Pearson Lane. Current Zoning: “S-P-2” Generalized Site Plan District. Requested Zoning: “S-P-2” Generalized Site Plan District. Applicant: Justin Hiles, VLK. Property Owner: Protestant Episcopal Church Council of the Diocese of Texas. SPIN Neighborhood #11. DETAILS: St. Martin’s Episcopal Church is located on the east side of S. Pearson Lane. The property is approximately 11.781 acres in size. The purpose of this request is to seek approval of a Zoning Change and Site Plan for an approximately 2,600 square foot sanctuary addition to the existing building, interior renovations, and a 150 square foot storage building by the fields on the east side. The site plan shows the proposed 2,600 square foot sanctuary addition will be attached to the western and southern portion of the existing sanctuary. The addition includes a new primary entry at the south elevation through a 43-foot- tall tower and narthex, as well as a covered arcade connecting the new south entry to the existing parish hall. Interior renovations will expand seating capacity to an estimated 250 occupants, remove the existing choir loft to create a single- level worship space, and update interior finishes throughout. The project will include the construction of a new section of fire lane. Five existing parking spaces will be removed to accommodate the building addition, and two accessible parking spaces will be relocated. Following construction, the site will provide a total of 133 parking spaces, exceeding the minimum requirement of 84 spaces based on the required parking ratio of one space per three seats for churches and places of worship. VARIANCE: Driveway Ordinance No. 634, as amended, Section 5.1 requires the minimum centerline spacing for driveways along collector roads to be 150 feet. The applicant is requesting a variance to allow spacing of approximately 87 feet as the driveways are currently existing. Driveway Ordinance No. 634, as amended, Section 5.2 (d) requires a minimum stacking depth of 75 feet for both driveways. The applicant is requesting a variance to allow a minimum stacking depth of approximately 13 feet as the driveways are currently existing. SOUTHLAKE COMPREHENSIVE PLAN: Future Land Use Plan The underlying land use designation is Public/Semi-Public. Purpose and Definition: Public/Semi-Public areas are suitable for a wide range of public, civic, and religious uses, such as government offices and facilities, public and private schools, churches and related facilities (including parsonage and parochial schools), cemeteries, and Public Parks/Open Space uses in conjunction with these developments. Mobility Master Plan The Master Thoroughfare Plan designates S. Pearson Ln. a 70’ (C2U) undivided two-lane collector road. The Master Pathways Plan calls for a minimum 5-foot future sidewalk on S. Pearson Lane. UTILITIES: The site is served by a 12-inch water line and an 8-inch sewer line along Pearson Lane. A portion of the site flows toward a detention pond along the east side of the site, and the rest of the site follows natural grade toward the adjacent streets. Only one (1) tree is proposed to be removed. There is 3.70% of existing tree cover on the property and minimum of 70% of the existing tree cover is required to be preserved. A total of 96% of the existing tree cover is proposed to be preserved, and 4% proposed to be removed. Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree Conservation Analysis or Tree Conservation Plan shall be approved if it will preserve existing tree cover in accordance with the percentage requirements established by Table 2.0. If the property has previously received a tree permit related to development, the percentage of existing tree cover at the time the first such permit was issued shall be used to calculate the minimum existing tree cover that must be preserved under this section. The Planning and Zoning Commission shall review the application and make a recommendation to the City Council regarding the application. It is the applicant’s responsibility to contact the department representative shown above and make modifications as required by the comment. =========================================================================== INFORMATIONAL COMMENTS: Addition will require the new and existing portions of the building to completely covered by and automatic fire sprinkler system due to the square footage exceeding 6,000 square feet. The required backflow protection (double check valve) for the sprinkler systems can be located on the riser if the riser is within 100 feet of the water main, measured linearly along the length of the pipe. If the riser is further than 100 feet from the main, the double check valve shall be in a vault. Riser rooms shall be a minimum of 5’X5’ if the double check is located in a vault, or a minimum of 6’X6’ if it is located on the riser. The Fire Department Connection for the sprinkler system must be within 100 feet of a fire hydrant, and within 50 feet of fire department fire lanes on the property. Fire lanes require a minimum 30 foot inside turn radius and a minimum 54 foot outside turn radius. (Per 2018 I.F.C. Sec. 503.2.4) Fire apparatus access needs to be provided within 250 feet of all exterior portions of the perimeter of buildings on a “hose-lay” basis for sprinkled buildings. Fire apparatus access needs to be an all-weather surface, asphalt or concrete, 24 feet wide and able to support the imposed loads of fire apparatus. (Minimum of 85,000 pounds GVW) Fire hydrants are required at a maximum spacing of 500 feet for commercial locations that have sprinklered buildings.
