Estates EXECUTIVE
SUMMARY: Jewel Chadd, on behalf of Dwayne Myers, is requesting approval of a Plat
Revision for Lots 12R1, 12R2, and 13R1, Block 2, Continental Park Estates
being a revision of Lots 12 and 13R, Block 2, Continental Park Estates, and
located at 1201 and 1203 Scenic Drive. Current Zoning: “SF-20B” Single Family
Residential District. SPIN Neighborhood #10.
DETAILS: The purpose of this request is to seek approval of a Plat Revision to subdivide 2
lots on approximately 2.639-acres into 3 residential lots. The proposed Lot
12R1 will be approximately 0.46-acres. The proposed Lot 12R2 will be
approximately 0.459-acres and have access off of Oakhurst Drive. The
proposed Lot 13R1 will be approximately 0.816-acres.

LAND USE CATEGORY: Medium Density Residential and 100-Year Flood Plain
CURRENT ZONING: “SF-20B” Single Family Residential District
HISTORY:
The properties were annexed into the City in 1975.
A Final Plat for Continental Estates Addition was filed in May 1975.
The existing home at 1201 Scenic Drive was built in 1979.
The existing home at 1203 Scenic Drive was built in 1980.
SOUTHLAKE
COMPREHENSIVE PLAN: Future Land Use Plan
The Southlake Future Land Use Plan designates the subject properties
as Medium Density Residential and 100-Year Flood Plain
Medium Density Residential
Purpose: The purpose of the Medium Density Residential land use
category is to promote a neighborhood setting primarily comprised of
single family detached houses.
Definition: The Medium Density Residential category is suitable for any
single‐family detached residential development. Other suitable activities
are those permitted in the Public Parks/Open Space and Public/Semi‐
Public categories previously discussed.
100-Year Flood Plain
Purpose and Definition: The Floodplain category illustrates areas
designated by the August 1995 Federal Emergency Management
Agency (FEMA) maps as being in the 100‐year floodplain. The
“floodplain” is an expanse of natural vegetation and wildlife and should
be preserved as natural open area. Within the floodplain is “floodway”
that must be kept free of encroachment in order that the 100‐year flood
may be carried without harmful increases in the height of flood waters.
Although it is not to be encouraged, the portion of the floodplain not in
the floodway may be reclaimed for development under certain
circumstances if in accordance with FEMA regulations. The designated
land use for areas of reclaimed floodplain is that of the immediately
adjacent land use category. This designation may also include
environmentally sensitive areas, habitats, or wetlands that may not be in

FEMA identified floodplains.
Mobility Master Plan
The subject property can be accessed by W. Continental Boulevard,
which is described as an 84-foot 2-lane undivided (C2U) collector
roadway.
Master Pathways Plan
There is an existing 5’ minimum sidewalk along W. Continental
Boulevard.
UTILITIES AND
DRAINAGE: The property currently drains toward the drainage pond to the south.
There is an existing 40’ drainage easement that will need to be updated
with the plat. This property is located in Zone A (100-year floodplain)
according to the FEMA Flood Insurance Rater Map dated September
25, 2009 as shown on Map Number 48439C0095K.Sufficent width is
required to retain the 100-year storm plus one foot of freeboard.

The following changes are needed according to the Subdivision Ordinance, as amended, Sections 3.01,
3.03, & 8.01.
1. Place the City case number ZA26-0056" in the lower right-hand corner of the plat.
2. Provide an application fee payment in the amount of $465.00. Cash or check payments can be
made at the Utility Billing window, Suite 200 in Town Hall. Credit card payments may be made
online by following the steps below:
• Go to https://www.cityofsouthlake.com/
• Click on the "Online Permits" green rectangle.
• Click on "Pay Invoices" in the black strip.
• Enter the invoice number (not the case number) in the search box: INV-
000037210.
• Click on the blue 'Pay Now" tab at the bottom right of the screen.
3. Revise the title block as follows: PLAT REVISION

4. The following changes are needed with regard to adjacent properties within 200' to include
properties across any adjacent R.O.W.:
a. Show and label the name of the record owner & corresponding deed record
(volume & page) (Denton Co. may use clerk file number) for all unplatted tracts
.......... within 200 feet of this property.
5. Add the following notes to the face of the final plat:
a. Please see Public Works review comments.
b. It is the property owner’s (or Home Owners Association) responsibility to
maintain all drainage easements and detention/retention structures on the
property (within the subdivision). (As amended per Ord. No. 483-R)
c. Remove Avigation Easement and Release note.
d. Tax certificate acknowledgment can be removed. Current Tax Certificates must
be provided to the City for recordation of the plat in the County Records.
6. All subdivision and lots must comply with the City of Southlake Zoning Ordinance No. 480,
as amended and the underlying zoning district regulations per Section 8.01J of the
Subdivision Ordinance No. 483, as amended. This property is zoned SF20B (Section 15 of
the Zoning Ord.).
a. All lots must be a minimum of 20,000 square feet (Sect. 14.5f.). Lot 12-R2 appears
to be 19,994 square feet. Label the exact area of each lot in square feet. Do not
approximate.
b. All front yard building setbacks along the street frontage must be a minimum of
356 feet.
* Please be aware that the boundary dimensions of lot 12-R1 will change the front lot
line from Scenic Drive to W. Continental Blvd. as will subsequently change the rear lot
line and side lot lines per definitions Section 4 of the Zoning Ordinance
7. The following changes are needed with regard to easements:
a. Please show and label the floodplain.
b. Where adjacent property is unplatted or platted showing a 5' U.E., provide a 5'
U.E. along the property line; if adjacent property is platted and shows no
easement, provide a 10' U.E. along the interior of the property line.
8. Provide sidewalks and/or trails in compliance with the Subdivision Ordinance No. 483, as
amended and the Master Pathways Plan.

It is the applicant’s responsibility to contact the department representative shown above and make

GENERAL COMMENTS:
1. All lots must be served by public water and sanitary sewer. Provide a utility plat
showing all water and sanitary sewer to serve the lots.
2. Show and label the floodplain.
3. Per the Storm Drainage Ordinance 605 (Section 9.5-65.f.(2)), open channel easements
shall be located within an easement of sufficient width to contain the ultimate 100-year
storm plus one foot of freeboard. The existing 40’ drainage easement does not appear
to contain the existing channel. The drainage easement shall be updated with this plat

to be located within the correct location on the newly platted lots and to be of sufficient
width to contain the 100-year storm plus one foot of freeboard. To ensure that the
easement is correctly drawn, please provide an signed/sealed grading and drainage
plan that includes flow calculations and channel capacity calculations.
4. Add the following notes to the Plat:
a. This property is located in Zone A according to the FEMA Flood Insurance
Rater Map dated September 25, 2009 as shown on Map Number
48439C0095K.
b. The City of Southlake reserves the right to require minimum finish floor
elevations on any lot contained within this addition. The minimum elevations
shown are based on the most current information available at the time the plat
is filed and may be subject to change. Additional lots other than those shown,
may also be subject to minimum finish floor criteria.
c. Utility Easements shall have no permanent structures, other than fences, as
defined in the Subdivision Ordinance.
d. Drainage Easements shall have no permanent structures, fences, and/or other
obstacles, as defined in the Subdivision Ordinance.
e. The open channel within the dedicated drainage easement shall be maintained
by the Owners Association or in the absence of an Owners Association, shall

* All plats filed must have an original signed and stamped Tax Certificate submitted with it from
each taxing unit with jurisdiction of the real property, indicating that no delinquent taxes are
owed and that taxes for the current year have been paid. After September 1st, a certificate

* The applicant should be aware that prior to issuance of a building permit, all required fees
must be paid. This may include but not be limited to the following fees: Park Dedication Fee,
Roadway Impact Fee, Water & Sewer Impact and Tap Fees, and related Permit Fees.
* In addition to the City of Southlake impact fees, please be aware that through the wholesale
water customer contract with the City of Fort Worth, all new water connections are required to
pay the City of Fort Worth impact fee. The City of Fort Worth impact fee assessment is based
on the final plat recordation date and building permit issuance. The applicant is encouraged to
review the City of Fort Worth's assessment and collection of Impact Fees Guide to determine
the fee amount.
* For Tarrant County filing, original signatures and seals will be required on one 24” x 36”
blackline paper copy prior to filing the plat. The copy will not be accepted if any erasures or
original ink, other than signatures or seals, appear on the plat. The paper copy must have a
minimum ½ inch space between the paper edge and border.
* A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off-site sewer extensions, off-site drainage and utility easements and
impact fees.
* All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
