WORKSESSION: 5:30 P.M.
1. CALL TO ORDER.
Work Session was called to order by Mayor Shawn McCaskill at 5:31pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor McCaskill led the pledges of allegiance to
the United States and Texas Flags.
3. HONORS & RECOGNITION: CELIAC STRONG DAY PROCLAMATION &
CERTIFICATE OF RECOGNITION FOR KYLIE CONNOR
Kylie Connor, a senior at Carroll Senior High School, provided an overview about Celiac
disease and was provided with a proclamation and certificate of recognition .
4. HONORS & RECOGNITION: NATIONAL THERAPY ANIMAL DAY
PROCLAMATION
Dr. April Willis with Canine Companions provided an overview about therapy animals and
was provided with a proclamation recognizing National Therapy Animal Day .

Regular Session was called to order by Mayor McCaskill at 6:48pm.

Mayor McCaskill announced the City Council would go into Executive Session pursuant to
the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney. The City Council adjourned for Executive Session at 6:48pm.
There was no business to discuss during the Executive Session, therefore, no beginning time
or adjournment time is noted.

intensity local retail services for 1170 - 1180 N. White Chapel Boulevard, and noting the

Chapel Boulevard, subject to the Staff Report dated April 13, 2026, and Site Plan Review
Summary No. 3, dated April 13, 2026, and noting the following:
- Approval of the Zoning Change and Site Plan from “AG” agricultural district to “S-P-
1” detailed site plan district, with the district to be limited to “open space” as the only
permitted use, and with approval of a specific use permit and site plan, allowing
indoor and outdoor sales of shaved ice, hot chocolate, and similar food and
beverage.
- And noting that with this approval, this item will need to be considered at a 3rd
reading as Ordinances must be approved on two readings.
- And noting approval with Option 1, as presented this evening.
