CITY COUNCIL PRESENT: Mayor Shawn McCaskill, Mayor Pro Tem Randy Robbins, and
Councilmembers Gary Fawks, Frances Scharli, Chuck Taggart and Eric Wang.
CITY COUNCIL ABSENT: Deputy Mayor Pro Tem Austin Reynolds.

Work Session was called to order by Mayor Shawn McCaskill at 5:30pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor McCaskill invited Mayor for a Day Rebecca
Robles to the dais to help lead the pledges of allegiance to the United States and Texas
Flags.
3. HONORS & RECOGNITION: MEMORIAL DAY PROCLAMATION
Melody Andersen, Operations Manager of Customer Relations, provided an overview of the
City’s Memorial on Main observances as Southlake honors the courageous service members
who gave their lives in defense of our country.
4. HONORS & RECOGNITION: PROCLAMATION RECOGNIZING LOU GEHRIG'S
DISEASE (ALS) AWARENESS MONTH
Mr. Mark Wert was unable to attend the meeting, therefore the Mayor did not read the
proclamation. Staff will contact Mr. Wert so that he may receive the proclamation.

5. HONORS & RECOGNITION: PROCLAMATION RECOGNIZING THE LADY
DRAGONS GOLF TEAM
Coach Paige Martin, Coach Matt Glenn, and members of the Lady Dragons Golf Team were
recognized for their outstanding accomplishments with a proclamation.
6. DRAGONS DRIVE SAFE OVERVIEW BY CAMERON COLE
Cameron Cole, a Southlake High School sophomore, provided an overview about the
Dragons Drive Safe program.
7. SOUTHLAKE SISTER CITIES STUDENT DELEGATION SEND-OFF TO TOME,
JAPAN
Former Councilmember and current Southlake Sister Cities President Jeff Wang recognized
the Southlake Sister Cities student delegation traveling to Tome, Japan, and shared a few
words about the commemorative banner that will be presented as a gift to the City of Tome.

Regular Session was called to order by Mayor McCaskill at 6:04pm.
2A. EXECUTIVE SESSION
Mayor McCaskill announced the City Council would go into Executive Session pursuant to
the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney; Section 551.074 deliberation regarding personnel matters;
and Section 551.087 deliberation regarding economic development negotiations. The City
Council adjourned for Executive Session at 6:04pm. Executive Session began at 6:15pm and
concluded at 6:40pm.

Mayor McCaskill reconvened the meeting at 6:48pm.

Mayor McCaskill reported on several recent and upcoming community events, including the
American Legion Memorial Day Ceremony scheduled for Monday, May 25, at 10:00 a.m.

(rain or shine); Dragon’s Day of Champions held on Thursday, May 14; the CISD Hall of
Honor event held on Friday, May 8; and the upcoming time capsule events at Rockenbaugh

City Manager Alison Ortowski invited Chief Building Official Charlie Wright to the podium to
