Subject: Resolution No. 09-030, Appoint members to the Joint
Utilization Committee
Action Requested: Appoint members to the Joint Utilization Committee.
Background
Information: The City Council of the City of Southlake formed a Joint Utilization
Committee (JUC) to work with City and Carroll ISD staff in
developing and implementing joint use projects.
JUG "Policies and Procedures" established that the committee
consists of at least five (5) members; two (2) appointed by
Southlake City Council, one (1) of which shall be a member of City
Council; two (2) members appointed by Carroll ISD Board of
Trustees; and one (1) representative from the Parks and
Recreation Board as selected by the Chair of the Board.
The JUG later approved amendments to their "Policies and
Procedures" to allow a second Southlake City Councilmember to be
appointed to JUG and to allow a third member to be appointed to
the JUG by the Carroll ISD Board of Trustees.
The terms for Bernard J. Ausdenmoore (Place 1, CISD Board
Representative), Donna Feuchter (Place 3, CISD Board At-Large
Appointee), Elaine Cox (Place Park Board Representative), and
Virginia M. Muzyka (Place 5, City Council Representative) expired
in May 2009.
Since Place 1 and Place 3 are CISD Representatives and Place 7
is a Park Board Representative (appointed by the Park Board), the
City Council will only need to appoint Place 5 (City Council
Representative) at this time.

RESOLUTION NO. 09-030
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO THE JOINT
UTILIZATION COMMITTEE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Southlake, Texas, formed a Joint
Utilization Committee (JUC) to work with City and Carroll ISD staff in developing and
implementing joint use projects; and,
WHEREAS, JUC "Policies and Procedures" established that the committee
consists of at least five (5) members; two (2) appointed by Southlake City Council, one
(1) of which shall be a member of City Council; two (2) members appointed by Carroll
ISD Board of Trustees; and one (1) representative from the Parks and Recreation Board
as selected by the Chair of the Board; and,
WHEREAS, on June 10, 1999, the JUC approved amending their "Policies and
Procedures" pertaining to membership to allow a second Southlake City
Councilmember to be appointed to JUC; and,
WHEREAS, on October 14, 1999, the JUC approved amending their "Policies
and Procedures" pertaining to membership to allow a third member to be appointed to
the JUC by the Carroll ISD Board of Trustees; and,
WHEREAS, the terms for Bernard J. Ausdenmoore (Place 1, CISD Board
Representative), Donna Feuchter (Place 3, CISD Board At-Large Appointee), Virginia
M. Muzyka (City Council Representative), and Elaine Cox (Place Park Board
Representative) expired in May 2009; now,
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All of the findings in the preamble are found to be true and correct and the
City Council hereby incorporates said findings into the body of this
resolution as if copied in their entirety.
Section 2. The City Council hereby appoints the following persons to the Joint
Utilization Committee:

Response: Zoning Board of Adjustment (Alternate). My term as an alternate
expires in May 1010.
Question: Reason(s) for desiring to serve on this board, commission, or committee and
your opinion as to the purpose, goals and duties of the same.
Response: Looking for ways to save/maximize tax dollars through cooperation
between the City and CISD is important and exciting.
2009 update: The above is what I wrote in 2008 with my initial application. Since
that time, I have had the opportunity to observe the City and CISD work together.
I would enjoy being a part of this relationship.
Question: Qualifications and experience that would assist you in serving in this
position.
Response: Attorney
Father of one (1) current and two (2) future CISD students. Thus, I believe
I have a vested interest.

Board of Trustees First United Methodist Church Grapevine.

(Chairman for two (2) years.)
Visiting Committee, Honors Program Abilene Christian University (4 years;
Chairman last year before rotating off.)
The foregoing committees are demonstrative that I am accustomed with
working constructively with other folks in a committee setting.
2009 update: The above is what I wrote in 2008 with my initial application. During
the Carillon debate, I met with Dr. Faltys, Erin Shoup, and other CISD officials to
better understand the potential impact that Carillon would have on the District.
Additionally, I followed carefully our Bond election and am working to develop
further working relationships with our CISD Board members both to stay informed
as a citizen, but also so that we can examine areas of overlap between the City and
the District.
