Item 4BAdopt Ordinance No.951, Amending Chapter 2, “Administration” of the Southlake City Code (1996), as Amended, to Establish the Department of Information Technology

Purpose
Section 4.01 of the Charter of the City of
Southlake provides that:
“The Council shall have the power by ordinance to
establish administrative departments or office not
herein provided by this Charter. The Council may
discontinue, redesignate, or combine any of the
departments and/or administrative offices. No
changes shall be made by the Council in the
organization of the administrative service of the City
until the recommendation of the City Manager thereon
shall have been heard by the Council”.
Why Now?
In 2006, City Completed a Technology Alignment Study.
Results of the study pointed to several Issues:
Missing system functionality;
Technology infrastructure that is complicated and lacks critical integration;
Current applications that make reporting and analysis difficult;
Current applications for land management and public operations that are based on out of date technology;
Why Now?
Why Now?
City has invested over $3.0 million in technology in the last three years;
This investment in technology infrastructure has greatly increased the amount and complexity of the Information Technology (IT) environment of the City;
With this new and expanded role of IT in our organization, it has become evident that the City needs to ensure that it can identify and control those resources more effectively;
Why Now?
Now more than ever this function needs to have a visible role with the executive team of this organization;
