The development appears to lack proper planning to mitigate downstream stormwater impacts.There
seems to be no effective detention or retention in place,and runoff is being discharged directly into Big Bear
Creek tributaries_This approach conflicts with the vision and intent of the City's new Stormwater Plan and
cannot be considered progress_
