliance and recover additional
inspection costs. (General Fund Revenue)
The Marq
• Remove outdated audio/visual equipment and service fees and
introduce new rental options, including upgraded lighting, signage, and
linen packages. (CEDC Revenue)
• Establish a $360 administrative fee for late event changes to recover
additional coordination and operational costs. (CEDC Revenue)
• Revise selected Legends Hall rental packages, including changes to
rental durations and package offerings, to improve flexibility and align
with facility operations and customer demand. (CEDC Revenue)
• Increase Chrome Corporate Package rates and adjust rental durations
to reflect current facility pricing strategies. (CEDC Revenue)
• Remove the Opal Elopement Package and make other adjustments to
simplify the rental package structure. (CEDC Revenue)
• Increase non-resident Champions Club daily admission rates and
monthly membership fees while maintaining existing resident
membership rates. (CEDC Revenue)
• Increase selected corporate membership rates to maintain consistency
with the updated non-resident fee structure. (CEDC Revenue)
• Adjust selected Champions Club party package fees and eliminate the
membership replacement card fee. (CEDC Revenue)
Parks and Recreation Services
• The proposed revisions to Parks and Recreation Services eliminate the
rental options for athletic fields and courts without lighting. Moving
forward, field and court reservations will be available at the existing rates
for facilities with lighting. No changes to the current rental rates are
proposed.
Public Works, Water, Wastewater and Stormwater Utility Services
• Increase the Fire Hydrant Meter security deposit from $3,800 to $4,000
to reflect replacement costs and protect City assets. (Utility Fund
Revenue)
• Revise the service charge for damage to City property, theft of service,
and damaged utility equipment to better reflect actual repair costs and
associated administrative expenses. (Utility Fund Revenue)
• Increase the Water Administrative Service Charge from $15 to $40 to
improve recovery of administrative service costs. (Utility Fund Revenue)
• Increase residential water deposits from $75 to $120 to better reflect the
City's financial exposure associated with utility accounts. (Utility Fund
Revenue)
• Increase the Water Meter Re-installation fee from $55 to $75 and the
Water Meter Reread/Trip Charge from $10 to $35. (Utility Fund Revenue)
Item 8A
• Increase the Water Reconnect for Non-Payment fee from $45 to $75 to
reflect the cost of providing the service. (Utility Fund Revenue)
• Revise the Water Meter Relocation fee to reflect actual costs plus a 15%
administrative fee, providing a more consistent cost recovery
methodology. (Utility Fund Revenue)
• Increased the Stormwater utility fee for residential parcels from $8 to $10
per dwelling and non-residential property impervious area parcel(s) from
$0.00125 to $0.00225 per square foot. Aligns with the fee discussed
during winter and summer workshops. (Stormwater Drainage Revenue)
State regulations are also an important factor that affects the Fee Schedule.
In several areas, the Fee Schedule directly reflects the relevant statues. The
following laws and authorities regulate municipal government fees:
• Texas Local Government Code
o §214.908 — Public hearing required for certain building permit
fees every 10 years
o §212.906 — Infrastructure fees may not be based on project
value
o §214.907 — Certain residential fees may not be based on home
value
o §284.156 — Maximum amounts for right-of-way network node
fees
o §406.024 — Maximum notary fees municipalities can charge
o §214.194 & 214.197 — Alarm permit/false alarm fee limitations
and thresholds
• Texas Administrative Code
o Title 1, Part 3, establishes the allowable fees for public
information and body camera-related fees
Financial
Considerations: The recommended adjustments allow the City to recoup a portion of
operational costs for providing services, while aligning with market
conditions, policy updates, and statutory requirements.
The financial impact of individual changes will vary depending on the volume
of services, permits, applications, and facility usage. Actual revenue
generated will depend on utilization throughout the fiscal year.
Strategic Link: F1 — Safeguarding the public trust through a commitment to thoughtful
planning and responsible, conservative financial management.
The annual review and update of the Municipal Fee Schedule supports the
City's commitment to fiscal stewardship by evaluating existing fees,
Item 8A
identifying opportunities for cost recovery and revenue enhancement, and
ensuring that municipal service fees remain aligned with operational costs
and service delivery requirements.
