Planning & Zoning Case

Project Location 1101 N. Carroll
I am:In Favor
Comments / Explanation I am writing to express my thoughts IN FAVOR of the proposed
Touchmark senior living community at 1101 N. Carroll Road.
I understand that residents and city officials are considering
several important issues related to the proposal, including
drainage, traffic, and the potential second phase involving a
building described as “high density.”
I believe it is important to consider these concerns in the
broader context of the property’s existing zoning and the
potential uses that could otherwise be developed there.
Additionally, I believe that as a council, you should be looking
at the long-term impacts on this community.
Our community is growing older and as of now, they don’t have
an option to stay in this town to remain close to their children,
grandchildren, friends, churches, and established community.
Both facilities in Southlake, Watermere and Harbor Chase are
currently waitlisted. This proves that there is an existing need
for this type of development. A thoughtfully designed senior
living community could provide another option for local families
who want their aging parents to remain in or near the
community they already call home.
Sixteen hundred Southlake residents are currently over 75. In
ten years, that number will double and 30 years from now, we
will have 7,000 residents over 75. Our elderly love living here.

They love being here to watch their children and grandchildren
thrive. This community is about family. This community is about
tradition. What better way to continue to foster those beliefs
and traditions by giving our elderly an option of the beautiful
space that Touchmark has created for them. A retirement
center is a NEED for this community.
In regards to the traffic discussion, the traffic patterns will be
affected, but not nearly as much as if restaurant or retail space
were built there. If you drive down Carroll Road from 7:15-8:15
in the mornings and from 2:30-4:00 in the afternoon, you will
notice traffic issues. Additionally, if you include the religious
services on Friday afternoon, where a hired officer has to be
there to direct traffic, the current traffic situation can be an
annoyance. If you add in retail, restaurants or a larger religious
building, traffic patterns will be unbearable and quite frankly,
debilitating for the hundreds of people who live North of 114.
In the Touchmark proposal, it shows an entrance currently off of
Carroll Road. To combat some of those traffic concerns, can we
ask them for their main entrances to be off of Grace Road or
the access road of 114? That would help with traffic flow
immensely and ensure that Carroll Road won’t be backed up
even more than it is now.
Touchmark has proved that they are willing to make changes
and are accommodating the concerns of residents. For
example, their drainage issues were addressed in the June
23rd meeting by detaining the water onsite in two different
areas to reduce the peak runoff from existing conditions today.
The same request of a change in entrance location is
completely acceptable and I am sure would be met with an
open dialogue.
The proposed use also raises an important economic
consideration for the city. A senior living development would
contribute property-tax revenue to the city, while a religious
building or other tax-exempt use does not generate property
taxes in the same way. That potential revenue should be
considered alongside the infrastructure and development
impacts. Changing the zoning and adding in additional retail
and restaurants to an area less than a mile from town square,
where there are already issues with stores staying in business,
is short sided and lacks fiduciary responsibility.
Ultimately, I hope the council will evaluate the Touchmark
proposal based on the complete picture: the property’s existing
zoning, alternative development challenges, projected traffic
and drainage impacts, the community’s senior-living needs, the
proposed access through Grace Lane, and the potential tax
revenue associated with the development. Touchmark is the
answer for this space. Not only have they created a beautiful

population that allows them to stay connected to their
community while providing quick access to family members
living in Southlake. This would contribute property tax revenue
to our city and provide compassionate care for our older

Comments / Explanation After careful review of Touchmark's 46-page proposal, I am in
favor of this senior living community development. I was
relieved to read, "nothing in this district shall be construed to
permit conventional multifamily residential or apartment uses."
Other features I think are advantageous: The minimum age of
Independent occupants = 62 years old, with the average age =
83. Parking is underground. Touchmark is a privately-owned,
tax-paying entity designed for the ongoing, continued care of
residents as their needs change. I think this is a win-win for our
Southlake community. Please vote in favor of this project.

Comments / Explanation I am writing as information that we are definitely in favor of the
Touchmark Retirement Center. We are residents of Southlake
since 1996 (30 years) and now have grown children (second
generation) and 4 grandchildren living in Southlake. Our desire
is that this center be built s we will soon be selling our
residence of 30 years and taking advantage of one of these
great centers and would love to be able to stay close to our
family and continue as Southlake residents. These centers
should not fall into the high density category as they are far
from that, being a senior center. We thank you in advance for
considering our support.

Planning & Zoning Case Input Form

Project Location 1101 N. Carroll
I am:In Favor
Comments / Explanation Thank you for your service to our community. In this position, I
am sure you do not get a lot of thanks, so please know, I am
thankful for each of you and the time and dedication you give
our city.
My name is Christie Lay and my family has lived in Southlake
for over 10 years. I have a 4th grader at Johnson Elementary
and an 8th grader at Carroll Middle School. Our home resides
off of Dove Rd. so we are very familiar with Carroll Road and
the available lot for sale at Carroll and Highway 114.
I am writing to express my thoughts IN FAVOR of the proposed
A thoughtfully designed senior
living community will provide another option for local families
who want their aging parents to remain in or near the
community they already call home.
Not only have they created a beautiful
plan with 45% greenspace, they are the developer, owner and
operator of that location so they are truly invested at every
step.
Thank you for your service to our community and for carefully
considering the concerns and needs of Southlake residents.
Sincerely,
Christie Lay

Planning & Zoning Case Input Form
Project Name Touchmark Senior Living Center
Planning & Zoning Case
Number
ZA26-0052
Project Location 1101 N. Carroll Road
I am:In Favor
Comments / Explanation My name is Zac Mowery. My wife Meredith and I live in
Southlake with our four children, near Carroll Road and
Whispering Lane. I'm a licensed architect and work in
multifamily development, so I look at proposals like this one
through both lenses: as a neighbor who drives Carroll Road
every day, and as someone who evaluates sites, zoning, and
site plans for a living. I have no involvement in or financial
interest in this project.
I'm writing in support of the proposed Touchmark senior living
community.
The right comparison is what else could go there. The concerns
raised (drainage, traffic, and the density of a potential second
phase) are legitimate. But they should be weighed against the
realistic alternatives for this parcel under its current zoning or a
rezoning, and the impact those alternatives would have on the
neighborhood and the City of Southlake as a whole. Retail,
restaurant, or a large assembly use would all put more strain
on this corner than senior living.
Traffic. Carroll Road already backs up during school drop-off
and pickup, and again during Friday services, when an officer
has to direct traffic. Senior living is one of the lowest trip-
generating uses you can put on a site like this. Residents drive
little, staff shifts are staggered, and peak volumes don't line up
with school traffic the way retail and restaurant trips do. The
alternatives would make conditions noticeably worse for
everyone living north of 114.
That said, I do have reservations about the entrance to the
property on Carroll Road especially with a single lane in each
direction and the proximity between the 114 intersection and
Highland St. intersection with Carroll. My concern is given the
current tendency for northbound traffic on Carroll to back up at
the Highland intersection on weekday and weekend mornings,
an additional curb cut would further exacerbate the problem.
Has a turning lane into the property been considered here? It
appears there is room within the Right-of-Way to accommodate
this. Additionally, has there been any discussion of asking the
developer to provide a turn lane from Carroll to Highland for
traffic going to CMS or the churches?
Need. Southlake's population is aging quickly. Roughly 1,600
residents are over 75 today, and that number is projected to
double within ten years. Watermere and HarborChase are both
waitlisted. Right now, many families face moving aging parents
out of town, away from their kids, grandkids, churches, and
friends. A well-designed senior community lets them stay.
Fiscal impact. Touchmark would pay property taxes at a
significant valuation; a religious or other tax-exempt use would
not. We know retailers and restaurants are not very willing to
take a bet on the north side of 114, otherwise this would have
happened already as there’s plenty of land available on that
side. This means the next most likely by-right use would be a
religious or institutional organization.
Quality and commitment. The plan preserves about 45% of the
site as green space, and Touchmark is the developer, owner,
and operator. They will live with what they build, and that
alignment matters.
I'd ask the council to evaluate the proposal against the full
picture: the existing zoning, the realistic alternatives, traffic and
drainage impacts, the need for senior housing, a reconsidered
access point, and the tax base. On balance, Touchmark is the
right use for this site.
Thank you for your consideration.

Planning & Zoning Case Input Form
Project Name Touchmark
Planning & Zoning Case

za26-0052
Project Location 1101 n Carroll
I am:In Favor
Comments / Explanation Dear Members of the Southlake City Council,
Thank you for your service to our community. In this position, I
am sure you do not get a lot of thanks, so please know, I am
thankful for each of you and the time and dedication you give
our city.
My name is skye Davis and my entire family has lived in
Southlake for over 30 years. I currently have a 4th grader at
Johnson Elementary and an 6th grader at Durham. Our home
resides off of branchwood Rd. But my childhood home still
resides off of N Carroll so I am very familiar with Carroll Road
and the available lot for sale at Carroll and Highway 114.
I am writing to express my thoughts IN FAVOR of the proposed
Not only have they created a beautiful
plan with 45% greenspace, they are the developer, owner and
operator of that location so they are truly invested at every
step.
Thank you for your service to our community and for carefully
considering the concerns and needs of Southlake residents.

Comments / Explanation Touchmark is a phenomenal option for this development, and
something the city of Southlake desperately needs for our
residents that are becoming older and wish to stay in Southlake
to watch their families go through school and grow up.
Traffic concerns, tax revenue implications, and more need to
also be taken into consideration, and Touchmark will allow for
the best scenario for the City.
Developing a massive religious facility, or retail/restaurants, is
not in the best interest of the residents in the area, or the city
as a whole.
My family, and a lot of other families in the area, are 100% IN
FAVOR of Touchmark. Please do the right thing and help
strengthen this residential and school area and the future of
Southlake.

Comments/ Explanation Dear Members of the Southlake City Council,
Thank you for your service and dedication to our Southlake
community.
As you consider the proposed Touchmark development at 1101
N. Carroll Road, I encourage you to give meaningful
consideration to the long term financial impact of the property.
One important factor is the property tax revenue a development
like Touchmark could generate for Southlake compared with
potential tax exempt uses of the property. That recurring
revenue can help support the services, infrastructure, and
amenities our residents rely on while making productive use of
a highly valuable piece of property.
I believe the financial impact to Southlake taxpayers should be
an important part of the Council's evaluation as you consider
the future of this location.
Thank you for your time, service, and thoughtful consideration.
Sincerely,
Chad Sells
Southlake Resident

Comments / Explanation My name is David Bates and my family has lived in Southlake
for nearly 10 years. We are very familiar with this property as
we have graduated two children from Johnson Elementary
(JES) and currently have our youngest child attending JES. My
wife and I are very active at JES thru both the Spirit Shop and
Dad’s Club, as well as many of the youth sports programs in
town. Our oldest child is a 7th grader at Carroll Middle School,
so we drive past this property multiple times a day.
I am writing to express that we are IN FAVOR of the proposed
Touchmark Senior Living Community and their Zoning Change
Request at 1101 N. Carroll Road for multiple reasons.
Personally, I have developed, owned (partial) and operated
Senior Living properties (ILF, ALF, MC) across the country and I
am very familiar with this proposed community. Although I am
not personally familiar with Touchmark Senior Living, the simple
fact that they have hired two top tier designers, HKS as
Architect and Kimley-Horn as Civil Engineer, tells me that
Touchdown is serious about this property being not only a
quality asset and contributing business member to the City of
Southlake.
I am sure there are common development related complaints /
issues that have been brought about like traffic, storm
drainage, and trees with this proposed use, but I would
recommend to City Council that all of these issues are very
manageable by the designers that have been retained by
Touchmark. I have personally hired each of these firms for my
business. The greatest impact that I recommend City Council
pay attention to is that this zoning change now provides both a
monetization of the land holdings of the current landowners
(that include both the City and CSID), but most importantly it
cleans up a moth-balled property that now will pay significant
property tax to the City and Schools, which this community
knows that we need.
The proposed use is great for this property. The jobs created by
this community are great. The economic impact of this
proposed use is great. And it gives our aging residents another
opportunity to stay in Southlake to support not only our local
restaurants and retail, but our overall Dragon Community. All
while cleaning up and bringing life to a property that has been
forgotten about.

Comments / Explanation Dear Members of the Southlake City Council,
Thank you for your service to our community. In this position, I
am sure you do not get a lot of thanks, so please know, I am
thankful for each of you and the time and dedication you give
our
city.
My name is Jennifer Greever and my family has lived in
Southlake for
10 years. I have a kindergartener and 3rd gradeer Johnson
Elementary and an
7th grader at Carroll Middle School. Our home resides off of
Carroll and Burney, so we are very familiar with the available lot
for sale at Carroll and Highway 114.
I am writing to express my thoughts IN FAVOR of the proposed
Touchmark senior living community at 1101 N. Carroll.
I understand that residents and city officials are considering
several important issues related to the proposal, including
drainage, traffic, and the potential second phase involving a
building described as “high density.”
I believe it is important to consider these concerns in the
broader
context of the property’s existing zoning and the potential uses
that could otherwise be developed there. Additionally, I believe
that as a council, you should be looking at the long-term
impacts
on this community.
Our community is growing older and as of now, they don’t have
an
option to stay in this town to remain close to their children,
grandchildren, friends, churches, and established community.
Both facilities in Southlake, Watermere and Harbor Chase are
currently waitlisted. This proves that there is an existing need
for
this type of development. A thoughtfully designed senior living
community could provide another option for local families who
want their aging parents to remain in or near the community
they
already call home.
Sixteen hundred Southlake residents are currently over 75. In
ten
years, that number will double and 30 years from now, we will
have 7,000 residents over 75. Our elderly love living here. They
love being here to watch their children and grandchildren thrive.
This community is about family. This community is about
tradition. What better way to continue to foster those beliefs
and
traditions by giving our elderly an option of the beautiful space
that Touchmark has created for them. A retirement center is a
NEED for this community.
In regards to the traffic discussion, the traffic patterns will be
affected, but not nearly as much as if restaurant or retail space
were built there. If you drive down Carroll Road from 7:15-8:15
in
the mornings and from 2:30-4:00 in the afternoon, you will
notice
traffic issues. Additionally, if you include the religious services
on
Friday afternoon, where a hired officer has to be there to direct
traffic, the current traffic situation can be an annoyance. If you
add in retail, restaurants or a larger religious building, traffic
patterns will be unbearable and quite frankly, debilitating for the
hundreds of people who live North of 114.
In the Touchmark proposal, it shows an entrance currently off of
Carroll Road. To combat some of those traffic concerns, can we
ask them for their main entrances to be off of Grace Road or
the
access road of 114? That would help with traffic flow immensely
and ensure that Carroll Road won’t be backed up even more
than
it is now.
Touchmark has proved that they are willing to make changes
and
are accommodating the concerns of residents. For example,
their
drainage issues were addressed in the June 23 rd meeting by
detaining the water onsite in two different areas to reduce the
peak runoff from existing conditions today. The same request of
a
change in entrance location is completely acceptable and I am
sure would be met with an open dialogue.
The proposed use also raises an important economic
consideration for the city. A senior living development would
contribute property-tax revenue to the city, while a religious
building or other tax-exempt use does not generate property
taxes
in the same way. That potential revenue should be considered
alongside the infrastructure and development impacts.
Changing
the zoning and adding in additional retail and restaurants to an
area less than a mile from town square, where there are
already
issues with stores staying in business, is short sided and lacks
fiduciary responsibility.
Ultimately, I hope the council will evaluate the Touchmark
proposal based on the complete picture: the property’s existing
zoning, alternative development challenges, projected traffic
and
drainage impacts, the community’s senior-living needs, the
proposed access through Grace Lane, and the potential tax
revenue associated with the development. Touchmark is the
answer for this space. Not only have they created a beautiful
plan
with 45% greenspace, they are the developer, owner and
operator
of that location so they are truly invested at every step.
Thank you for your service to our community and for carefully
considering the concerns and needs of Southlake residents.
Sincerely,
Jennifer Greever

Comments/ Explanation
Dear Members of the Southlake Planning and Zoning
Commission,
I am writing to express my support for the proposed Touchmark
mixed-use senior living development, including the associated
Future Land Use Plan amendment (CP26-0008)and S-P-2
zoning change (ZA26-0052).
I believe expanding senior living options is an important
consideration for Southlake, particularly as residents age and
seek opportunities to remain connected to their communities. I
welcome the proposed development and would like my support
to be considered as part of the Commission's review.
Unfortunately, I am unable to attend the October 8 meeting in
person or participate by telephone. I would therefore appreciate
having this correspondence included in the official public record
and distributed to the Planning and Zoning Commissioners.
I would also appreciate my comments being forwarded to the
City Council for consideration when the proposal comes before
them.
Thank you for your time and consideration.

Comments / Explanation I like the concept and idea for use overall. I think there's a need
for this, and from what I initially heard at the SPIN meeting I did
have an overall positive impression.
What I don't like is the lack of details for the only historical
building in Southlake, the 1919 school that is on the property. I
also don't see any details for the historical marker. It looks like
they would both be demolished. I think there need to be better
plans instead of just removing those pieces of Southlake
history. I attended school on this property and also had art
classes in the historical building.
It seems it would make better sense to have the proposed 1/4
mile walking trail where the existing playing field is on the
property rather than closer to Highland (trail on Southeast
corner of land rather than the Northeast)
I also have concerns on traffic. I know at the SPIN meeting it
was brought up that many residents won't drive, etc., but staff
that has to be there. I'm not sure of the number of buildings and
occupancy for the land, especially being so close to 114 and
two schools with major parent traffic (and students on e-bikes
and scooters).
Thanks, Chris
