EXECUTIVE
SUMMARY: Blake Architects, on behalf of Bymetals, LLC, is requesting approval of a Site
Plan on property described as Lot 7, Block 1, Kirkwood East Addition, an addition
to the City of Southlake, Tarrant County, Texas and located at 1520 W Kirkwood
Boulevard, Southlake, Texas. Current Zoning: "NR-PUD” Non-Residential
Planned Unit Development District. Applicant: Roger “Skip” Blake, Blake
Architects. Owner: Brad Matheidas, Bymetals, LLC. SPIN Neighborhood #1.
DETAILS: The purpose of this request is to obtain approval of a Site Plan for the
construction of a 1-story, 6,192 square-foot office commercial building, including
six covered parking spaces, and seventeen uncovered parking spaces.
The proposed site plan is in substantial conformance to the previously approved
Development Plan (ZA25-0031) for the larger office park. The primary deviation
from the approved development plan is a decrease in the total number of on-site
parking spaces from 36 to 24. An adjacent property is planned to accommodate
additional parking spaces ensuring that the overall development continues to
meet parking needs. This reduction is supported by the overall parking strategy
for the office park, which provides shared parking among the various lots.

July 20, 1999; City Council approved a Zoning Change and Concept Plan
for the Sabre Corporate Campus (ZA99-056).
October 19, 1999; City Council approved a preliminary plat for Lots 1-4,
Block 1, Sabre Group Campus on the consent agenda (ZA99-080).
November 18, 1999; The Planning and Zoning Commission approved a
final plat for Lots 1-4, Block 1, Sabre Group Campus (ZA99-096).
January 18, 2000; City Council approved a development plan for Lots 1-
4, Block 1, Sabre Group Campus (ZA99-090).
January 18, 2000; City Council approved a site plan for portions of
proposed Lots 1, 2, & 4, Block 1, Sabre Corporate Campus (ZA99-091).
July 18, 2000; City Council approved a Site Plan for Lot 4, Block 1 (25.6
acres) for the Saber Group Campus (ZA00-060).
March 20, 2001; City Council approved a revised development plan to
include the Kirkwood Blvd. and T.W. King rights-of ways and to add a
proposed visitor center into the boundary of the Sabre Project
development plan (ZA01-008).
April 3, 2001; City Council approved a Zoning Change and Revised
Concept Plan for the Sabre Corporate Campus for the purpose of
including W. Kirkwood Boulevard and T.W. King rights-of-way into the
zoning and concept plan boundary. (ZA01-007 and Ordinance No. 480-
313A).
March 30, 2007, City Council approved a plat revision for Lots 1R1, 1R2,
2R, 4R1, 4R2, & 4R3, Block 1, Sabre Group Campus (ZA07-025)
August 20, 2019; City Council approved a Zoning Change and Concept
Plan to permit outdoor sales and service on the Sabre Campus site.
(ZA19-0029).

April 18, 2023; City Council approved, a Development Plan for Lots 1-8
and Lot X, Kirkwood East Addition and Site Plans for Lots 5 and 8 (ZA23-
0003).
June 17, 2025; City Council approved a revised development plan for
Kirkwood East’s 8 office commercial buildings to also allow the
encroachment of the parking spaces into the 50’ Natural Area, as shown
and permitted under Ordinance No. 480-313, as amended.
(ZA25-0031).
SOUTHLAKE
COMPREHENSIVE PLAN: Consolidated Future Land Use Plan
The underlying land use designation is Office Commercial.
Purpose and Definition: The Office Commercial category is a
commercial category designed and intended for the exclusive use of
office and limited office‐related activities. It is established for and will be
allocated to those districts best suited for supporting commercial activity
of an office character. It has been established to encourage and permit
general professional and business offices of high quality and appearance,
in attractive, landscaped surroundings with these types of uses and
design exterior appearances so controlled as to be generally compatible
with existing and future adjacent and surrounding residential
development. Properties with this designation may serve as a transition
between established residential neighborhoods, major roadways, and
retail development. Other suitable activities are those permitted in the
Public Parks/Open Space and Public/Semi-Public categories.
Mobility Master Plan
Pathways along Kirkwood Blvd. are shown on the Pathways Master Plan.
However, the zoning for the site, as adopted in 1999 (ZA99-056), is
interpreted to relieve development within the NR-PUD boundaries of
constructing sidewalks.
At the time of the Sabre Corporate Campus development, the portion of
Kirkwood Blvd., which this project fronts, was to be a private road.
Ordinance No. 480-313 waives formal Pedestrian Access Plans, and the
only trails and pathways required are those shown on the Concept Plan.
No pathways are shown on the Concept Plan along Kirkwood Blvd.
Subsequent site plans approved for the Sabre Group Campus Addition
do not show sidewalks provided along Kirkwood Blvd., except for the TD
Ameritrade Campus, which provided sidewalks as part of their
development.
TRANSPORTATION
ASSESSMENT: A TIA is not required for the proposed improvements.
UTILITIES: Water and sanitary sewer mains extend along the property’s frontage,
providing adequate utility service to support the proposed development.

DRAINAGE: The property follows the Kirkwood East subdivision grading plan and
drains from southwest to northeast toward the existing creek to the north.
TREE PRESERVATION: There are no protected trees on the property.
CITIZEN INPUT: This request has not appeared before the Corridor Planning Committee
or SPIN.

LANDSCAPE COMMENTS:
1. Within the Interior Landscape Summary Chart on the Landscape Plan the “Required” interior
landscape area is incorrect. Based on 50% of the proposed building square footage, the required
interior landscape area is 3,096 square feet. Correct the “Required” interior landscape area and plant
material calculations for the shrubs, ground cover, and add the seasonal color calculation.

3. The parking islands are required to contain shrubs, ground cover, seasonal color, or a
combination of these plant materials along with the required canopy tree.
4. Show the Dwarf Yaupon Hollies in the south bufferyard to be within beds surrounded by

10’ of the hydrant.

INFORMATIONAL COMMENTS:
Emergency lighting required on exterior egress landing of exit doors.
Fire hydrants are required at a maximum spacing of 300 feet for commercial locations that
contain both sprinkled and un-sprinklered buildings.
Fire apparatus access needs to be provided within 150 feet of all exterior portions of the perimeter of
buildings on a “hose-lay” basis for un-sprinkled buildings and 250 feet of all exterior portions of the
perimeter of the building for sprinkled buildings.

Fire apparatus access needs to be an all-weather surface, asphalt or concrete, 24 feet wide and able
to support the imposed loads of fire apparatus. (Minimum of 85,000 pounds GVW).
Fire lanes require a minimum 30 foot inside turn radius and a minimum 54 foot outside turn radius.

General Informational Comments
* The Development Review Committee (DRC) has determined this pre-submittal is sufficient for
formal submittal to the Planning and Zoning Commission subject to completing the changes
noted above.
* No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
* Building permit(s) are required prior to commencement of any work.
* All mechanical equipment must be screened of view from right-of-ways and residential
properties in accordance with the Zoning Ordinance No. 480, as amended.
* All lighting must comply with the Lighting Ordinance No. 693, as amended.
* All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
* It appears that this property lies within the 65 LDN D/FW Regional Airport Overlay Zone and will
require construction standards that meet requirements of the Airport Compatible Land Use
Zoning Ordinance No. 479.
* Development must comply with all requirements in Zoning Ordinance No. 480, Section 43,
Overlay Zones. The masonry and articulation requirements in Zoning Ordinance No. 480, as
amended, Section 43, Residential Adjacency Standards, Sections 43.13.a.1 and 43.13.a.4 are
not being met. A variance to the masonry and articulation requirements would typically be
required but is exempted by HB2439 of the 86th Legislature of the State of Texas. All materials
must meet applicable building codes.
* In addition to the City of Southlake impact fees, please be aware that through the wholesale
water customer contract with the City of Fort Worth, all new water connections are required to
pay the City of Fort Worth impact fee. The City of Fort Worth impact fee assessment is based
on the final plat recordation date and building permit issuance. The applicant is encouraged to
review the City of Fort Worth's assessment and collection of Impact Fees Guide to determine
the fee amount.
