Background
Information: The purpose of this item is to request City Council approval to award
the construction contract for the North Park Turf & Parking
Improvements Project (North Park Turf Project) to North Rock
Construction & Associates, LLC (North Rock) in an amount not to
exceed $6.355 million.
The recommended contract includes artificial turf improvements,
expanded parking, lighting, drainage improvements, ADA access
improvements, and related site work. This amount includes a
$399,133 (6.7%) contingency to address potential unforeseen
conditions during construction.
In 2023, City Council approved funding to establish a project fund for
high-impact park improvements recommended in the adopted
Southlake 2035 Parks, Recreation & Open Space Master Plan.
These improvements include converting athletic fields from natural
grass to artificial turf.
This project fund has previously been used to complete turf
installations at:
• Bob Jones Park Softball Fields 3-6;
• Bob Jones Multipurpose Fields 4-6; and
• Bicentennial Park Baseball Fields 3, 5, 6, and 7.
Based on a feasibility study conducted in FY 2024, North Park was
selected as the next location for improvements.

Upon completion, the project will provide artificial turf fields,
additional practice space, and adequate parking for City Flag
Football, Lady Dragon Lacrosse, Dragon Lacrosse, and Dragon
Youth Football. This project, when combined with the previously
described projects, will provide each of the City's seven partner
athletic associations with access to artificial turf fields and additional
practice facilities.
Project Scope
The North Park Turf Project Request for Bids (RFB) was structured
with a base scope of work and several optional bid items, referred to
as add alternates. The add alternates were included in the original
scope of the project; however, they were included as add alternates
because of the continued volatility in construction and material
pricing. This approach allowed the City to receive competitive pricing
for the full project, while retaining the flexibility to select project
components that could be completed within the allocated funding.
The base scope includes:
• Artificial turf field construction;
• Field drainage improvements;
• Chain-link fencing;
• Sidewalk improvements;
• Tree removal and replacement around the fields; and
• Grading of the practice field.
The add alternates included three turf system options, which varied
by turf product, infill material, and the inclusion of a shock pad;
parking lot improvements, including 152 additional spaces, drainage,
landscaping, ADA-accessible parking & lighting; field lighting
upgrades; additional turf improvements; Concrete mow strips along
the field fencing; and dumpster enclosure improvements.
Selection Process
The City issued the solicitation for the project on April 20, 2026.
During the procurement process, the submission deadline was
extended twice to clarify project requirements and encourage
contractor participation.
The City received and opened four competitive bids on July 8, 2026.
The bid results are included in Attachment A.
During the evaluation process, one proposer, DL Meacham,
withdrew its bid from consideration. City staff evaluated the three
remaining bids according to best value criteria that considered price
(50%), reputation of bidder & key personnel (15%), reputation and

quality of the bidder's goods and services (15%), past relationship
with the City (10%), and responsiveness (10%).
Based on the evaluation, North Rock's bid was determined to provide
the best value to the City. North Rock submitted the lowest base bid
and lowest total bid among the three remaining bidders, has a strong
industry reputation, and successfully completed the Southlake
Pickleball Complex. North Rock's proposed turf vendor also
demonstrated extensive relevant experience by providing references
for 58 projects of similar size and scope, compared with the five
references required by the solicitation.
Because the base bid plus all optional improvements exceeds the
available budget, staff recommends awarding the base scope
together with the following add alternates:
• Turf Option A, which includes reduced rubber infill, added
sand infill, and a shock pad beneath the turf;
• Construction of 152 additional parking spaces;
• Associated parking-lot drainage improvements;
• Trees along the northwest and southwest side of the parking
lot;
• ADA parking improvements;
• Perimeter and interior lighting for the new parking area; and
• Concrete mow strips along the field fencing.
The recommended scope meets the project's primary objectives by
providing a safe, high-quality, and pervious artificial turf system;
improving ADA access throughout the site; adding a secondary
parking area with appropriate lighting; and constructing the drainage
infrastructure necessary to support the turf and parking
improvements.
Artificial Turf System: The recommended artificial turf system is
designed to provide a safe, durable, and well-draining playing
surface. The system will be installed over a stable, permeable gravel
base designed to facilitate drainage, with an extensive drain system
around the perimeter of each field.
Turf Option A includes an 8-year warranty, a blended infill system
that reduces the amount of rubber infill, adds sand infill, and
incorporates a Pro/Play 20 shock pad beneath the turf. The shock
pad provides greater impact absorption and includes a 25-year
warranty, supporting long-term durability and helping reduce future
replacement costs.
Athlete safety was also a central consideration in the selection of this
specific system. The proposed system has a GMAX value of 115, far

less than the City and project maximum of 130 and the higher
industry thresholds cited for comparison, including the NFL standard
of 165 and the ASTM maximum of 200.
GMAX is the primary safety measure for any playing surface and
evaluates how much impact force a surface absorbs versus how
much is transferred back to an athlete during a fall. A lower GMAX
value indicates a softer, more impact-absorbing surface, which
reduces the force experienced by the athlete and provides greater
protection against impact-related injuries.
Secondary Parking Area: Expanding parking at North Park is a key
component of the project. Existing parking is not sufficient to
accommodate the current level of games and practices for City Flag
Football, Dragon Youth Football, Southlake Carroll Lacrosse, and
Lady Dragon Lacrosse. During heavily attended events, visitors
frequently park on grass areas, resulting in damage to the park and
negatively affecting the customer experience.
The project will add 152 parking spaces, more than doubling the
available parking at North Park. The expanded parking area will also
include appropriate lighting, drainage improvements, trees, and
ADA-accessible parking.
These improvements will better accommodate current programming,
reduce parking on grass areas, and provide additional capacity for
future tournament use.
Additionally, the expanded parking area provides space to support
training activities for the Police Department as well as community
events that promote public safety intiatives for the citizens.
Drainage Considerations: Before design began on either phase of
the turf conversion, the City retained a licensed civil engineering
firm to perform project-specific drainage impact analyses. The
purpose of these analyses was to assess the drainage impacts of
installing turf fields and to determine whether the existing storm
drain infrastructure would require upgrades as part of the turf
improvements. The engineer modeled the anticipated runoff due to
the proposed improvements and determined that no system
upgrades were required.
Per the City's Storm Drainage Ordinance, stormwater runoff after
development should not exceed pre-development conditions. The
North Park Turf Project meets and improves upon this requirement
by installing a turf subdrain system that intercepts and distributes

field runoff between design points (discharge locations) one east of
the fields and one east of the practice fields, rather than allowing
uncontrolled surface discharge. Furthermore, additional detention
storage will be created by regrading the practice field area
associated with the existing retention pond. The net result will be
decreased post-development peak discharge from each design
point, compared to existing conditions.
Project Savings: During design development, City staff worked with
the project consultant to identify elements of the project that could be
completed separately or with City resources to reduce construction
costs.
Approximately $270,000 in savings was identified through two
measures:
• Purchasing and installing safety netting at the north and south
ends of each field separately from the construction contract;
and
• Retaining excavated soil on-site rather than paying to haul it
away.
Additional savings are expected in the FY 2027 operating budget
because the excavated soil will be reused in planned landscaping
projects throughout the City.
Funding for this project is budgeted in the Capital Improvements
Program. Construction is anticipated to begin in fall 2026 and be
completed in winter 2027.
Financial
Considerations: Funding is available in the Capital Improvements Program through
the Annual Park Enhancements — Athletic Fields Turf Conversion —
Phase 2 project.

$6,404,159. In addition to the construction contract, staff

CONSTRUCTION CONTRACT

§ KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF TARRANT §
THIS CONTRACT is made and entered into on this the 1st day of September,2026,by and between the City of Southlake,
a Texas home rule municipality(hereinafter referred to as the"City"or"Owner")and North Rock Construction&Associates LLC
(hereinafter referred to as Contractor). In consideration of the mutual covenants hereinafter set forth,the Owner and Contractor
agree as follows:
Article I.Work
The Contractor shall perform all of the work as specified in the Contract Documents. The scope of work under this Construction
Contract shall include the following bid items that were submitted as part of Contractor's Bid Proposal on July 8,2026:Base Bid
(Items No.0 through 22);Turf Option A—Install Synthetic Turf w/Dual Layer Backing&2.7 lb/SF Sand+0.9 lb/SF Rubber Infill
w/Shock Pad in Lieu of Item 20(Item No.85);Add Alternate 1—Parking&ADA Improvements,Base Parking Lot Lighting(Items
No.23 through 62);Parking Lot Lighting Upgrades(Items No.66 through 72);and Install Mow Strip Under Proposed Chain Link
Fence at Fields(Item No. 75).
Plans and Specifications prepared by: BHB Engineering&Surveying,All extra work shall be performed as specified or indicated in
the Contract Documents; and,at the Contractor's own cost and expense,the Contractor shall furnish all the materials, supplies,
machinery,equipment,tools,superintendence,labor,insurance and other accessories and services as may be necessary in order to
complete the construction,as described above and in accordance with the Contract Documents unless otherwise agreed to by the
Owner.
Article II.Contract Documents
The Contract Documents may only be altered,amended or modified as provided in the General Conditions. The Contract
Documents consist of:this written agreement setting forth the work to be performed;advertisement,if any;instructions to bidders,if
any; proposal; addendum; specifications, including the general, special and technical conditions, provisions, plans, or working
drawings;any supplemental changes or agreements pertaining to the work or materials therefore;bonds;the Standard Specifications
for Public Works Construction published by the North Central Texas Council of Governments, as amended; and, any additional
documents incorporated by reference. The Contract Documents are made fully a part of the Contract as if attached to this agreement
or repeated herein.
Article III.Contract Time
The Contractor shall perform and complete all the items of work listed and referred to in the Contract Documents within
90 working days.
Article IV.Contract Price
The Owner shall pay the Contractor for completion of the work in accordance with the Contract Documents using current
funds in an amount not to exceed $5,955,867.22. Such payments shall be subject to the General and Special Conditions to the
Contract,as contained in the Contract Documents.
Article V.Miscellaneous Provisions
The terms used in this Contract shall have the same meaning as designated in the General Provisions of the Standard
Specifications for Public Works Construction,North Central Texas Council of Governments,as amended. The Contract Documents,
which constitute the entire agreement between the Owner and Contractor, are listed in Article II. No assignment by either party
hereto of any rights under or interests in the Contract Documents will be binding on the other party hereto without the written
consent of the party sought to be bound. The Owner and Contractor each binds itself, its partners, successors, assigns,and legal
representatives hereto to the covenants,agreements and obligations contained in the Contract Documents.
IN WITNESS WHEREOF, the Owner and Contractor have executed this Contract in duplicate and on the date
aforementioned. All portions of the Contract Documents have been signed or identified by the Owner and Contractor.

obligation shall be void;otherwise,to remain in full force and effect.
PROVIDED,HOWEVER,that this Bond is executed pursuant to the provisions of Texas Government Code Chapter 2253,
and all liabilities on this bond shall be determined in accordance with provisions of Texas Government Code Chapter 2253 to the
same extent as if they were fully copied at length herein.
Surety,for value received,stipulates and agrees that this bond shall automatically be increased by the amount of any change
order or supplemental agreement which increases the contract price with or without notice to the Surety and that no change,
extension of time, alteration, or addition to the terms of the contract, or to the work performed thereunder, or the plans,
specifications,or drawings accompanying the same shall in any way affect the Surety's obligation on this bond,and the Surety does
hereby waive notice of any such change,extension of time alteration,or addition to the terms of the contract or to the work to be
performed thereunder.
In addition to the foregoing, Surety agrees that the bond provide for the repairs and/or replacement of all defects due to
faulty materials and workmanship that appears within a period of one(1)year from the date of Final Acceptance of the Project by the
Owner.

has this day entered into a written contract with said Owner,City of Southlake,to build and construct
the following project:
NORTH PARK TURF AND PARKING IMPROVEMENTS: The scope of work shall include the following bid items
that were submitted as part of Contractor's Bid Proposal on July 8, 2026: Base Bid(Items No. 0 through 22); Turf
Option A—Install Synthetic Turf w/Dual Layer Backing&2.71b/SF Sand+0.91b/SF Rubber Infill w/Shock Pad in
Lieu of Item 20(Item No.85);Add Alternate 1—Parking&ADA Improvements,Base Parking Lot Lighting(Items No.
23 through 62);and Install Mow Strip Under Proposed Chain Link Fence at Fields(Item No. 75).
Which contract and the plans and specifications therein mentioned and adopted by the are
hereby expressly made a part thereof as though the same were written and embodied herein.
WHEREAS,under the specifications and contract,it is provided that the Contractor shall maintain and keep in
good repair the work constructed and/or equipment furnished by him as contemplated by the plans, specification,
drawings,etc.,and perform for a period of two(2.0)years. The period shall be two(2.0)years from the date of final
acceptance as shown on the Letter of Final Acceptance as issued by the Engineer.
The Contractor agrees to make all necessary repairs,reconstruction and renewal of any part of said construction,
and to furnish the labor and materials to make good and to repair any defective condition growing out of or on account of
the breakage or failure of any substance or the improper function of any part of the constructed work. The Contractor
shall reimburse the Owner for the costs of all Engineering and special services required to be furnished by the Owner
which are directly attributable to the restoration of the constructed work. Said maintenance contemplates the complete
restoration of the constructed work to a functional use during the said period as set forth above. It is being understood
that the purpose of this section is to require the correction of all defective conditions resulting from materials furnished
or work and labor performed by said Contractor under the conditions prescribed by the Contract Document;and in case
the said Contractor shall fail or refuse to perform as provided within ten(10)days after proper written notifications have
been furnished to him by the Owner,it is agreed that the Owner may do said work and supply such materials and the said
Contractor and Sureties herein shall be subject to the liquidated damages mentioned in said Contract for each calendar
days failure on its part to comply with the terms of the said provision of the said Contract and this Maintenance Bond.
NOW THEREFORE,if the said Contractor shall keep and perform its said agreement to maintain said work
and keep the same in good repair for the said maintenance period as provided above,then these presents shall be null and
void and have no further effect,but if default shall be made by the said Contractor in the performance of its contract to
do so maintain and repair damages in these premises, as provided, and it is further understood and agreed that this
obligation shall be a continuing one against the Principal and Sureties hereon,and that successive recoveries maybe had
hereon for successive breaches until the full amount shall have been exhausted; and it is further understood that the
obligation herein to maintain said work shall continue throughout said maintenance period,and the same shall not be
changed,diminished or in any manner affected from any clause during said time.
