Subject: Consider design concepts for the Dove and Bicentennial Park
Elevated Storage Tanks
Action
Requested: City Council direction on proposed graphics for the Dove and
Bicentennial Park Elevated Storage Tanks.
Background
Information: The City has two elevated storage tank rehabilitation projects
included in the Capital Improvements Program: the Dove Elevated
Storage Tank and the Bicentennial Park Elevated Storage Tank.
These projects include comprehensive maintenance of the tanks,
including interior and exterior recoating, structural and mechanical
improvements, and new exterior graphics.
The Dove and Bicentennial Park Towers were constructed in 1986
and 1987, respectively, and both were last repainted in 2006-2007.
In 2008, the Carroll Dragon graphic was added to the Dove Tower
through a community-funded effort and has since become a
recognizable part of the tower's identity. Both towers are now
programmed for rehabilitation approximately one year apart.
During the February 2026 City Council Winter Workshop, Council
discussed potential approaches to the tower graphics and provided
direction to modernize the towers using current City branding while
maintaining their traditional character and community identity.
Council directed staff to return with additional design options for
consideration.
At the August 18, 2026, City Council meeting, staff presented several
graphic concepts for the Dove and Bicentennial Park Elevated
Storage Tanks. Based on Council direction, the face graphics for
both towers have been established and incorporated into the
respective projects. The selected approach retains the Carroll
Dragon graphics on the Dove Tower and incorporates similar Carroll

Dragon graphics on the Bicentennial Park Tower, establishing a
consistent graphic theme between the two towers.
During that discussion, Council also requested additional options for
potential rooftop graphics. In response, staff and the City's design
consultant developed four rooftop graphic options for Council's
consideration:
1. Signature "S" — Incorporates the City's signature "S" as the
primary rooftop graphic.

signature "S" centered between "SOUTHLAKE"and "TEXAS",
with lettering following the curvature of the tank.

The rooftop graphics are proposed to be oriented generally north-
south on both tanks.
Following Council direction, staff will incorporate the selected rooftop
graphic into the Dove rehabilitation construction documents and use
the direction to establish the rooftop graphic for the Bicentennial Park
project. Council direction at this stage will allow staff to finalize the
Dove construction documents and proceed with bidding as
scheduled.

Financial
Considerations: Funding for these projects, including visual graphics, is included in
the Capital Improvements Program in the Utility Fund. All concepts
presented are within the project budget and will be incorporated into
the respective rehabilitation projects.

Infrastructure. It specifically relates to the City's Corporate Objective,
F2: Invest to Provide & Maintain High-Quality Public Assets.
Citizen Input/
Board Review: During the February 2026 City Council Winter Workshop, Council
discussed opportunities to enhance the City's visual identity through
water tower branding. Based on that discussion, staff worked with
the design consultant to develop several conceptual graphic
alternatives for Council's consideration.
Council subsequently provided direction on the face graphics for
both towers. Staff has incorporated that direction into the respective
projects and developed the four rooftop graphic options presented
for Council's consideration.
Staff has coordinated with Carroll ISD regarding authorized use of
the Carroll Dragon logo in the proposed concepts.
Carroll ISD has also confirmed the City's authorized use of the
Carroll Dragon logo as a potential rooftop graphic for both towers.

Alternatives: Provide direction on the preferred rooftop graphic option for the
Dove and Bicentennial Elevated Storage Tanks.
Provide alternative direction to staff regarding the rooftop graphics.

rooftop graphic option so the selected design can be incorporated
into the Dove rehabilitation project and establish the rooftop graphic
