DETAILS: The purpose of this request is to seek approval of a Plat Revision to subdivide approximately 13.867 acres of the property located at 3095 Johnson Road into four single-family residential lots (Lots 1 through 4) totaling approximately 4.518 acres and the remaining 9.349 acres (Lot 5) of the larger lot is for the Keller ISD Florence Elementary School site. The proposed Plat Revision conforms to the recently approved Zoning Change and Concept Plan under the case ZA26- 0035. Allen No. 18 Addition, City of Southlake, Tarrant County, Texas LAND USE CATEGORY: Low Density Residential CURRENT ZONING: “SF-1A” Single Family Residential District HISTORY: The original Florence Elementary school was constructed in 1975. The property was annexed into the City in 1988. City Council placed the “CS” zoning on the property with the adoption of the Comprehensive Zoning Ordinance No. 480 on September 19, 1989. City Council approved a Concept Plan for an addition to the school on May 5, 1998. (ZA98-028) A Plat Showing (ZA12-033) was approved by City Council on May 8, 2012. A Site Plan for Florence Elementary School (ZA20-0023) to construct a new school to replace the existing school was approved by City Council on May 5, 2020. A complete rebuild of Florence Elementary School was completed in 2021. A Zoning Change and Concept Plan and Comprehensive Land Use Amendment (ZA26-0035, CP26-0006) were approved on August 4, 2026. SOUTHLAKE COMPREHENSIVE PLAN: Future Land Use Plan The Southlake Future Land Use Plan designates the subject property as Low Density Residential. Low Density Residential Purpose: The purpose of the Low-Density Residential land use category is to provide for and to protect low intensity detached single-family residential development that promotes the openness and rural character of Southlake. Definition: The Low-Density Residential category is for detached single-family residential development at a net density of one or fewer dwelling units per acre. Net density is the number of dwelling units per Case No. Attachment A ZA26-0059 Page 2 net acre, which excludes acreage in all rights-of-way, easement, and lots designated for public or private streets. Other suitable activities are those permitted in the Public Parks/Open Space and Public/Semi-Public categories. The Low-Density Residential category encourages the openness and rural character of the City of Southlake. Mobility & Master Thoroughfare Plan The Master Thoroughfare Plan designates Johnson Road as a 70-foot (C2U) undivided collector. Sidewalks exist along Johnson Road and Harrell Drive adjacent to the subject property. UTILITIES: The property is served by a 16-inch water line main along Harrell Drive, connected by a valve gate on Johnson Road and an 8-inch sanitary sewer line along Harrell Drive. The following changes are needed with regard to the legal description: a. Provide the deed record volume and page for the current owner(s) in the preamble. Please identify all current record owners on the plat and provide the required owner signatures and notarization in accordance with the City of Southlake platting requirements. b. Label the Point of Beginning (P.O.B) on the plat. c. Verify the calls to match the legal description and the plat. • The distance “468.48’ and “468.51’“ do not match. • The metes and bounds P.O.B description and other calls refer to “Lot 18” rather than “Lot 16”. Please correct this reference. 5. Add the following notes to the face of the final plat: a. It is the property owner’s (or Home Owners Association) responsibility to maintain all drainage easements and detention/retention structures on the property (within the subdivision). The existing tree canopy cover calculations consist of the total percentage of existing tree canopy cover on the property, the total percentage of existing tree canopy cover proposed to be removed, and the total percentage of existing tree canopy cover proposed to be preserved. Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree Conservation Analysis or Tree Conservation Plan shall be approved if it will preserve existing tree cover in accordance with the percentage requirements established by Table 2.0. If the property has previously received a tree permit related to development, the percentage of existing tree cover at the time the first such permit was issued shall be used to calculate the minimum existing tree cover that must be preserved under this section.
