Kimball Avenue. Applicant: Clay Cristy, ClayMoore Engineering. Property Owner: Ourone LLC. Staff presentation: Cyndi Cheng • Future Land Use: Office Commercial • Zoning: AG • Summary: The applicant is proposing to rezone a 5 building office park development on approximately 3.62-acres. Questions for Staff and Applicant David Cunningham So, on the parking counts, I mean, I've read through all of the accounts and the requirements and all that, and they've all been met. I guess my question is, are they going to break this up into individual lots so they could lease or sell individually these buildings? And if they're doing that, how will the parking be divided? Will they be self- parked or will they have an HOA or a Merchants Association to maintain all these things and have cross-parking. Cyndi Cheng I believe what the applicant is proposing is parking across the entire site. So, they'll be sharing the parking spaces across. And they're parked with a little bit more than what's required for office uses. Frances Scharli What is what amount of impervious coverage is required or allowed for this development? Because it seems like there's a lot of concrete everywhere. And my question is, have they exceeded the impervious coverage? Cyndi Cheng Yes, they're currently exceeding the impervious coverage for 70%. I don't remember the exact number off the top of my head, but I believe for O1 uses it's 60 or 65%. So, they are. Frances Scharli Yeah, my notes say 65. And do you know what they're at? Southlake Corridor Planning Committee Item #4 – 501 N. Kimball Ave. Meeting #61 – September 21, 2026 Page 4 Cyndi Cheng They're currently at 70%. David Cunningham Do you know if they're balanced? Does each building or each prospective lot, is it self- parked or would they require cross parking in order to dispose of a property if they were to want a piece of this if they wanted to? Randy Primrose We will be replatting this into five lots that will all contain enough parking per each building with an overlay of a property association on top of it that will maintain all of it and also provide cross access and cross parking as well so that if someone is over their allotted, they can use the neighbors but we'll have a property association with it. Austin Reynolds When I look at one of these diagrams, you can clearly see where the site lines up. Kimball, the word Kimball is over it, but obviously you can have that cross the access into that complex on the west side. There is a median break right under the letter M right here. Randy Primrose That's correct. Austin Reynolds And so, you know, you can do the southbound, kind of come across, go down, but when I look at your site plan, it doesn't look like it's lined up with that. So, it's south by whatever amount. Randy Primrose Yes. It's kind of hard to tell, but if you look closely, there's a storm inlet there, and all those lines are a large drainage easement that's coming across from the west side there with box culvert bridge going across there. So, we can't move it without completely changing the flow of that water and or the improvements with that section of the area with that big drainage easement. It's an active creek way there. Austin Reynolds Southlake Corridor Planning Committee Item #4 – 501 N. Kimball Ave. Meeting #61 – September 21, 2026 Page 5 Yeah, I would just be prepared and maybe we'll talk to Director Killough about this as we're going through the process, but just how that's going to work coming across up and over. Randy Primrose So, we actually have been talking with Public Works about it. And as of actually this afternoon, Public Works and our civil engineer came up with a pork chop that will go there right in, right out to assist. But they actually wanted it farther away from there potentially, which makes it hard to align for the property, but we couldn't go any more north per Public Works desire or wish there without impacting their improvements. Austin Reynolds Yeah, I get that and I think I can see where Public Works may be saying to move it further south and then getting into that turn lane works. Randy Primrose We're kind of in this weird spot where we've got that much room to work with the frontage of the property. There's actually a big tree that I'm trying to save right in the middle of there. So, the further south. If we were to push it, the more impact it would have towards that tree, but it would also impact how we get into the development and make it kind of strange. So, we're trying to balance both of those as we thread that needle through the improvements and how much frontage we actually have to work with. Austin Reynolds Well, I'd just say, you know, we'll probably be talking about that a lot along the way. I like the use. I mean, I think these work and I like the size of these buildings. It's, just adding one story makes it not feel so garden office-ish, even though it still kind of is, I guess. But I appreciate that. And then the only other comment I had was, have you all made contact with the church, St. Lawrence, north of y'all? If you haven't, I'd recommend just touching base with them, see if they have any thoughts or comments. This will still be your neighbor. Randy Primrose Absolutely. We have not, but we have SPIN tomorrow and then after that, depending on who all was going to show up, we were going to reach out accordingly. David Cunningham Southlake Corridor Planning Committee Item #4 – 501 N. Kimball Ave. Meeting #61 – September 21, 2026 Page 6 The 2 driveways that are on the south of the picture that butt into the property line, are those thought of as being extensions one day if you were to get control of the property to the south. Randy Primrose Yes, and not even for me, but actually the city requested that we add access points for future development for that exact reason, whether it's me or whoever comes next. David Cunningham So, the city has envisioned that you and the property to the south, whether you own it or not, would have cross access to make easier access, I guess, out to Kimball. Randy Primrose That is correct for future access of that other property. Frances Scharli Just as they told me a minute ago, you have too much impervious coverage. Can you address that? Randy Primrose We have 70% requirement I believe is 65%. With the drainage easement and the placement and kind of the dead end fire lanes that we have to accommodate it, makes it kind of tough to make this site work with the access point that we have on Kimball and the way that it's long and kind of narrow, it doesn't really lend for us to be able to use the site super efficiently. And so, this was the most efficient we could make it and still hit all the code requirements. And so, I realized that it does go slightly over. I believe we'll be asking for a type of variance for that. We've tried to save all of the existing trees as much as possible and put all the parking islands in with maintaining all the requirements that we're still asked to maintain. Frances Scharli And what's your plan for drainage? Randy Primrose If you look closely, it's hard to tell. We have an underground detention system on the north side of the site plan. And so we pick up actually from the south, the neighbor to the south, all of their, not all, but a large portion of their drainage goes across our property line, which we pick up on building D. And then we also pick up on building type Southlake Corridor Planning Committee Item #4 – 501 N. Kimball Ave. Meeting #61 – September 21, 2026 Page 7 A. All of that water comes across. All of that gets put into either a flume or an underground drainage system. And then all of the water from the east side of the property all gets transferred into that underground detention system that then is drained out into the drainage easement to the northwest. It's been one of the challenges because we're picking up everybody else's water. The drainage pattern goes across the one from the south and so we pick up quite a bit of everybody's water that we're having to account for and the drainage patterns. Frances Scharli Yeah the church has had to rework their area and I talked to the people north of there who had a they had flooding concerns so it could be a challenge. So just be prepared. Randy Primrose So the solution for us, we're trying to accommodate for everyone upstream is that detention holds enough volume to slowly release it over time to where it doesn't negatively impact the folks downstream. Michael Springer So what type of underground detention system are you using there? Randy Primrose Big steel culverts. Usually they're 6 to 8 inches in diameter. They're big and they're underground and they go in the driveways. Michael Springer Yeah, we had one here locally that didn't work out really well. So I just wanted to make sure you had a good plan. Randy Primrose What happened with it? Michael Springer It wound up caving in. It was the hospital here, Methodist Hospital. They had to wind up tearing it out and putting them above ground in. Austin Reynolds There were plastic ones. It looked like an oversized French drain. Not well designed. Southlake Corridor Planning Committee Item #4 – 501 N. Kimball Ave. Meeting #61 – September 21, 2026 Page 8 Randy Primrose I've never seen plastic ones. We've only used steel. David Cunningham I've used the steel carvers before. They work really well. Michael Springer Yeah, I just wanted to make sure we didn't wind up with another sinkhole. That would be my preference too. Southlake Corridor Planning Committee Item #4 – 501 N.
