Questions for Staff
Daniel Kubiak
Will the city be working with the applicant on rebuilding Highland to where Highland gets
built out the way the city would like and potentially even the roundabout there at Carroll?
Dennis Killough:
That will be a consideration of the development and will be taken into account with their
traffic study and what the impacts are and whether or not that pushes the need for those
additional lanes to be extended from Kirkwood to the Carroll frontage. They will at the
very least be dedicating the right-of-way. We will make a determination as part of the
application review whether those additional lane improvements are needed.
Questions for Applicant
Daniel Kubiak
Is that underground (parking)?
Applicant
Well, it is underground at the entry arrival and it slopes down on the backside. There will
be some slight retaining walls, but mostly underground.
Daniel Kubiak?
Will there be any other parking under the other building along Grace Lane?
Applicant

No.
Daniel Kubiak
What is the height of that building?
Applicant
(Shows slide of the height) 40’
Dr. Magdalena Battles
What is the max capacity if all the housing is filled out, how many people will be living
here?
Applicant
That is yet to be determined, but through market analysis, we are looking around 330
units depending on the mix (1 bedroom, 2 bedrooms, or a studio). The mix is 170
independent living, ± 70 assisted living, 21 for the tri-plex’s.
Daniel Kubiak
The independent living is 55 and up?
Applicant
Yes.
Randy Robbins
Is everything leased or is it a purchase option?
Applicant
It is a rental model, not the buy-in model.
Daniel Kubiak
I think you guys are hitting on most of the things you guys will hear throughout this
process just in terms of height of buildings, density of buildings, intensity of the number
of people. Clearly, senior housing is a lower intensity use, but just in terms of the
number of people on the site is what the people will focus on. I would definitely socialize
this in the community, especially with the community to the northeast.
Randy Robbins
I like the idea. It is almost like a semi-buffer, it is residential, but it’s not strictly
residential. It does provide an interesting transition from 114 up through that commercial
to that residential piece. It is intriguing. The drawings and such look top notch. I think
you guys making it first class is a big piece of it.
Dr. Magdalena Battles
I would say that most people in the community are against high-density housing, but this
is very different. It is not going to really impact the traffic that much because most of
them are not driving. The level of quality is important and the location of it being on that

side of 114 I think helps the case as well in my opinion. I think it looks like a great
project, but I am not City Council.
Daniel Kubiak
I think what you need to do is tell the story that the land use request that you are
requesting is a lower intense use than office or retail so that you can kind of help with
questions about traffic or intensity. I think the use to me feels intuitive, but I think you’re
going to get questions on the scale of the use and the height of the use. I think that is
what you will have to navigate. Hopefully, you have a good environmental person
because I think this used to be the old bus barn site, so if you’re putting residential on it
then you are going to want to clean it up.
Applicant
Part of it is Mixed Use right now and we would probably be changing the whole thing to
Mixed Use, but as you say it is a less intense use.
Daniel Kubiak
Well, you know the drill, I think that’s the story you are going to have to tell because you
know as people get their arms around it and the alternatives that could play out and the
pros and cons of each one.
