Enhancement Development Corporation and Crime Control and
Prevention District.
Background
Information:
Each year, the City Council appoints members of the public to various
boards, commissions and committees. Each member is appointed for
a two-year term, unless indicated otherwise. Members of the public
indicate their interest in volunteering by submitting a completed
application to the City Secretary's Office. Applications are available on
the City's website and from the City Secretary's Office.
In accordance with Ordinance No. 122813, adopted by the City Council
on December 15, 2023, the Community Enhancement Development
Corporation and Crime Control and Prevention District terms end in
September. The President and Vice President are selected by each
respectively per the bylaws.
In addition, the City Council will make appointments with the new Capital
Improvements Advisory Committee, including appointing the Chair. On
January 20, 2026, the City Council approved Ordinance No. 1228E,
amending boards, commissions, and committees to conform to state
law changes impacting the Capital Improvements Advisory Committee
thereby separating this committee from the Planning and Zoning
Commission. The members of this committee will have terms ending in
October of 2027 or 2028, respectfully.
On August 12, 2026, the City Council received a binder which included
the applications filed with the City Secretary's Office for these boards,
an outline of each board detailing the current membership and terms
expiring in September 2026, as well as names of existing members who
expressed an interest in being reappointed.
Councilmembers Frances Scharli and Chuck Taggart provided
opportunities for applicants to participate in interviews held on Monday,
August 24.
The current members, together with the individual place terms, are
highlighted below.

RESOLUTION NO. 26-025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS,
APPOINTING MEMBERS TO THE CAPITAL IMPROVEMENTS ADVISORY
COMMITTEE, COMMUNITY ENHANCEMENT DEVELOPMENT CORPORATION
AND CRIME CONTROL AND PREVENTION DISTRICT; PROVIDING AN
EFFECTIVE DATE.
Whereas, the City Council appoints members of the public to various boards,
commissions and committees to serve a two-year term, unless indicated
otherwise;and,
Whereas, each appointee shall be a citizen of Southlake and a registered voter; and,
Whereas, the membership and qualifications for each board, commission and
committee are identified by City Charter, ordinance, or resolution; and,
Whereas, Council desires to appoint members to various positions on the following
boards:
• Community Enhancement Development Corporation
• Crime Control and Prevention District
• Capital Improvements Advisory Committee
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All the findings in the preamble are found to be true and correct and the City
Council does hereby incorporate said findings into the body of this
resolution as if copied in its entirety.
Section 2. The following citizens are appointed to serve as board, commission or
committee members for the stated terms and until their successors have
been duly appointed and qualified by Council.
