Background Information: Pursuant to the authority granted by the Department Corporation Act of 1979, Article 5190.6, Texas Revised Statutes as amended (the "Act"), the City Council found it advisable to authorize the creation of a non-profit corporation to be named the Southlake Park Development Corporation to act on its behalf in financing, under the Act, eligible "projects" deemed to be for the benefit of the public. The Board of Directors shall be appointed by the City Council and be composed of seven persons; four (4) of the Board of Directors shall be members of the City Council and the three (3) remaining Directors must not be employees or officers of the City or members of the City Council, and at least one (1) of the remaining Directors must be a member of the Southlake Parks and Recreation Board. Terms of the Directors shall be for two (2) years, expiring on May 31 of odd numbered and even numbered years, respectively. Directors may be appointed to succeed themselves. Each Director shall serve until a successor is appointed. The terms for Virginia M. Muzyka (City Council Representative), Vacant (City Council Representative), Sherry Berman (Citizen Representative), and Carolyn Morris (Citizen Representative) will expire May 2009. Reason(s) for desiring to serve on this board, commission, or committee, and your opinion as to the purpose, goals and duties of same: As a citizen representative, I feel it is important for the representative to know what is going on financially in our city as far as the sales tax is concerned. I also feel my representation on this board will reflect the needs of the community and can translate those needs to staff and act upon it by a vote. I also feel that my fiscally conservative views fit that of the community and it's leaders. As you all know there are matching funds for user groups in this city. I spoke with Sharon Jackson to see if there was a possibility of having matching funds for neighborhoods for their private parks. Many neighborhoods like Timberlake (the neighborhood that I live in) have had to wait many years to get enough money to fix drainage issues or replenish the dead tree's etc. I know that this is not the economy to being bringing on such a project, but down the road, it would help the citizens of Southlake keep the private parks beautiful. Sharon was going to check on the legality of this. It is really no different than the tree program that we have in place. As you all know I have been very involved on this board and recently asked to be appointed on the Parks Board. I felt the need to get back into that so that I can stay in touch with what is going on at that level and be more involved. The city staff has known me for many years and knows that 1 have the cities best interest in mind. I am also very active in the Southlake community. Currently I serve on the foundation committee for Art in the Square and will be chairing it next year and I will be on the Carroll High School PTO board next year. Being involved gives me insight to what our citizens want and need and as a citizen representative I can translate that to both of these boards (SPDC and Parks Board). Qualifications and experience that would assist you in serving in this position: As I mentioned earlier, I am very fiscally conservative. This position requires a lot of experience and knowledge of how the Parks Board system works (CIP, Master Park Plan, Master Trail Plan, 2030 plan etc). I started many years on the parks board and eventually came to represent SPDC. I understand the process and the long term plans that this city has had. I bring many years of experience and understanding of where we have been, where we want to go. I just recently reapplied and was appointed a park board position just to have some more input into this system. We have had the Recreation Center on the long-term plans now for over 8 years, this is something that the -citizens want and we need to make sure that it is implemented in the near future. The survey that is done for Parks and Recreation always has trails at the top of the list. I have always been an advocate of trails and would like to make sure that these too are implemented into our parks system. I ask the tough questions and make sure that we are spending the city monies appropriately. One of the programs that I felt was going to go on the back burner was lacrosse and every time something else came to the forefront, I made sure lacrosse was not relegated to a lower priority. Last year when SPDC and the Crime Control Board had several representatives meet to discuss the land that they no longer needed and ultimately would come back to the city. Although the decision was a city council decision, the situation had to go through the process. This board was adamant that the city pays a certain price for this land to be transferred to another government entity of the city. It was my questioning that they soften their stance somewhat on this situation. Do you understand that your regular attendance and active support are required as an appointee and that noncompliance could result in removal from the board? Yes, during my last appointment, I only missed one meeting in 3 years. Additional information or comments: In my life before becoming a stay at home mom, I had a business out of the Dallas Apparel Mart for 12 years. My experience at the job has given me the ability to understand financial sheets. I hope that you will see that I am more than qualified to sit on this board and take this job very seriously. It is also important to know where the city council stands on certain issues and I constantly read about what is going on in the city so that I can get a feel for the direction that our leaders want. By knowing this is also helps me to make good decisions in the voting process of the projects that come online for SPDC. that you will see me as a valuable asset to this community and will consider nting me to SPDC, ank you for your time. I was the Durham Elementary School PTO President for the 2007/2008 school year. I am a current member of the CISD Budget and Finance Committee and served as Technology Sub Committee Chairperson of the district's Long Range Facility Planning Committee from March 2008 through November 2009. I founded and chaired the Friends of Carroll 1SD Political Action Committee to support the passage of the May Bond Election. I am the Secretary of the Dragon Youth Football Organization and the North Texas Football League. I have served on the CISD District Advisory Committee and currently serve on the Durham Elementary Site Based Committee. I have chaired over seven fundraisers in the last four years raising over $350,000 for youth football, youth lacrosse, Carroll Middle School Fine Arts and Durham Elementary. I have also been a member of the city's SPARK committee. I desire to serve on SPDC as a way to serve the City of Southlake and help to maintain all the wonderful reasons we all moved to our city. I believe our city has tremendous opportunity to provide a balance in park space usage and 1 would like to play a role in setting the framework for future park development I see the duties of this board as balancing the needs of our city with the available park spaces and seamlessly blending them into our strong parks department. I am a former elementary teacher and I hold a Masters Degree in Elementary Administration. 1 feel I will bring a high level of enthusiasm and dedication to this position. I am very organized and have strong communication skills. I have led many groups, large and small, with very positive results. I believe in teamwork and creating an environment where every member feels that their views are heard and considered, as the group works towards a common goal.
