Subject: Consider design concepts for the Dove and Bicentennial Park
Elevated Storage Tanks.
Action
Requested: Review the proposed design concepts and provide direction
necessary to finalize the graphics for the Dove Elevated Storage
Tank and establish the design approach for the Bicentennial Park
Elevated Storage Tank.
Background
Information: The City has two elevated storage tank rehabilitation projects
included in the Capital Improvements Program: the Dove Elevated
Storage Tank and the Bicentennial Park Elevated Storage Tank.
These projects include comprehensive maintenance of the tanks,
including interior and exterior recoating, structural and mechanical
improvements, and new exterior graphics.
The Dove and Bicentennial Park Towers were constructed in 1986
and 1987, respectively, and both were last repainted in 2006–2007.
In 2008, the Carroll Dragon graphic was added to the Dove Tower
through a community-funded effort and has since become a
recognizable part of the tower’s identity. Both towers are now
programmed for rehabilitation, with the projects following generally
the same timeline approximately one year apart.
Design of the Dove rehabilitation began in December 2025 and is
now nearing completion, with rehabilitation anticipated to begin in
winter 2027 and be completed by May 2027. Design of the
Bicentennial Park Tower is anticipated to begin in fall 2026, followed
by rehabilitation in winter 2028 and completion by May 2028.
Because the exterior coating and graphics will remain in place for up
to approximately 20 years, the rehabilitation projects also provide an
opportunity to establish the long-term visual identity of these highly
visible civic assets.

During the February 2026 City Council Winter Workshop, Council
discussed potential approaches to the tower graphics and provided
direction to modernize the towers using current City branding while
maintaining their traditional character and community identity.
Council directed staff to return with additional design options for
consideration.
In response to that direction, staff and the City's design consultant
developed three conceptual graphic options for Council's
consideration:
1. Dragon only – Preserves the existing tower identity and
Carroll Dragon while updating the “Southlake” branding.
2. Shield + Dragon – Incorporates the City's shield while
retaining the Carroll Dragon.

3. Signature “S” + Dragon – Incorporates the City's signature
“S” while maintaining the Carroll Dragon.
Staff is requesting Council direction on three elements of the design:
1. The preferred graphic concept, or combination of graphic
elements, to advance into final design;
2. Whether the signature “S” should be incorporated on the roof
of the Dove Tower; and
3. Whether the Dove and Bicentennial Park towers should share
a consistent graphic theme.
Following Council direction, staff will incorporate the selected Dove
graphics into the final construction documents prior to advertisement
for bids. Direction regarding graphic consistency will also establish
the design framework for the Bicentennial Park project as it moves
into design. Council direction at this stage will allow staff to finalize
the construction documents and proceed with bidding as scheduled,
avoiding potential changes during procurement or construction.
Financial
Considerations: Funding for these projects, including visual graphics, is included in
the Capital Improvements Program in the Utility Fund. All concepts
presented are in within the project budget.

Citizen Input/
Board Review: During the February 2026 City Council Winter Workshop, Council
discussed opportunities to enhance the City’s visual identity through
water tower branding. Based on that discussion, staff worked with
the design consultant to develop several conceptual graphic
alternatives for Council’s consideration.
Staff has coordinated with Carroll ISD regarding authorized use of
the Carroll Dragon logo in the proposed concepts.

Alternatives: Provide direction on the preferred graphics so the selected design
can be incorporated into the final construction documents prior to
advertisement for bids.
Request modifications or additional design concepts and direct staff
to return for further Council consideration prior to finalizing the
graphics.
Defer final graphic selection and direct staff to adjust the project
procurement approach or schedule as necessary.

Recommendation: Staff recommends that City Council provide direction on the
preferred graphic concept, rooftop “S,” and graphic consistency
between the two towers so the Dove Tower design can be finalized
prior to advertisement for bids.
