MEETING
OVERVIEW:
On April 22, 2026, the Southlake Corridor Planning Committee held their
57t" meeting. The Committee was sent a packet of materials prior to the
meeting that were to be discussed during the session. A meeting agenda
was posted, and the meeting time was advertised on the City's website.
The following meeting report focuses on discussion points made during
the meeting by members of the Committee, public and City staff. This
report is neither verbatim nor does it represent official meeting minutes;
rather it serves to inform elected and appointed officials, City staff, and
the public of the issues and questions raised by the Committee, City staff,

ITEM #5 DISCUSSION — Review, discuss, and make recommendations regarding a
proposed 2,600 SF sanctuary addition to St. Martin-in-the-Fields Episcopal Church
on property located at 223 S. Pearson Lane.

Questions for Staff and Applicant
Frances Scharli: The paperwork says this will increase their occupancy by 250, if I'm
not mistaken, if I read it correctly. And so my only question is, is there sufficient parking
to allow for that? The applicant is shaking his head yes. Is that by code?
Daniel Kubiak: Well, let staff answer first, then we'll call you up here in just a second.
Dennis Killough: So, yeah, whatever the maximum sanctuary seating capacity is, if
this is increasing it up to, or did you?
Frances Scharli: Is it up to or is it increasing it by?
Frances Scharli: Oh, up to? Yeah. Okay. All right. 250 total. 250 total, thank you. And
we're okay, we're parked okay on that. It's only, that's the question.
Dennis Killough: Visually, I would say it's pretty close. I don't have a count on those.
They would need a minimum of 84 parking spaces to accommodate that.
Michael Springer: It says there's 132 available now.
Daniel Kubiak: Good job, Doctor. That's why he's an award-winning commissioner.
Michael Springer: 132 available at this time. And if you've ever driven by there, you
could land a jet in that parking lot. So it's pretty big.
Daniel Kubiak: Any other questions for staff? We're all good. Anything else you want to
add? Are we good? You good? Okay. All right. Well, applicant, come on up. Thank you
for being patient. We can probably just do Q&A if that's okay with you. There'll be a
microphone up there. We'll try to talk into ours. I guess maybe feel free to address the
parking. Sounds like we're okay on parking.
Justin Hiles: Yes, thank you for listening to us. I'm Justin Hiles, representing BLK.
We're the architect on the project. Both of our members of the vestry were unable, they
were traveling today, so they were unable to attend. But yes, we are increasing the
sanctuary from about 190 seats to 250 seats. We have 133 existing parking spaces and
we are taking out five spots to get that little drop-off area. So we're proposing 128
parking spaces. And yeah, I think we're 89 required is what we calculated.
Daniel Kubiak: Okay. Other questions? How long, I guess, church, how long's church
been in town?
Justin Hiles: So the existing building was open in '82, 1982.
Daniel Kubiak: Okay. Yeah, I knew it's been a while.
Justin Hiles: And that was the sanctuary building. I think the parish hall was opened in
the late, built in the late 80s.
David Cunningham: Are you planning to spin off the right-hand side for future housing
lots?
Justin Hiles: So that is a proposed. The church is looking at that as a fundraising
measure to fund this addition. They don't use that property. They had master planned
about 20 years ago to do a new sanctuary building and ended up obviously not doing
that. And just the size of the church, they just don't need that property. They leverage
the rest of the property south of the parking lot for club soccer. So they're looking at that
with a developer to see if that is something that's feasible to them, but that would not be
part of our project.
Daniel Kubiak: Good eagle eyes there. Yeah, okay. Any other questions for the
applicant? I mean, I think in terms of what you're asking us to weigh in on today, I guess
you've got your feedback there.
Justin Hiles: Yeah, I think the only other question we had in the current zoning was the
height of the tower. It's 43 feet proposed. There's no building code limitation for that and
the setback is far enough from the north property line. We didn't know if there was any
feedback on that either prior to submitting.
Daniel Kubiak: I'd just say in general, as usual, at least as far as it pertains to this
specific topic, I'd say just make sure you maybe share with the neighbors community
meeting. You'll have a state meeting, but.
Justin Hiles: So the church did host a meeting about a month ago with the neighbors
on the north property line and across the street on the east property line as well. And
they all got positive feedback with these renderings.
