SUMMARY: Amanda Hellman is requesting approval of a Zoning Change and Concept Plan for
4060 N. White Chapel Boulevard on property described as Tract 16, R.D. Price
Abstract No. 992A. Current Zoning: “AG” Agricultural District. Requested Zoning:
“SF-30” Single Family Residential District. Owner And Applicant: Amanda Hellman.

DETAILS: The purpose of this request is to seek approval for a Zoning Change and Concept
Plan for the property located at 4060 N. White Chapel Boulevard. The property
encompasses approximately 0.99 acres (43,557 square feet) and is proposed to
be developed in accordance with “SF-30” zoning regulations. As the proposed
concept plan of the property does not meet the minimum one-acre (43,560 square
feet) requirement for “SF-1A” zoning, the next compatible zoning district is “SF-30”,
which requires a minimum lot area of 30,000 square feet. This is an existing tract,
and the request would not increase the residential density of the area.

COMPREHENSIVE PLAN: Consolidated Future Land Use Plan
The future land use designation for the site is Low Density Residential.
Low Density Residential Purpose:
The purpose of the Low-Density Residential land use category is to
provide for and to protect low intensity detached single‐family residential
development that promotes the openness and rural character of Southlake.
Definition:
The Low Density Residential category is for detached single‐family
residential development at a net density of one or fewer dwelling units per
acre. Net density is the number of dwelling units per net acre, which
excludes acreage in all rights‐of‐way, easement, and lots designated for
public or private streets. Other suitable activities are those permitted in the
Public Parks / Open Space and Public / Semi‐Public categories. The Low
Density Residential category encourages the openness and rural character
of the City of Southlake.
Mobility & Master Thoroughfare Plan
The Master Thoroughfare Plan designates N. White Chapel a 70 -foot
undivided two-lane collector (C2U).
The Master Pathways Plan calls for a minimum 5-foot future sidewalk on N.
White Chapel Boulevard and an equestrian/hiking trail on W. Bob Jones
Road. Equestrian/hike trails are pathways that may vary in width
depending on site conditions and user needs. They are preferred to be
natural surface for hiking and/or horseback riding but may be concrete or
asphalt depending on site conditions.
TREE PRESERVATION: No tree preservation plan was provided at this time.
UTILITIES: The property is served by an 8-inch water line main along Rainey Court,
connected by a valve gate on W. Bob Jones Road and an 8-inch sanitary

sewer line along Rainey Court.
DRAINAGE: Drainage flow will follow the natural path from the west to east, ultimately
outletting into the bar ditch within N. White Chapel Boulevard.
STAFF COMMENTS: Attached is Concept Plan Review Summary No. 2, dated August 14, 2026.
Staff comments regarding the “SF-30” zoning district are as follows:
The “SF-30” zoning district is defined in the Zoning Ordinance Section 13
as: “The purpose and intent of the SF-30 Single Family Residential District
is to provide for compatible land, building, and structure uses primarily
oriented to moderately low-density residential purposes, open space uses,
and select community facility uses.”
Although the Consolidated Future Land Use Plan calls for “Low Density
Residential,” which is defined as one or fewer dwelling units per acre, this
is an existing tract and no further subdivision is proposed. The requested
zoning will not increase the development intensity of the property, and it
will remain a low-intensity residential use. As such, the request may be
found to substantially conform to the overall intent of the Low Density
Residential designation of the Consolidated Future Land Use Plan.

building line may be proposed. A minimum 40’ rear building line is required along N. White
Chapel and the interior side yard setback is a minimum of 20’.
3. Ensure the sight triangles at both intersections comply with the requirements of the
Subdivision Ordinance No. 483, as amended, Appendix 10.
4. Show any intended fencing or screen walls.
5. Show ROW dedication as represented on the plat.

TREE CONSERVATION COMMENTS:

2. Provide the existing tree canopy cover calculations on the Tree Conservation Plan. The
existing tree canopy cover calculations consist of the total percentage of existing tree canopy cover on
the property, the total percentage of existing tree canopy cover proposed to be removed, and the total
percentage of existing tree canopy cover proposed to be preserved.
Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree Conservation
Analysis or Tree Conservation Plan shall be approved if it will preserve existing tree cover in
accordance with the percentage requirements established by Table 2.0. If the property has previously
received a tree permit related to development, the percentage of existing tree cover at the time the
first such permit was issued shall be used to calculate the minimum existing tree cover that must be
preserved under this section.

* All mechanical equipment must be screened of view from right-of-ways and residential properties
in accordance with the Zoning Ordinance No. 480, as amended.
* All lighting must comply with the Lighting Ordinance No. 693, as amended.
* All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment
Control Ordinance No. 946, as amended.
* The applicant should be aware that prior to issuance of a building permit a Plat must be processed
and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan,
