Item 4J -Memo CITY OF Item 4J SOUTHLAKE MEMORANDUM September 8, 2026 To: Alison Ortowski, City Manager From: Sharen Jackson, Chief Financial Officer Subject: Resolution No. 26-031, authorizing the submission and administration of grant applications to the Office of the Governor, Public Safety Office, and designating the required authorized official and financial officer. Action Requested: Approval of Resolution No. 26-031, authorizing the submission and administration of grant applications to the Office of the Governor, Public Safety Office, and designating the required authorized official and financial officer. Background Information: In October 2025, the City Council approved Resolution No. 25-038, providing general authorization for the City Manager or their designee to act on behalf of the City in matters related to grants. This standing authorization for fiscal year 2026 was intended to allow the city to efficiently pursue federal, state, and private grant opportunities as they become available throughout the year. Earlier this year, the Information Technology Department applied for Texas Egrants and Local Cybersecurity Grant to expand the city's Backup and Disaster Recovery system. The Office of the Governor, Public Safety Office (PSO), requires a resolution that includes specific grant authorization provisions and has advised that the previously approved Resolution No. 25-038 does not meet its requirements. Accordingly, Resolution No. 26-031 is being presented to the City Council to comply with the granting agency's requirements. The resolution follows the PSO-required format and includes authorization to submit the applicable grant application, commitment of any required matching funds, provisions addressing the loss or misuse of grant funds, and designation of the City's authorized official and financial officer. This action does not replace or rescind Resolution No. 25- 038. That resolution remains the City's general authorization for grant matters. The proposed resolution provides the Honorable Mayor and City Council Page 2 of 2 additional, grant-specific authorization required by PSO for the applicable grant application. Financial Considerations: Any applicable matching funds associated with the grant will be provided as required by the grant application and subject to available funds. The resolution also acknowledges the City's responsibility to return the funds in the event of loss or misuse, as required by PSO. Strategic Link: F1 Safeguarding the public trust through a commitment to thoughtful planning and responsible, conservative financial management. F2 Investing to provide & maintain high quality public assets. B1 Achieving strong outcomes through continual evaluation and pursuit of better practices that improve core business operations. Citizen Input/ Board Review: None required. Legal Review: The city attorney reviewed the resolution.
