Item 4C - Memo
Item 4C © CITY OF SOUTHLAKE MEMORANDUM October 12, 2026 To: Alison Ortowski, City Manager From: Sharen Jackson, Chief Financial Officer Subject: Resolution No. 26-035 Authorize City Manager or their designee to act on behalf of City in all matters related to grants Action Requested: City Council approval of Resolution No. 26-035, authorizing the City Manager to act on behalf of the City in matters related to grants. Background Information: The purpose of this item is to request City Council authorization for the City Manager or their designee to act on behalf of the City in matters related to grants for fiscal year 2027. In October 2025, City Council approved Resolution No. 25-038, providing general authorization for the City Manager or their designee to pursue federal, state, and private grant opportunities throughout fiscal year 2026. This authorization is intended to be renewed annually to allow the City to efficiently respond to grant opportunities as they become available. Throughout the year, the City actively seeks grant funding to support services, programs, and infrastructure that benefit the community. Because grant announcements and application deadlines often require timely action, this annual authorization allows the City to prepare and submit applications without seeking separate Council approval for each opportunity. In addition to the general authorization, certain granting agencies may require resolutions containing specific provisions. Most recently, City Council considered Resolution No. 26-031 to meet the requirements of the Office of the Governor, Public Safety Office, for a cybersecurity grant application. This grant-specific resolution was necessary because the previously approved general authorization did not satisfy the granting agency's requirements. The proposed resolution continues the City's practice of providing annual general authorization for grant-related matters while recognizing that additional Council action may be necessary when required by individual granting agencies.
