Zoning Support Letter- Luu.docx;Document_2026-08-28 Lott.pdf;
Dear Ms.Ortowski, Mr. Killough and Mr. Firestone,
I write to update you on our preparation for next Tuesday's hearing. Attached are two letters. One from Orthos
Boutique, our neighbors in suite 754,supporting our request. The second is from Chris Lott, the owner of the
property, expressing a desire to allocate four of the parking spaces required for suite 756 to our instructional use.
We understand and appreciate that in allowing instructional uses as part of the site plan, the City is making
changes that will stay with the property regardless of whether the current tenants remain or not. As such,we
appreciate that the recommendations made by the Planning &Zoning Commission with regard to limiting both
the student count and the space on the site seek to achieve that objective.
We intent to ask the City Council for just two modifications to the P&Z recommendations. First, that the
instructional use be permitted in both suite 752 and suite 756. As indicated in the letter from Mc Lott, Sedo has
been actively considering securing suite 756 for additional administrative space that would serve both our existing
med-spa and the instructional use. If we do secure that space,we would seek to connect the two suites and we
do not want that to bring us in violation of our zoning.
Second, we would like to increase the maximum student count to 12. Even with the current parking allocated just
to suite 752 this student count meets city code. The parking capacity study we conducted demonstrates that the
site is more than adequately parked and that adding 10-12 new cars would not be a hardship. And the firm cap of
12 students for the entire site protects against a future tenant exploiting the instructional use to overflow the
parking capacity.
These two changes would provide operational Flexibility for our business while ensuring that our operations meet
the letter of city code, while also providing protection from a future tenant creating a "worst case scenario" by
exploiting the site's zoning.
Please let me know if you have any additional questions ahead of Tuesday night's meeting. And thank you for the
continued guidance and assistance city staff has provided throughout this process.
Sincerely,
Mist Mitteis

Re: Parking Allocation—750-756 N. Carroll Avenue
To Whom It May Concern:
I am the owner of the commercial building located at 750 N. Carroll Avenue, Southlake,Texas.
I am writing in connection with the zone change application submitted by myself and Sedo Laser
for instructional use at Suite 752.
I understand that adequate dedicated parking is a primary consideration in the City's review of
this request. I am pleased to confirm that I will allocate(4)of the parking spaces currently
designated for Suite 756 to support the instructional use operating in Suite 752. Suite 756 is a
smaller suite and does not require the full complement of parking currently assigned to it.
Reallocating these spaces to serve Suite 752 is both practical and appropriate.
I would also note that the most likely prospective tenant for Suite 756 is Sedo Laser itself.
Should that tenancy come to pass, the shared operational nature of the two suites would make the
parking arrangement even more sensible and efficient.
I support the application and am confident the proposed use is compatible with the building and
the surrounding area.
Sincerely,
Chris Lott
