Background
Information: As of October 1st, 2008, the Cities of Southlark ,
Coll y ill , and Grapevine will enter into an ag
to continue to fund the Met roport Teen Court program,
This joint venture creamed the process through which
juvenile misdemeanor offenders are offered an
alternative to the criminal justice system. This
alternative allows the teen defendants the opportunity to
assume responsibility for their actions by involvement
in the judicial process and community service in order
that their offenses will not be recorded*
The 2008 -2009 lnterlo a l Agreement, (attachment)
outlines the METROPORT Teen Court Program. This
agreement also outlines the development of the
METROPORT Teen Court Advisory Board, the
METROPORT Teen Court Budget Advisory Committee,
and the roles and responsibilities of each of their
members. The agreement also authorizes the City of
Southlarke to employ ar full -time Teen Court Coordinator,
provide office sparse for him/her and collect revenu
from the other participating Cities In order to maintain
the program,
Financial
Considerations: The City's participation In the cost of the Teen Court
program is $38,765, as approved by the City Council in
the adopted budget.
Strategic Link. The Metroport Teen Court lnt rlo arl Agreement is ar
direct link to the City's focus on Partnerships and
Volunteerism. The collaboration with the three cities
allows the program to provide ar quality service to the
citizens of Southlarke.

INTERLOCAL AGREEMENT
CITY of COLLEYVILLE, CITY OF GRAPEVINE, AND CITY OF SOUTHLAKIE
This Contract and Agreement, entered into the 1 st day of October oo, by and between the City
of o l yvi of , the City o Grapevine, and the City of' outhlak , municipal cipal corporation herein
called "Cities" or "each participating City, the parties acting herein under the authority and
pursuant to the terms of Chapter 791, rNTERLOCAL COOPERATION CONTRACTS, Texas

Jointly find that it will be in the public interest to enter into this agreement for the purposes set
out herein below,
IoW, THEREFORE, it is mutually agreed between each participating City that:
1- Teen Court is a volunteer pro gam which allowsJuvenile misdemeanor offenders
an alternative to the criminal justice system while allowing them also to assume responsibility
for their own actions by involvement in the . udi ial process and community services in order that
their offenses will not be recorded; br - in in ,juvenile offenders to a jur y of their peers and to the
community for constructive punislunent will provide the youths with an understanding of the
judicial system and a realization of their roles in the community.
The community will benefit from this interaction in that, through Teen Court, the
community is afforded a unique opportunity to become involved in the education of . juvenile
offenders, as well as juvenile volunteers. Teens, through their act *v involvement, are afforded a
ay to learn, how our system of'Justi e works and to realize their roles in the community,

Teen Court A Board shall be appointed by the respective governing
bodies comprised of two members at large from each participating city and one (1) city
council member from each participating city as each so chooses all of` whom are voting
members. The role and duties of the Teen Court Advisory Board shall be established by the
Municipal Court Judges in the participating cities.
4. The City of South a. e shall employ an administrator to admini ter and coordinate
the activities of the METROPORT Teen Court program.,
5. This Agreement shall be executed in separate counterparts for each participating
city, which counterparts shall be valid and binding as if the original- Each participating city, as
its contribution for participating in the METr P I T Teen Court Program, shall pay to the City
of' Southlal e $38,,765.00 upon con imencement of this Agreement. It is expressly agreed that
such payment fairly compensates the City of Southlal e for the performance of services
contemplated under this Agreement. Each participating city shall make this payment from
current revenues available to the city,.
6. The Teen Court {coordinator shall be an exempt employee for purposes of' Fair
Labor Standards Act FLSA coverage,
7. The scope of 'responsibilities of the Teen Court {coordinator shall be established
by the City of'Southial e.
8, This Agreement shall be for a period of 1 twelve months beginning October 1 st,
oo , and ending September 3 0 2009. If the parties have failed to adopt a new Agreement by
the expiration date of this Agreement, this Agreement shall be deemed to continue on the same
terms and conditions until such time as the new Agreement is adopted for the ensuing year,
unless any party terminates its participation in this Agreement a pTDVI'ded below.

Any paily hereto may terminate its participation in this greement without
recourse or liability upon thirty- 3 days written notice to the other party.
10, By execution of this Agreement, each party represents to the other that:
