Current Zoning: “SF-20B” Single Family Residential District. SPIN Neighborhood #10. DETAILS: The purpose of this request is to seek approval of a Plat Revision to subdivide 2 lots on approximately 2.639-acres into 3 residential lots. The proposed Lot 12R1 will be approximately 0.46-acres. The proposed Lot 12R2 will be approximately 0.459-acres and have access off of Oakhurst Drive. The proposed Lot 13R1 will be approximately 0.816-acres. LAND USE CATEGORY: Medium Density Residential and 100-Year Flood Plain CURRENT ZONING: “SF-20B” Single Family Residential District HISTORY: The properties were annexed into the City in 1975. A Final Plat for Continental Estates Addition was filed in May 1975. The existing home at 1201 Scenic Drive was built in 1979. The existing home at 1203 Scenic Drive was built in 1980. SOUTHLAKE COMPREHENSIVE PLAN: Future Land Use Plan The Southlake Future Land Use Plan designates the subject properties as Medium Density Residential and 100-Year Flood Plain Medium Density Residential Purpose: The purpose of the Medium Density Residential land use category is to promote a neighborhood setting primarily comprised of single family detached houses. Definition: The Medium Density Residential category is suitable for any single‐family detached residential development. Other suitable activities are those permitted in the Public Parks/Open Space and Public/Semi‐ Public categories previously discussed. 100-Year Flood Plain Purpose and Definition: The Floodplain category illustrates areas designated by the August 1995 Federal Emergency Management Agency (FEMA) maps as being in the 100‐year floodplain. The “floodplain” is an expanse of natural vegetation and wildlife and should be preserved as natural open area. Within the floodplain is “floodway” that must be kept free of encroachment in order that the 100‐year flood may be carried without harmful increases in the height of flood waters. Although it is not to be encouraged, the portion of the floodplain not in the floodway may be reclaimed for development under certain circumstances if in accordance with FEMA regulations. The designated land use for areas of reclaimed floodplain is that of the immediately adjacent land use category. This designation may also include environmentally sensitive areas, habitats, or wetlands that may not be in Case No. Attachment A ZA26-0056 Page 2 FEMA identified floodplains. Mobility Master Plan The subject property can be accessed by W. Continental Boulevard, which is described as an 84-foot 2-lane undivided (C2U) collector roadway. Master Pathways Plan There is an existing 5’ minimum sidewalk along W. Continental Boulevard. UTILITIES AND DRAINAGE: The property currently drains toward the drainage pond to the south. There is an existing 40’ drainage easement that will need to be updated with the plat. This property is located in Zone A (100-year floodplain) according to the FEMA Flood Insurance Rater Map dated September 25, 2009 as shown on Map Number 48439C0095K.Sufficent width is required to retain the 100-year storm plus one foot of freeboard. The following changes are needed with regard to adjacent properties within 200' to include properties across any adjacent R.O.W.: a. Show and label the name of the record owner & corresponding deed record (volume & page) (Denton Co. may use clerk file number) for all unplatted tracts .......... within 200 feet of this property. 5. Add the following notes to the face of the final plat: a. Please see Public Works review comments. b. It is the property owner’s (or Home Owners Association) responsibility to maintain all drainage easements and detention/retention structures on the property (within the subdivision). (As amended per Ord. No. 483-R) c. Remove Avigation Easement and Release note. d. Tax certificate acknowledgment can be removed. Current Tax Certificates must be provided to the City for recordation of the plat in the County Records. 6. All subdivision and lots must comply with the City of Southlake Zoning Ordinance No. 480, as amended and the underlying zoning district regulations per Section 8.01J of the Subdivision Ordinance No. 483, as amended. This property is zoned SF20B (Section 15 of the Zoning Ord.). a. All lots must be a minimum of 20,000 square feet (Sect. 14.5f.). Lot 12-R2 appears to be 19,994 square feet. Label the exact area of each lot in square feet. Do not approximate. b.
