Current Zoning: “SF-2” and “SF-1A” Single Family Residential District. SPIN Neighborhood #5. DETAILS: The purpose of this request is to seek approval of a Plat Revision to modify the existing lot lines and abandon utility easements that are not needed. Currently, the site consists of one lot of approximately 5.38 acres and one lot of approximately 4.0 acres. The proposed revision will create Lot 2B1R, consisting of 8.376 acres, and Lot 2B2AR1, consisting of 1.003 acres. LAND USE CATEGORY: Low Density Residential CURRENT ZONING: “SF-2” and “SF-1A” Single Family Residential District HISTORY: The property was annexed into the City in 1956. A plat was approved for Lot 2B1 on March 1, 1983. A plat Revision for a portion of Lot 1, Block 1, Arnold Estates and Lot 2B2A, Block 1 Burnett Acres in Burnett Acres was approved in March of 1984. “SF-1A” zoning was placed on the property in Burnett Acres with the adoption of the current Comprehensive Zoning Ordinance No. 480. A change of zoning to “RE” for Arnold Estates was approved by City Council on January 2, 1990. City Council approved a preliminary plat for Arnold Estates on December 19, 1989. A final plat for Arnold Estates was approved by City Council on February 20, 1990. City Council approved a zoning change and concept plan from “RE” Single Family Residential Estate District and “SF-1A” Single Family Residential District to “SF-2” Single Family Residential District (ZA07- 0152). A plat revision was filed with Tarrant County on February 12, 2009 for Lot 2B2AR (ZA06-046). A Zoning Change and Concept Plan to reconfigure the SF-2 and SF-1A zoning boundaries around the properties was approved on June 2, 2026 (ZA26-0015). SOUTHLAKE COMPREHENSIVE PLAN: Future Land Use Plan The Southlake Future Land Use Plan designates the subject property as Low Density Residential. Case No. Attachment A ZA26-0058 Page 2 Low Density Residential Purpose: The purpose of the Low-Density Residential land use category is to provide for and to protect low intensity detached single-family residential development that promotes the openness and rural character of Southlake. Definition: The Low-Density Residential category is for detached single-family residential development at a net density of one or fewer dwelling units per acre. Net density is the number of dwelling units per net acre, which excludes acreage in all rights-of-way, easement, and lots designated for public or private streets. Other suitable activities are those permitted in the Public Parks/Open Space and Public/Semi-Public categories. The Low-Density Residential category encourages the openness and rural character of the City of Southlake. Mobility Master Plan The Master Thoroughfare Plan designates Shady Oaks Drive as a “C2U” 60’ collector. The Pathways Plan calls for future multi-use sidewalk minimum 8-foot multi-use paved trail along the east side of Shady Oaks Drive and a sidewalk of 5-foot minimum width along West Highland. Add the following notes to the face of the final plat: a. Compliance with the provisions of the City’s Storm Drainage Policy does not relieve a person of the responsibility of complying with all other applicable laws, including, but not limited to, Section 11.086, Texas Water Code. b. On the Tree Conservation Plan show the proposed temporary living quarters building as proposed with the Zoning Board of Adjustments case ZBA26-0018. * The proposed existing tree cover preservation complies with the existing tree cover preservation requirements of the Tree Preservation Ordinance 585-E. There is 34.15% of existing tree cover on the two properties and a minimum of 60% of the existing tree cover is required to be preserved. A total of 67.80% of existing tree cover is proposed to be preserved, 23.37% is proposed to be removed, and 8.83% is proposed as Marginal/Borderline to be preserved. Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree Conservation Analysis or Tree Conservation Plan shall be approved if it will preserve existing tree cover in accordance with the percentage requirements established by Table 2.0. If the property has previously received a tree permit related to development, the percentage of existing tree cover at the time the first such permit was issued shall be used to calculate the minimum existing tree cover that must be preserved under this section.
