POSITION FOR OPPOSING THE REZONING OF THE PROPERTY
1. INCONSISTENCY WITH SOUTHLAKE'S 2035 COMPREHENSIVE PLANNING &CHARACTER
To rezone the property located at 1360 N Carroll Avenue from AG to R-PUD in order to allow for the
Development Plan for 4 residential lots is not aligned with Southlake's 2035 Comprehensive Plan
(Ordinance No. 1173),the "Plan". According to the Plan this property is graded AG and is included in the
114 Corridor,which borders the North Sector, of which the majority of residential area is zoned. Below
are excerpts for the Plan which explains why the rezoning and developed is inconsistent with the City's
Plan Ordinance No. 1173.
"Although recommendations may vary from area to area, all sectors and corridor plans are intended to
work together to support a desired direction for growth as outlined in the adopted Vision, Goals and
Objectives of the Southlake 2035 Plan(Ordinance No. 1173).
The 114 Corridor "Due to its visibility, as well as its unique challenges and opportunities, the 114 Corridor
will continue to be evaluated as a distinct planning area from the other sectors."
The North Sector emphasizes "The sector has a distinctive rural character due to the large lot residential
development pattern and the heavy concentration of natural landscape.As such, the primary objectives
for planning in the North sector are the preservation and enhancement of the existing rural character
and the preservation of natural areas."
The Character of the North Sector is described as such "The north side of Southlake is characterized by
equestrian estate lots, large lot neighborhoods, rural road sections,park and school uses, significant
tree cover and diverse flora and fauna. Sightings of species more commonly found in less developed
areas outside the Metroplex, such as white-tailed deer, turkeys,foxes, coyotes, roadrunner,and
migratory birds, are not unusual in this part of the City."
'A key objective of the City of Southlake is to protect this biological diversity."
"These features and the development pattern in the north area provide Southlake with a distinctive rural
character which differentiates it from other cities in the region. As the Metroplex's population continues
to grow and surrounding communities face build-out, this type of development pattern will become less

probable. Accordingly, the preservation of the rural character in the north side of Southiake is of the
utmost importance to the citizens. Preservation of the north side's development pattern will provide an
exceptional environment in the middle of one of the most rapidly developing areas of the country.Also,
as available developable land becomes scarce in the metroplex, this unique type of development pattern
will help maintain and even increase property values over other more typical or standard types of
development."
LOSS OF RURAL CHARACTER
Over the last 25 years of living in Southlake I have witnessed the disappearance of acreage and beautiful
rural open land with longhorn, wildlife, horses, and birds in the 114 Corridor and North Sector all along
Carroll Avenue from 114 down to Burney Lane.This is the last section of property that is undeveloped in
this area. It is habitat for many animals, migratory birds, deer, and many other types of wildlife along
with tree cover and diverse flora and fauna. This undeveloped land provides a quiet and tranquil
experience when walking along the trail around the Lake at Carillon and the opportunity to observe
nature at its best. School buses can often be seen at the lake as students are taken on fieldtrips to
experience fishing and observe the diverse wildlife of the area.
The rezoning and building of these 4 homes is definitely not"the preservation of the Rural Character in
the north side of Southlake which is the utmost importance for the citizens" per the Plan.Trees will be
removed, along with flora and fauna, and destruction of the wildlife's habitat will continue.The tranquil
and quiet environment will not exist as homeowners create noise, air, and water pollution.
One might make the argument that property developed for the Carillon Neighborhood was graded AG
and was located within the 114 Corridor at the time the Plan was developed, but unlike the Proposal at
hand, Carillon brought a desirable neighborhood with beautiful landscaped homes, and also parks,
greenspace,walking trails, preservation of trees, and large lakes supporting the diverse ecosystem,thus
preserving the rural character of the North Sector.
In contrast this development is for 4 homes with shared driveways that back up to a flood plain. In
addition, if the Proposal is approved,this will impact the rural side of the lake and will disrupt the
ecosystem, as well as the exceptional environment created by the Carillon neighborhood that is in direct
alignment with the Ordinance No. 1173.
2. INFRASTRUCTURE &SERVICE STRAINS
TRAFFIC CONGESTION

The area of North Carroll Avenue and Highland is already a highly congested traffic area due to the
development of the 114 Corridor,the traffic light allowing access to Highway 114, along with the added
complexity of a school zone and crosswalks to allow children to walk to school. Heavy traffic comes from
stand-alone businesses and business complexes,the Islamic Center,Jack D Johnson Elementary School,
Restoration Church, and the Carroll Middle School.At times traffic is backed up almost to the entrance of
Carillon and you may sit through 3 light changes to access 114. Even when school is out for the summer
this gridlock happens in early morning during the week and on weekends with all the traffic due to the
places of worship and the businesses.
This Development Plan will add an estimated 8-12 homeowner vehicles along with the increase of traffic
due to sanitation, recycling, postal service, delivery service, landscapers, houseguests,etc. that would
utilize this section of North Carroll Avenue, which has a three-lane school zone of which the middle lane
is a turning lane,to enter North Carroll Avenue in order to gain access to 114.
During school zone hours our city police are used to direct traffic.Traffic is halted and will block the
entrance to the common driveways of these homes as the homes are directly across the street from the
Elementary School,adding more gridlock,delays,and the possibility of adding additional police to help
direct traffic.
The rezoning and building of these 4 homes does not demonstrate improvements in support of the
Southlake's Mobility Master Plan which aims to improve safety and connectivity through strategic
projects focused on thoroughfare improvement, sidewalk construction and active transportation to
ensure infrastructure resilience.
SHARED DRIVEWAY PROPERTY
Many of the surrounding developments such as Carillon, Estes Park and Triple CCC Ranch are
neighborhoods with an infrastructure of roads to allow for individual mail delivery and city sanitation
services. The proposed development plan indicates the utilization of shared driveways that will be seen
from North Carroll Avenue.The shared driveways deter homebuyers for several reasons.You do not have
control of who are your neighbors are, or will be, as the property changes hands, but you will have to get
along regardless. In today's environment disagreements and conflict are common amongst neighbors
and many even end in violence, and for this reason they are harder to sell and resale, thereby reducing
the property value and potentially increasing the utilization of local police to settle disputes and
arguments amongst the sharing neighbors. It is of the utmost importance that this area be a safe zone
for the children across the street attending the elementary school. The Development Plan fails to
address how it plans to handle mail delivery, city sanitation services,or how the children of these
potential home owners are able to cross the street to attend school. if another crosswalk is needed to
be installed or a crossing guard hired, this will add additional traffic delays and will require a capital
investment by the City that will have to be maintained.

SIDEWALKS
Southlake sidewalks are defined as the improved portion of a street or highway located between the
curb line and the adjacent property line,specifically intended for pedestrian use. They are intended to
provide safe,accessible routes for pedestrians,joggers, cyclists, connecting to parks, schools, and public
access areas.
The Development Plan indicates sidewalks.Are these really sidewalks as defined by the City? From the
diagram they are unusable. The area begins and ends at the property lines. The West side of North
Carroll Avenue does not have connected sidewalks currently. It has drainage ditches that flood out
during heavy rains,from one driveway entrance to another, unlike the East side which have sidewalks
from the school all the way to Burney Lane.The sidewalks on the Development Plan are the shared
driveway's entrance/exit which provides a way for the homeowners to enter North Carroll Avenue.They
are not intended to provide safe,accessible routes for pedestrians,joggers, nor do they connect to any
parks, schools and public access areas. These are there for the sole purpose of the homeowners and not
the citizens of Southlake.The Development Plan does not address the frontage drainage issue and
whether this would require a capital investment by the City to install drainage pipes and maintain the
pipes.
DRAINAGE AND INFRASTRUCE IMPACT
Replacing agricultural land with impervious surfaces such as roads, sidewalks and homes increases
runoff and flood risk. This part of North Carroll Avenue does not have underground drainage.The
drainage ditches often flood and saturate the land under North Carroll Avenue. Saturated ground when
combined with the heat caused by traffic softens the asphalt roads resulting in damage to the road and
therefore increased road maintenance costs. The road had been repaired several years ago and it is
beginning to sink in areas. If the land is developed this will become a bigger issue that would require a
capital investment by the City again to replace the road.
3. OPPOSED TO REZONING & DEVELOPMENT
The proposed R-PUD and the Development Plan for 4 residential lots offers i) no public amenities, such
as public parkland, improved infrastructure; ii)goes against Southlake's 2035 Comprehensive Plan
(Ordinance No. 1173) and Southlake's Mobility Master Plan; iii) presents infrastructure and safety issues
that will require a capital investment by the City with ongoing maintenance expenses and iv) its sole
purpose is for the developer's profit.

Comments/ Explanation As a Southlake resident since 1983 1 have seen how busy
Carroll Avenue has become, especially in a school zone during
student arrival and departure hours. Bus traffic is extremely
high, along with parent drop off and pickup traffic. Crowding 4
slender properties (condominiums?)on very skinny lots, so
narrow that they require shared drives (which requires
removing very established trees) directly across from an
elementary school is a terrible idea and will only worsen traffic,
which can lower student safety. I have seen a tremendous
increase in students riding a-bikes and scooters around Carroll
Avenue.
Please don't forget Carroll Avenue is only two lanes and the
turning lane is blocked during busy times and needs police
direction. Crowding four residences that would have terrible
ingress and egress(again, with shared drives) is not in the best
interest of our community. The Burgess property should be left
how it is now-a piece of land where deer come in the
mornings, and also where students go to take homecoming,
prom and graduation photos since they can't find many places
that have a backdrop of trees in Southlake anymore.
