PROJECT: Sign Variance for Sir Sweeney Barber Shop & Coffee Lounge
EXECUTIVE
SUMMARY: Discount LED Lights & Signs, on behalf of Sir Sweeney Barber Shop & Coffee
Lounge, is requesting approval of sign variances under Sign Ordinance No. 704-J,
as amended, to allow an additional attached business sign at 2315 E. Southlake
Boulevard, Suite 110, within Southlake Center at Kimball.
REQUEST: The applicant is requesting variances to allow an additional attached business sign,
as well as a logo that exceeds the maximum permitted height on the north elevation
facing E. Southlake Boulevard, for a new business opening at this location. The
space includes two separate entrances. A sign permit has already been issued for
Sir Sweeney Barber Shop, with its sign installed above the entrance on the right
side of the building. The proposed logo would be placed above the entrance to the
Coffee Lounge on the same (north) elevation. The barber shop and coffee lounge
are one business under one certificate of occupancy.
Under the Sign Ordinance, each tenant or lease space may have up to two wall
signs; however, only one attached business sign is allowed per street frontage, with
a maximum of two signs overall. Because this frontage is already occupied by a
permitted sign, the request for an additional sign—along with exceeding the
maximum allowable logo height—requires City Council consideration.
At the April 23, 2026, Sign Board meeting, the Sign Board recommend approval (4–
1; Springer) to permit the additional attached business sign as well as logo that
exceeds the maximum permitted height.

HISTORY: April 1, 2014; City Council denied a sign variance request from Smallcakes
Cupcakery, which sought approval for an illuminated window sign shaped
like a cupcake that exceeded the maximum permitted sign area. (SV14-004)
SIGN BOARD: Approved (4-1, Springer), Subject to staff report dated April 17, 2026.
CITY COUNCIL: The City Council meeting is tentatively scheduled to be held on May 19,
2026.
STAFF COMMENTS: City Council approval of this request does not waive the requirement to
obtain a sign permit prior to installation. All signage must be reviewed and
approved through the City’s permitting process before any installation takes
place.
