PROJECT: Sign Variances for Restoration Church
EXECUTIVE
SUMMARY: Mello Sign, on behalf of Restoration Church, is requesting approval of variances to
Sign Ordinance No. 704, as amended, for a proposed attached business sign to be
installed atop a knee wall near the main entrance of the building located at 1280 E.
Highland Street.
REQUEST: Mello Sign is requesting approval of sign variances for a sign (Sign 1, as identified
in the supporting documents) to be installed on a knee wall along the north side of
the church. The sign is proposed to assist visitors in identifying and locating the
church entrance.
Because the proposed sign is mounted on a knee wall, it has been evaluated using
the standards applicable to monument signs. The sign consists of channel letters
mounted on a raceway. Variances are required because the sign type is not
specifically permitted, the proposed width exceeds the maximum allowed for a
monument sign, the sign does not include the street address number, and the sign
face is not enclosed within a masonry frame as required for monument signs.
This variance request applies only to Sign 1, which is proposed on the north side of
the church. Sign 2, located on the south side of the property and shown in the
supporting documents, complies with the Sign Ordinance, has been permitted, and
does not require variance approval.
At the March 21, 2026, Sign Board meeting, the Sign Board recommended approval
(4-1; Springer) to allow the construction of a monument sign located on the north
side of the new entrance of the church.

SIGN BOARD: Approval (4-1; Springer); subject to the Staff Report dated May 15, 2026,
to allow the construction of a monument sign located on the north side of
the new entrance of the church.
CITY COUNCIL: The City Council meeting is tentatively scheduled to be held on June 16,
2026.
STAFF COMMENTS: City Council approval of this request does not waive the requirement to
obtain a sign permit prior to installation. All signage must be reviewed and
approved through the City's permitting process before any installation takes
place.
Because the footing has already been installed, engineered verification (also
referred to as an engineer's letter or certification) is required.
