Zoning Change and Site Plan—Lakewood Estates, Lot 15
Narrative Letter
This Zoning Change and Site Plan application requests an amendment to the existing
S-P-1 zoning to add aesthetics laser training as a permitted use.
The subject property is currently zoned S-P-1 with 0-1 uses. At the May 21, 2019, City
Council meeting, a Site Plan (ZA18-0028) was approved with the following variances:
• Approximately 30 feet of stacking depth at the drive approach in lieu of the
required 75 feet.
• Continued use of the existing N. Carroll Avenue driveway location.
Subsequently, at the November 17, 2020, City Council meeting, a zoning Change and
Site Plan (ZA20-0048)was approved to accommodate a building expansion and
additional parking. The approved tenant mix included approximately 2,997 square feet
of general office and 8,147 square feet of medical office uses. To support these uses,
the parking lot was expanded by seven spaces, increasing the total parking count to 67
spaces.
As part of ZA20-0048, the property was rezoned from 0-1 to S-P-1 (0-1) to allow the
relocation of required frontage trees due to an existing power line easement and to
permit an increase in maximum impervious coverage from 65 percent to 68 percent to
accommodate the additional concrete paving required for the expanded parking area.
The current request is limited to amending the approved S-P-1 zoning regulations to
add aesthetics laser training as a permitted use. The proposed use would consist of
training classes with the maximum number of students per session determined by the
available on-site parking, Student enrollment for each session will be limited based on a
parking ratio of one parking space per three students. No additional site modifications or
changes to the previously approved development are proposed as part of this
application.

Requesting Special Use for Purposes Outlined Below
We would like to offer online and in-person courses for aesthetics laser training. We are
certified through TDLR (Texas Department of Licensing and Regulations) as an
approved training institute.
The in-person classes will allocate existing parking capacity within the site, keeping the
property compliant with parking capacity in the current site plan. All other requirements
in the existing site plan are not impacted by this added use.
