Mr. Clayton Reed provided the invoca ti on . Mayor McCaskill led the pledges of allegiance to
the United States and Texas Flags .
3. HONORS & RECOGNITION: DR. KA TIE SIMPSON, RECIPIENT OF THE
COMMISSION OF THE YELLOW ROSE OF TEXAS
Mayor McCaskill recognized Dr. Katie Simpson as the recipient of the Commission of the
Yellow Rose of Texas and introduced Lt . Colonel Martie Cenkci , United States Air Force ,
Retired , to share more about the Commission of the Yellow Rose of Texas.
4 . HONORS & RECOGNITION: PLATES TO PURPOSE PROCLAMATION
Mayor McCaskill recognized and honored the Southlake students who founded Plates to
Purpose , which is dedicated to reducing food waste and food insecurity , and provided the
group of students with a proclamation .

5. STORMWATER MASTER PLAN IMPLEMENTATION PRIORITIES UPDATE
Director of Economic Development & Tourism Daniel Cortez provided an update on the
Stormwater Master Plan Implementation priorities .
6. FY 2027 OPERATING BUDGET PREPARATION UPDATE
City Manager Alison Ortowski and Chief Financial Officer Sharen Jackson provided an
update on the FY 2027 Operating Budget preparation and sought direction on the FY 2027
property tax rate.
7. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN
AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION.

Regular Session was called to order by Mayor McCaskill at 6 :35pm .
2A. EXECUTIVE SESSION
Mayor McCaskill announced the City Council would go into Executive Session pursuant to
the Open Meetings Act , Chapter 551 , Texas Government Code , Section 551 .071
consultation with city attorney and Section 551 .072 deliberation regarding real property . The
City Council adjourned for Executive Session at 6 :35pm . Executive Session began at 6:45pm
and concluded at 7 :20pm .

3. REPORTS:
3A. MAYOR'S REPORT
Mayor McCaskill expressed his appreciation to staff for another successful Stars & Stripes
event held on July 3 , recognized Corporal Swisher for his heroic efforts , and celebrated
another successful outcome of the School Resource Officer (SRO) program . He also shared
that he is working with the City Manager's Office , the City Attorney 's Office , and the school
district to submit a letter to the Public Utility Commission regarding the multiple recent power
outages experienced by Tri-County Electric customers .
