Background
information: A Hame Rule harken of the pity of authlake eras approved by the

In the Hame Rule hanker, chapter ~Cl concerns Planning and
Zoning, and ectian ~ ~ .g alla~rs far a Planning and Zoning
ammission, ~rhich shall consist of seven citizens of the pity.
The members of the ammissian shall be appainted by the council
for a term of two years. Three members of the Planning and
zoning ammissian shall be appainted each add numbered year.
The remaining four ~4} members of the Planning and Zoning
ammissian gill be appainted each even numbered }year.

CUTHLAKE, TEXAS, APPCINTIN A MEMBER TO THE
PLANNING AND Z~NIN CoMMlION AND PRCViD1N
AN EFFECTl11E DATE,
1NHEREA, a Home Rule Charter of the City of outhlake, Texas, was approved
by the voters in a duly called Charter election on April 4, ~ g8~~ and,
1NHEREA, in the Home Rule Charter, chapter XI concerns Planning and
Zoning, and section 11.0 allows for a Planning and Zoning Commission, which shall
consist of seven citizens of the City The members of the Commissian shall be
appointed by the Council for a term of two ~2} years. Three members of the Planning
and Zoning Commission shall be appointed each odd numbered year. The remaining
four ~4} members of the Planning and Zoning Commission gill be appointed each even
numbered year; and,
VI~HEREA, there is a vacancy due to the resignation of Brandon Bledsoe with a
term to expire May 10; now,

Although Brigham recently returned from serving in the Admir~istratian of President
George I. Bush in 1~llashington, D~, ho and his family have been Texas residents for
aver ~0 years. Brigham is an active member of the community, currently serves on the
Btone lakes Board of Directors, and is a team coach in the Bouthlake Baseball
Association,
His experience pith local land issues sere developed through numerous professional
. experiences Most recently Brigham served ~ a senior executive at the U.B,
Department of Transportation. He gas responsible for overseeing one million daily
movements of hazardous materials throughout the United Btates. As part of his duties,
.Brigham interacted pith local and state officials on a daily basis. During this time he
corked closely ~vith state and local officials throughout the United Btates to ensure
federal policies ~rorked in harmony v~rith~local priorities
Brigham has previously served on national advisory committees for the National
Association of Btate Fire Marshals and the Transportation Research Board There he
gained extensive land use, master planning, infrastructure and transportation
experience end developed an appreciation forthe role of advisory committees
vllorking closely pith Austin Mayor, Illlill vllynn, and other city officials, Brigham corked
to ensure the physical and environmental safety of an existing major interstate i aline
pp running through the pity of Austin, He also routinely dealt pith city officials around the
country on transportation encroachment, local emergency preparedness issues, and
safe roofing of Toxic and hazardous substances a~rayfrom populated areas.
Brigham previously served on the President's congestion, infrastructure and land use
planning initiatives. During this time he ~rorked closely pith numerous state agencies
including Texas Department of Transportation, Texas Railroad ommissian, and Texas
on~mission on Environmental C~oality and gas accorded the U.B. Department of
Transportation's highest civilian a~rard for his pork in directing the restoration of critical
infrastructure in Mississippi follo~ing Hurricane 1~atrine, He also coordinated the
evacuation of non~ambulatory residents from Beaumont in the immediate boors prior to
Hurricane l~ita by civilian and military aircraft.
He is currently an environmental and regulatory attorneyith the 1lirginia based lay firm
_ of Honton & I~villiams. Prior to ~ 998, Mr. Mc~on served on active duty as a naval
officer and naval aviator in the United Btates Navy having graduated from Miami
University ire oxford, ohio. Brigham, his v~rife Jackie, and children Tucker,l~llilliar~ and
Charles are residents of Btone lakes.
