This is an educational and professional training use that provides opportunities for individuals to develop valuable skills while supporting local businesses. I frequent Sedo at this shopping center, and parking has never been an issue. There is ample parking available, and I do not believe this use will create a meaningful impact on traffic or parking availability. Additionally, concerns about cut-through traffic into the Lakewood Acres neighborhood seem unfounded. When leaving Sedo or other businesses in this center, there is no practical reason to drive through the neighborhood because it is not a shortcut to other areas of Southlake. Most traffic naturally exits onto Carroll Avenue. Southlake has always valued education, entrepreneurship, and responsible business growth. Supporting a professional training facility aligns with those values by providing educational opportunities in a well-suited commercial location without negatively affecting nearby residents. For these reasons, I support approval of Project ZA26-0045. Carroll Aenue I am: Opposed Comments/ Explanation For this property, there was a previous zoning change approved in 2020 from 0-1 (office)to SP1 (detailed site plan)to accommodate a building expansion and additional parking spaces as well as the use (meaning what can be done there). When this was done the owners became limited to what uses could be done in the building without further city council approval, which is what they are looking for now. At that time, the size of the building dictated additional parking spaces with the use that they had specified. Now they are looking to add an additional use, which is more high intensity, which under normal circumstances would require more parking. In my mind, the city has the basis to deny it outright since the use that has already been approved requires the amount of parking that is there. OR there is a good basis to limit the number of classroom people to the number of parking spaces that are available. However, the application is asking for class sizes that allow 3 students per parking space. That makes no sense as people will not carpool to these classes. The classes need to be limited to one student per space, with the understanding that some of these spaces are normally used by the business for their existing function without the addition of this new function, so there needs to be a further limitation on the number of spaces. Of note, Sedo Laser has had clients overflow park in our neighborhood (Lakewood Acres) in the past during their annual holiday parties, blocking egress and creating a dangerous environment for residents. I have only ever parked in the Sedo parking lot as side streets are less convenient and unnecessary. I only access and leave Sedo on Carroll Blvd. as no other streets provide through traffic to other areas in Southlake. Technical education of this kind would be beneficial to Southlake students who are not interested in a traditional University education. Every year their year-end party causes overwhelm parking in the community and causes school bus not able to get into the community. It is a huge safety issue for the neighborhood.Also, Ledo Laser is a business and they should direct their business traffic in and out to the 7-11 plaza, not toward the residence area. Thank you.
