Action Requested: Appoint members to the Southlake Arts Council.
Background
Information: On May 15, 2007, the City Council for the City of Southlake, Texas,
approved Ordinance No. 908, establishing the Southlake Arts
Council to serve as an advisory board to the City Council on all
matters relating to public art including visual art and performing art
programs and facilities, the use of city funds for art projects and
facilities, and the creation of a performing arts facility.
This committee, appointed by City Council by a majority vote, shall
consist of seven regular members, each of which shall be a citizen
of the City at all times while serving on the Arts Council. Places
shall be numbered one through seven and shall serve a two year
term with odd-numbered places being appointed in odd-numbered
years, and even-numbered places being appointed in even-
numbered years, with the initial term of the even-numbered places
being one year.
City Council may appoint up to three citizens of the City as
alternate members who shall serve in the absence of one or more
regular members and shall also serve two year terms. City Council
may also appoint ex-officio members to serve as non-voting
advisors to the Arts Council who are not required to be citizens of
the City.
The terms for Leslie Bartlett (Place 1), Vacant (Place 3), Carolyn
Morris (Place 5), Charlene Wiersum (Place Vacant (Place 8,
Alternate 1), and Vacant (Place 10, Alternate 3), expired in May
2009; and there are two unspecified expiration terms for two vacant

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO A
SOUTHLAKE ARTS COUNCIL; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, on May 15, 2007, the City Council for the City of Southlake, Texas,
approved Ordinance No. 908, establishing the Southlake Arts Council to serve as an

THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All of the findings in the preamble are found to be true and correct and the
City Council hereby incorporates said findings into the body of this
resolution as if copied in their entirety.
Section 2. The City Council hereby appoints the following members to the Southlake

Please allow me to submit my resume and application for your consideration towards a position on the Arts
Council for the City of Southlake. I have lived in Southlake, and vicinity, for four years, and am proud to be
a citizen of this model community. Prior to moving to Texas, I spent thirty years living in Boston where I
had the opportunity to study the history of art and architecture, as well as architectural and interior design at
Harvard and Suffolk University. I have a passion for the arts and since our relocation to Texas, I have made
participation with the art and cultural communities of Southlake, Dallas and Fort Worth my priority. I have
served as a docent at the Dallas Museum of Art, volunteered my services with the Dallas Opera, Apex Art
League, and the Harvard Club of Dallas, where I founded the Arts Shared Interest Group and now serve as
Co-chair of that committee.
During my first two years in Southlake, I was employed as the Manager of the Architectural Control
Committee of five luxury residential developments in Colleyville. While in this position I had the
opportunity to increase my knowledge of Texas architecture and hone a discerning eye for aesthetics in
landscape and architectural design.
To my delight, I have found that life in Southlake presents citizens with numerous opportunities to become
involved with the growth and development of the city. Unlike historic Boston, where the planning and
decision making processes have long since been completed or are closed to new volunteers, in Southlake
there are opportunities for citizens to become involved with the City's aesthetic evolution.
It has been my experience that involvement with the community in which I live gives me the purpose-driven
service experience I enjoy and the enriching sense of community belonging. This past year, my knowledge
of the governing processes of Southlake was expanded through my participation in Carolyn Morris' re-
election campaign, and by attendance at numerous Planning and Zoning meetings.
Through reading the archived minutes for the Southlake Arts Council, it is my understanding that the duties
of the council members is to be actively involved in the aesthetic and cultural development of the city and
future cultural venues and opportunities. Council members analyze the appropriateness of each new phase
of development and collectively offer discerning recommendations to the City. As a current member of the
Apex Arts League, I have been active at committee meetings and become familiar with the processes
involved in planning the new Arts Center. Through my involvement with the Apex Arts League committee
processes, and my knowledge in the areas of art, culture, and design, I feel confident in my abilities to be a
valuable member of the Southlake Arts Council. If selected, I would consider it an honor to work towards
the betterment of my adoptive city.

Merlene is a valuable credit to any group or organization. The Arts Council will be better for her participation.
I know Merlene through her active participation in the Harvard Club of Dallas. We are a big club and Merlene
shines in her positive contributions. She has created an arts group for the club which is outstanding. She is
very smart and very pleasant. Constantly she comes up with good ideas. She is great at leading discussions.

I'm writing on behalf of Merlene Ingraham. It is my understanding that she is applying to serve on the Arts
Council for the City of Southlake. Given my experience working alongside Merlene as directors of the Harvard
Club Arts Shared Interest Group, I wholeheartedly endorse her candidacy.
Merlene and I have been working together a year now (time flies) designing and leading activities for members
of the Harvard Club of Dallas who are interested in the visual arts. We host events - which have ranged from
exclusive viewings of private art collections to musuem tours guided by curators and art historians - roughly
every six weeks, and we have seen steadily growing attendance and fresh faces at each event.
Teaming up with Merlene has been invaluable to me, as the two of us often switch off between various roles.
With our group, she has a history of organizing successful events from scratch, and she has shown the initiative
to seek out interesting and educational activities. Her friendly demeanor has had a welcoming effect on
prospective attendees, and her intelligence drives her choice of stellar programs. I know that Merlene would be
a valuable addition to the City of Southlake.
