Trash in residential areas cannot be put out more than 12 hours prior to pickup. Residential Commercial #480 - Zoning Commercial Vehicles Junk Vehicle Outside Sales Parking – Recreational Vehicle Parking of Commercial Vehicles No commercial vehicles or trailer (exclusive of pick-up trucks and carry-all van trucks), when used in his employment by the site occupant of a dwelling, may be parked on a residentially zoned lot. Junk Vehicles In order to avoid the unsightly visual impact and clutter of indiscriminately parked or stored junked and/or abandoned vehicles so as to promote and maintain a desirable aesthetic appearance of the City, no motor vehicle or trailers of any kind or type without current state license plates, where required, shall be parked or stored on any lot or premises unless compliance with at least of the following provisions: Such vehicle(s) or equipment is contained within an enclosed garage or other accessory building. Such vehicle(s) or equipment is adequately screen or separated by substantial distance from view from any adjacent public street, highway or adjacent property, provided such screens, parking or storage area is behind the nearest portion of a principal building to a street or highway. Farm and ranch vehicles and equipment, when used in conjunction with farm and ranch activities conducted on the premises, are not considered applicable to the provisions of this paragraph a. Outdoor Commercial Displays a. Items or merchandise which may be stored or displayed outside of a permanent business location without screening includes the following items and similar types of items: 1. living plant material; 2. bundled firewood; 3. merchandise associated with the holidays; and 4. mechanical equipment associated with lawn and garden care and maintenance if such display shall be in conjunction with a promotional event and such equipment shall not be stored outside more than three (3) continuous days and must be removed and returned indoors at the end of each business day. b. No other items of merchandise shall be stored outside unless screened in accordance with the requirements of Section 39. No more than 50% of the pedestrian path, sidewalk shall be used for storage. Recreational Vehicles Major recreational equipment (motor homes, travel trailers, campers for pickups and trucks, boats and trailers, etc.) shall not be parked or stored on any residential or agricultural lot except when in conformance with one of the following provisions: Such equipment shall be wholly contained in an enclosed garage or carport; or Such equipment shall be parked or stored behind the nearest portion of a dwelling to the adjacent street or highway and if the dwelling is located on a lot which is less than two (2) acres in size, it shall be parked within an approved driveway. Notwithstanding the requirements of the above, such equipment may be parked anywhere on a residential, agricultural or commercial premises not to exceed twenty-four (24) hours for the purpose of loading and unloading only. #704-C - Signs Cannot be placed in the right of way. No off site signs allowed. Garage sale signs are permitted but have restrictions. No sign walkers. Banners are not permitted without a permit. High Grass & Weeds/Debris It is an offense for any person owning, leasing, claiming, occupying, or having supervision or control of any real property within the city, to suffer, permit or allow: Grass, weeds, brush, or any plant which is not cultivated to grow to a height greater than 12 inches on average as determined by the Code Enforcement Official upon such premises, including easements and right-of-ways and the areas along the sidewalk or street adjacent to the premises between the property line and the curb, if there is no curb between the property line and the driving surface; or Rubbish, junk, trash, garbage, discarded items, filth, or any other unsightly or unsanitary matter which would offend a person of ordinary sensitivities to accumulate or remain upon the premises. High Grass & Weeds Debris Debris Brush # 895-A Water Conservation Except for hand watering and the use of soaker hoses, a person commits an offense if a person irrigates, waters, or causes or permits the irrigation of watering of any lawn or landscape located on premises owned, leased, or managed by that person between the hours of 10:00 a.m. and 6:00 p.m. A person commits an offense if he knowingly or recklessly irrigates, waters, or causes or permits the irrigation or watering of a lawn or landscape located on premises owned, leased or managed by the person in a manner that causes: a substantial amount of water to fall upon impervious areas instead of a lawn or landscape, such that a constant stream of water overflows from the lawn or landscape onto a street or other drainage area; or an irrigation system or other lawn or landscape watering device to operate during any form of precipitation. # 895-A Water Conservation A person commits and offense if, on premises owned, leased, or managed by that person, he operates a lawn or landscape irrigation system or device that: has any broken or missing sprinkler head; or has not been property maintained in a manner that prevents the waste of water. #895-A Water Conversation Any commercial or industrial customer class irrigation system installed within the City on or after June 1, 2006 must be equipped with properly working rain and freeze sensors. Any commercial or industrial customer class irrigation system installed before June 1, 2006 may not be operated after June 1, 2007 without being equipped with properly working rain and freeze sensors.
