Subject: Item 4B – SCN26-0002 T-Mobile - Installation of a Small Cell Network
Node and Node Support Pole within the Sam School Road right of way
located at 2296 Sam School Road.
Action
Requested: Consider approval of SCN26-0002, a T-Mobile Small Cell Network Node
on property located at 2296 Sam School Road.
Background
Information: The purpose of this item is to seek City Council approval for the installation
of a small cell network node and node support pole (50 feet tall) located in
the Sam School Road right of way in compliance with Texas Local
Government Code, Chapter 284, and in accordance with the City’s Right-
of-Way Management and Design Manual of Ordinance No. 1178. The
facility is designed to improve wireless coverage and capacity in the
vicinity. Network nodes and network node support poles located within City
right of way are regulated by Ordinance No. 1178 – (Public Right-of Way
Management Ordinance and Design Manual). Ordinance 1178 indicates
that a provider may not install a new node support pole in a public right of
way without City Council’s consent if a pole is located adjacent to single
family residential lots. The proposed location of this pole on Sam School
Road meets this criteria and as such the provider must receive City Council
approval prior to installation.
The proposed cell node is to be placed on a new metal utility pole on the
west side of Sam School Road, just north of N. Peytonville Avenue
roundabout. The location and permit address is 2296 Sam School Road.
Ordinance No. 1178, Section 1.09 INSTALLATION IN MUNICIPAL
PARKS AND RESIDENTIAL AREAS
A network provider may not install a new Node Support Pole in a public
right-of-way without the City Council's discretionary, nondiscriminatory and
written consent if the public right-of-way:
1) Is in a municipal park; or
2) Is adjacent to a street or thoroughfare that is:
i. Not more than 50 feet wide; and
ii. Adjacent to single- family residential lots or other multifamily
residences or undeveloped land that is designated for residential

use by zoning, comprehensive plan land use designation or deed
restrictions.
3) In addition to the above, a network provider installing a Network Node
or Node Support Pole in a public right-of way shall comply with private
deed restrictions and other private restrictions in the area that apply to
those facilities.
4) The network provider shall provide proof that the courtesy notification
letter has been mailed to the identified property owner(s) prior to
issuance of the small cell node permit (Notification Letter attached
separately).
5) The network provider shall be further required to comply with
guidelines set out in the City' s Design Manual (See Sections 3, 4 and
5 in Ord. No. 1178 attached separately).
