Current Zoning: "NR-PUD” Non-Residential Planned Unit Development District. Applicant: Roger “Skip” Blake, Blake Architects. Owner: Brad Matheidas, Bymetals, LLC. SPIN Neighborhood #1. DETAILS: The purpose of this request is to obtain approval of a Site Plan for the construction of a 1-story, 6,192 square-foot office commercial building, including six covered parking spaces, and seventeen uncovered parking spaces. The proposed site plan is in substantial conformance to the previously approved Development Plan (ZA25-0031) for the larger office park. The primary deviation from the approved development plan is a decrease in the total number of on-site parking spaces from 36 to 24. An adjacent property is planned to accommodate additional parking spaces ensuring that the overall development continues to meet parking needs. This reduction is supported by the overall parking strategy for the office park, which provides shared parking among the various lots. King rights-of-way into the zoning and concept plan boundary. (ZA01-007 and Ordinance No. 480- 313A). March 30, 2007, City Council approved a plat revision for Lots 1R1, 1R2, 2R, 4R1, 4R2, & 4R3, Block 1, Sabre Group Campus (ZA07-025) August 20, 2019; City Council approved a Zoning Change and Concept Plan to permit outdoor sales and service on the Sabre Campus site. June 17, 2025; City Council approved a revised development plan for Kirkwood East’s 8 office commercial buildings to also allow the encroachment of the parking spaces into the 50’ Natural Area, as shown and permitted under Ordinance No. 480-313, as amended. (ZA25-0031). SOUTHLAKE COMPREHENSIVE PLAN: Consolidated Future Land Use Plan The underlying land use designation is Office Commercial. Purpose and Definition: The Office Commercial category is a commercial category designed and intended for the exclusive use of office and limited office‐related activities. It is established for and will be allocated to those districts best suited for supporting commercial activity of an office character. It has been established to encourage and permit general professional and business offices of high quality and appearance, in attractive, landscaped surroundings with these types of uses and design exterior appearances so controlled as to be generally compatible with existing and future adjacent and surrounding residential development. Properties with this designation may serve as a transition between established residential neighborhoods, major roadways, and retail development. Other suitable activities are those permitted in the Public Parks/Open Space and Public/Semi-Public categories. Mobility Master Plan Pathways along Kirkwood Blvd. are shown on the Pathways Master Plan. However, the zoning for the site, as adopted in 1999 (ZA99-056), is interpreted to relieve development within the NR-PUD boundaries of constructing sidewalks. At the time of the Sabre Corporate Campus development, the portion of Kirkwood Blvd., which this project fronts, was to be a private road. Ordinance No. 480-313 waives formal Pedestrian Access Plans, and the only trails and pathways required are those shown on the Concept Plan. No pathways are shown on the Concept Plan along Kirkwood Blvd. Subsequent site plans approved for the Sabre Group Campus Addition do not show sidewalks provided along Kirkwood Blvd., except for the TD Ameritrade Campus, which provided sidewalks as part of their development. TRANSPORTATION ASSESSMENT: A TIA is not required for the proposed improvements. UTILITIES: Water and sanitary sewer mains extend along the property’s frontage, providing adequate utility service to support the proposed development.
