PROJECT: Sign Variance for Investar Bank
EXECUTIVE
SUMMARY: Turner Sign Systems, on behalf of Investar Bank, is requesting approval of
variances from Sign Ordinance No. 704, as amended, to allow an upper-story sign
and a banner for Investar Bank, located at 605 W. State Highway 114.
REQUEST: Turner Sign Systems is requesting approval of variances for two signs: an upper-
story wall sign (Sign A) and a temporary banner sign (Sign B).
A variance is required for Sign A because the proposed sign qualifies as an upper-
story wall sign and would exceed the maximum number of wall signs permitted on
a single building elevation. Approval of this request would result in two attached
upper-story wall signs on the same elevation: the proposed sign and an existing
clock that was previously approved through Sign Variance SV20-0014.
A variance for Sign B is required because the applicant is requesting authorization
for the existing temporary banner to remain displayed until the wall sign is installed.
Banner signs are limited to a maximum display period of 15 days. New businesses
are permitted an additional 15-day grand opening banner, allowing a total banner
display period of up to 30 days.

HISTORY: June 4, 2019, City Council approved a zoning change and site plan
for the First National Bank on the property. (ZA19-0011)
June 4, 2019; City Council approved a preliminary plat for Lots 1 and
2, Block 1, La Paloma Addition. (ZA19-0015)
August 22, 2019; Planning and Zoning Commission approved a final
plat for Lot 1, Block 1, La Paloma Addition. (ZA19-0045)
October 20, 2020; City Council approved on consent a sign variance
for First National Bank to allow the following: Monument sign “A”
option “C”, single panel, Directional signs ES01 and ES03 option “C”
these sign sizes shall adhere to the sign ordinance 704-J regulations
in terms of maximum sign height and sign face, building directional
signs ES04 through ES08 as presented, Upper Story Sign ES10 and
One clock sign. (SV20-0014)
SIGN BOARD: The Sign Board meeting is tentatively scheduled to be held on
February 5, 2026
CITY COUNCIL: The City Council meeting is tentatively scheduled to be held on
March 3, 2026.
STAFF COMMENTS: City Council approval of this request does not waive the requirement
to obtain a sign permit prior to installation. All signage must be
reviewed and approved through the City’s permitting process before
any installation takes place.
