Action Requested: Approve Resolution No. 26-022, appointing members, chairs and/or vice chairs to positions on the Capital Improvement Advisory Committee, Building Board of Appeals, Parks and Recreation Board, Planning and Zoning Commission, Southlake Parks Development Corporation, and Zoning Board of Adjustment. Background Information: Each year, the City Council appoints members of the public to various boards, commissions and committees. Each member is appointed for a two-year term, unless indicated otherwise. Members of the public indicate their interest in volunteering by submitting a completed application to the City Secretary's Office. Applications are available on the City's website and from the City Secretary's Office. On May 15, 2012, the Council discussed the current appointment process for boards, commissions and committees. At this meeting, Council directed staff to implement bi-annual appointments to ease the process for Council, staff and applicants. At the direction of the Council, staff prepared a schedule which allows Council the opportunity to review applications and appoint members in the months of June and October. On December 19, 2023, the Council approved Ordinance No. 1228B amending member terms and providing Council the authority to appoint chairs and/or vice chairs. The City Council will not be appointing a Chair to the Planning and Zoning Commission as the Southlake Charter Section 11:03 states the Planning and Zoning Commission shall annually elect a Chair from its membership. Historically, the Planning and Zoning Commission appoints its Chair and Vice-Chair at its August meetings following the City Council June appointments. On January 20, 2026, the Council approved Ordinance No. 1228E, amending boards, commissions, and committees to conform to state law changes impacting the Capital Improvements Advisory Committee thereby separating this committee from the Planning and Zoning Commission. In preparation for these appointments, the City Secretary's Office also sent an email to board members with expiring terms to determine interest in reappointment to their respective board or interest in a different board. The City Secretary's Office also publicized the upcoming June appointments with MySouthlakeNews.com and social media. On May 13, 2026, the Council received a binder that included applications filed with the City Secretary's Office for these boards and commissions, an outline of each board detailing the current membership, terms expiring in June 2026, including vacancies, and noting existing members who expressed an interest to be reappointed and attendance records. Councilmembers Frances Scharli, Chuck Taggart, and Gary Fawks provided opportunities for applicants to participate in interviews held on Monday, June 1s' and Monday, June 15cn Tonight's item is the remaining action required by Council to complete the June appointment process. The boards and commissions identified for appointments in June, together with the individual place terms set to expire, are highlighted below. RESOLUTION NO. 26-022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS, CHAIRS AND/OR VICE CHAIRS TO VARIOUS POSITIONS ON THE CAPITAL IMPROVEMENT ADVISORY COMMITTEE, BUILDING BOARD OF APPEALS, PARKS AND RECREATION BOARD, PLANNINGAND ZONING COMMISSION, SOUTHLAKE PARKS DEVELOPMENT CORPORATION, ZONING BOARD OF ADJUSTMENT; PROVIDING AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2. The following citizens are appointed to serve as board, commission or committee members for the stated terms and until their successors have been duly appointed and qualified by the Council.
